지난 수년간 인터넷관련 산업과 서비스 이용에 있어서 눈부신 발전을 이루었다. 그러나 이와 더불어 IP, DNS 등과 같은 인터넷주소자원에 대한 관리의 필요성과 안전성을 필요로 하게 되었다. 또한 변화하는 인터넷 환경에 대응하고 HIP, ENUM 등 새롭게 등장하는 인터넷주소자원의 국내 도입과 표준 제정과 더 나아가 국제 표준 제정을 통한 기술 선도를 위해 많은 노력이 필요하다.

본 논문에서는 인터넷 자원의 정의와 특성을 기술한 후 인터넷 자원의 질적 평가기준을 선행연구를 기초로 조사하였다. 이어서. 인터넷 자원평가를 하기 위하여 정보관리 학회지에 인용된 인터넷 자원을 선정하여서 제시된 평가기준에 따라 분석하였다. 이런 연구 결과는 전세계적으로 퍼져있는 인터넷 자원들 중에서 이용자들이 원하는 고품질의 자원들을 선정하는데 활용될 수 있을 것이다.

현재 인터넷자원은 분산된 네비게이션환경에서 배포되고 있다. 이러한 분산된 정보자원을 통합할 수 있는 표준형식으로 Dublin Core가 성장하기 위해서는 기술내용뿐만 아니라, 기술방법을 정의하여 작성된 레코드의 일관성을 확보하여야 한다. 그리고 더 나아가 다언어문화와 자원의 유형에 상관없이 통합 기술할 수 있는 보다 세련된 메타데이터 형식으로 발전시켜야 한다.

인터넷의 자원에 접근하기 위해서는 그 정보를 조직화할 필요성이 있으며, 조직화된 자료들은 디지털화되어 서비스될 수 있도록 기술이 발전하고 있다. 따라서, 현존하는 도서관의 편목 기술과 절차를 응용하여 인터넷 자원에 적용한 OCLC 매뉴얼과 네트워크상의 자원에 대한 목록을 메타데이타로 기술한 DUBLIN core 기술법을 비교분석하여, MARC 포맷으로의 변환을 살펴 본 바, 더블린 코아 형태로 제공되는 메타데이타 요소는 MARC포맷의 각 필드로 변환 할 수 있어야 하며, 더블린 코아와 같은 간략형 서지레코드의 요소를 더욱 개발해야 한다. 또한, 여러 유형의 메타데이타 통합에 대한 방법으로 MARC에 대한 수정 및 새로운 필드의 마련이 필요하며, 표준기술규칙의 마련으로 정확하고 대량의 데이터를 구축하며, 특히 이러한 기술법을 익힌 전문가들의 등장이 필요할 것이다.

For an efficient access to Internet resources, these resources need to be organized systematically for accessibility. and their cataloging technique has been developing. Consequently, after I compared and analyzed OCLC manual applying AACR2 techniques and procedures, with Dublin core metadata used for cataloging Internet resources, I examined their mapping into MARC format. Dublin core metadata elements should be transformed to MARC format fields. In methodology of integration into different types of the metadata, an update of MARC format and its new field should be provided. Especially, Internet resources cataloging experts familiar with these technology will be really wanted nowadays.

Internet is having the most significant impact on library and information services. This article describes introduction of Internet and the value-added information services using Internet resources. As a current awareness service using E-mail, Zephyr of the University of Washington, BM-SwetScan of the Boehringer Mannheim GmbH, and JContent of the KAIST are introduced. As a web-based integrated system, HarperSource, Ei Village, IPL, and ETLARS are introduced. Locating, filtering, evaluating, and organizing Internet information resources remains a main challenge.

미국 콜로라도 대학에서 개발한 인터넷 종합정보시스템인 "Harvest"는 인터넷 자원을 표현하고 이를 전송하기 위한 기계가독형 구분으로서 SOIF를 사용한다. 객체개념을 도입한 SOIF는 각각의 자원에 대한 기술을 객체로 저장하고 하나의 SOIF 스트림에 여러 개의 객체를 동시에 전송하게 된다. SOIF는 인터넷상의 각종 자원을 표현하고 이를 네트워크상에서 운용할 수 있는 효과적인 메타데이터이다.

RDF treats all resources independently, that's integrated description model for internet resources description, that provides the model to connect resources that related with the specific resources. Illegal and harmful information on the Internet have been a great concern not only for regulatory authorities, but also all the public institutes, such as public libraries and schools, that provide Internet access service. In particular, for public libraries which play an important role in organizing, opening and providing information resources in the information society, providing Internet access service are indispensible. Therefore, any changes of Internet content regulatory system may have direct effects on services of public libraries. Due to unique characteristics of the Internet, content refutation on the Internet has made a best use of various regulatory methods, ranging from governmental regulation to self-refutation and technical regulatory methods. However, nation by nation. technical regulatory methods on the Internet have been developed in quite different ways. Applying them on public library has been strongly criticised for violating freedom of expression and rights of access to information. This article begins with a theoretical discussion about free speech rights and refutation on Internet. Then it examines filtering software which is one of the most popular technical regulatory methods based on both technical and socio-humanities' prospects and analyses several governments' regulatory approaches to Internet filtering. As a conclusion, issues concerning Internet filtering at public institutes are critically apprised.
