This study examined the role of citizen advocates in advocating for people with developmental disabilities. Citizen advocacy refers to activities that advocate and represent citizens on behalf of those who are socially vulnerable. The purpose of this study is to analyze the role concept of citizen advocates by conducting focus group interviews and dividing the 13 citizen advocates with developmental disabilities into 4 groups. It is divided into four main subjects and nine sub-themes. The main theme are 'Self-transformation of the parties', 'Restoring the rights of the parties', 'Being with the parties', and 'Expanding the world of the parties'. Sub-themes are 'Recognizing and solving the problem of self', 'Granting role to speak', 'Recovering the initiative of service use', 'Restoring the rights of existing (family and neighbor), "Preventing money harm" "Speaking instead", "Encouraging and petting people", "Promoting change in the community", and "Expanding the size of the world a little bit". Based on this, we discussed the importance of citizen advocacy as a preventive advocacy system, the relationship between citizen advocacy and professional advocacy system, the difference between volunteer and personal assistants and citizen advocacy, and considerations for citizen advocacy.

본 연구의 목적은 인천지역의 공단에서 발생하고 있는 공장폐수의 위탁 및 부탁관리를 위한 WebGIS 시스템을 구축하기 위한 방안에 대하여 연구하는데 있다. WebGIS 시스템은 공단지역의 위탁업체와 수탁업체의 공간정보를 사용자에게 제공하고 공단지역에서 발생되는 공장폐수 위탁량 및 수탁량 분포도를 시민들에게 제공하는 기능을 수행한다. 공장폐수에 대한 정확한 발생량을 관리함으로써 인천지역에서 발생되는 수질오염사고를 사전에 예방하고 오염사고 발생 시 신속한 대처방안을 도출 할 수 있을 것으로 판단된다. WebGIS를 이용한 공장폐수의 위탁량 및 수탁량 분포를 관리함으로써 시민들의 환경오염에 대한 생각을 고취시키고 지속적인 관리가 가능 할 것으로 판단된다.

1970년대 초 잇따라 발생한 대연각호텔 화재, 서울시민회관 화재 등 대형 화재사고는 전사회적으로 국가 차원의 화재 안전 정책이 시행될 필요가 있다는 공감대를 형성시켰다. 단순 화재사고로 끝났을 수도 있었던 사고가 소방시설 관련법 미비, 소방인력 부족 등으로 인해 대형 참사로 번졌기 때문이다. 이런 판단에 따라 화재로부터 국민의 생명과 재산을 보호하기 위한 활동을 전개해 나가는 단체가 필요하다는 목소리가 힘을 얻었다. 따라서 보험사가 방재전문기관을 설립해 운영하는 외국의 사례를 모델로 1973년에 한국화재보험협회가 만들어졌다. 이후 한국화재보험협회는 전국 주요 거점에 인프라를 구축해 나가면서 활동에 박차를 가했다. 그 가운데 하나가 바로 인천이다. 인천의 경우 관내 공단시설이 노후화돼 있고, 다중이용시설이 밀집해 있어 어느 지역보다 철저한 화재예방관리가 필요한 상황이었기 때문이다. 이런 악조건 속에서도 인천지부에서는 2010년 기준으로 관내 안전점검 대상 건물에서 단 한 건의 사망사고도 발생하지 않았다. 2009년에 6명 사망한 것에 비하면 괄목할 만한 성과를 낸 것이다. 이런 결실을 낼 수 있었던 것에는 인천지부의 수장인 이복영 지부장의 역할이 상당했다. 그가 어떤 활동을 전개해 나갔기에 빈틈없는 안전관리가 전개됐는지 살펴봤다.

This study focused on the anding of Inchon's identity The empirical method and ethnomethodological approaches were used to collect the data. Among members ofcitizen movement groups,government workers,and students who are living inInchon were selected as 613 samples using a purposive sampling method. MultipleClassification Analysis (MCA) and cross-tabulation methods were used in theanalysisThe study of identity in an area is important in terms of providing the solution ofthe problem in a region and social integration of the citizens. The scores of the indexabout Inchon's identity are quite low and more than half of the respondents to allthree groups showed the middle position of the scores from the identity index. By thecharacteristics of the respondents,female,unmarried single,30 years or more,lowerincome groups showed relatively higher identity index scores than other counter-parts . And professional,administrative,clerical workers'identity index scores werehigher than people who work at sales,service,and agricultural sectors. Respondentswith 2 years of college or more,with intentions to donate special monies for cultural, social welfare, environmental reform,persons who want to live in Inchon for along period of time equipped with a stronger identity index.For the character of Inchon's identity,there are no identity,making it fromnow on,capacity or broad-minded city,vanguard pioneer,displeased, Oiversity/multiplicity of the city,defense spirit from foreign invasion,entrancecity from the world in that order. Therefore,it is hard to say what exactly Inchon'simage is in a single word. However,Inchon can be characterized as a diverse citywith capacity to live together without any serious conflicts among citizens who come from Seoul,Kyunggi-Do,Chungchung-Do,Chunla-Do,Kyungsang-Do,and foreign countries including North Korea. The regeneration of Incheon Inner Port is a recent, representative case of conflict related to urban policies. This study aimed to analyze the conflicts that have arisen during the urban regeneration process. This study was a qualitative study, and the conflict management strategy was derived by analyzing the conflict process, subject, and content. The results of the analysis are as follows. First, central governmental agencies have proposed a clear plan that is mainly focused on the port redevelopment project through the participation of private sector businesses. Second, Incheon is pursuing a new vision called "Creative City" with specific urban regeneration. Third, the Incheon Port Authority is required to maximize the efficiency of the regeneration projects. Fourth, organizations such as port logistics companies and port trade unions are demanding the use of port space. Fifth, local residents and civic groups insist that the entire Inner Harbor should be returned to the citizens. Therefore, the establishment of city planning and administrative guidelines is necessary to manage Incheon Inner Harbor and surrounding areas in a desirable manner in order to develop a regeneration philosophy for Incheon Inner Harbor. Furthermore, the establishment of cooperative governance is required for the participation of various stakeholders.

The purpose of this study is to examine the analysis on the effect of incentive gap of teacher's merit-pay on organizational commitment and organizational citizenship behavior. The study verified the hypothetical path model and analyzed the effects of incentive gap of teacher's merit-pay, organizational commitment and organizational citizenship behavior. The subjects of the study are 762 elementary and secondary school teachers. The results of the study are as follows: Firstly, it was found that there are significant correlations among incentive gap of teacher's merit-pay, organizational commitment and organizational citizenship behavior. Secondly, incentive gap of teacher's merit-pay affects organizational commitment and organizational citizenship behavior. Lastly, S grade teachers of teacher's merit-pay are more organizational commitment and organizational citizenship behavior level were higher than A and B grade teacher. Therefore teacher's merit-pay have positive impacts to the teachers.

The study proposes some principles that enable local governments to set-up their own civil welfare standard through the public-private partnership in the context of the participation of residents. First, the study analyzes the concept of the civil welfare standard in comparison with the national minimum. In sequence, the study tries to compare various conception, set-up process, fields and contents of the civil welfare standard in 10 local government. And the study suggests a series of some principles for setting-up the civil welfare standard, budget securing, developing core businesses, and reflecting regional characteristics. At last, the study would remind that the process of setting-up and realization of a civil welfare standard could be long-term project through the public-private partnership with civil society organizations, research institutions, local governments and local councils in region.
