  • This paper applies a income mobility method to technology inequality using conditional human capital stock and shows their empirical results during the 1980 to 2000. There are several interesting empirical results coming out this analysis. Among the results, the paper turns out that world technology inequality mobility measurement is significantly higher for rapid formation of human capital stock countries than for slow formation of human capital stock countries. This paper, therefore, suggests that technology policy need to focus on improving the public education structure to recover the rate of return to human capital investment and to speed up technology development and deployment in Korea.

  • Intellectual capital is the driving force for the competitive advantage and durability of the public library. This asset consists of the library members' competences, the organizational structure constructed by the members, and the interrelationships among the people sharing the same interests. These are called human capital, structural capital and social capital in the respective order. The purpose of the study was to provide foundational information for the public library's intellectual capital assessment as well as creating an experimental assessment model. It analysed the three characteristics of the capital, which generated an assessment index. In addition, it identified the relationship between the components of the intellectual capital and performance were discovered through empirical study to improve the assessment system.

  • The purpose of this study is to examine the spatial distribution of highly educated human capital and to identify key factors affecting their spatial distribution. We analyzed the spatial concentration and inequality using Gini's coefficient and exploratory spatial data analysis and identified the economic and amenity factors to affect the spatial concentration of highly educated human capital using spatial regression model. The findings show that the spatial pattern of highly educated human capital is concentrated, imbalanced, and clustered in Capital region and part of Chungcheong and Gangwon region. The spatial concentration were more affected by economic factor than by amenity factors. This study provides some implication on the regional economic strategies to attract the human capital.

  • This paper empirically examines multiskill formation as a critical mechanism of human capital accumulation within the firm. We investigate various factors that foster multiskill formation of the employees at the workplace. We also investigate whether and how multiskill formation of the employees, in tum, affect the labor productivity. Our empirical results are summarized as the following. First, skills of the employees are developed along the sequential path rather than the parallel path. They evolve from the simple-skill to the single-skill, and then to the multi-skill state. Second, multi skilling is stimulated by uncertainty factors of the environment and various human resource management practices such as mutual learning among workers, workers' participation in decision making, and job rotation. Third, the increase in the ratio of multiskilled workers in the firm has a positive impact on the growth of the firm's labor productivity. Our analyses show that the labor productivity growth increases by 0.019 with the increase in multi skilling ratio by 0.1. Fourth, uncertainty and human resource management practices had an indirect impact on labor productivity growth only through multiskilling. These results strongly indicate that multiskilling is a result of human capital accumulation fostered by various human resource management practices.

  • Appropriation means the process of transforming resources to property. John Locke earlier investigated the appropriation process of natural resources into the land property, which grounded the jurisprudential base of the private ownership of the land. In the same way human resources are transformed into the human assets. Appropriation process, very rarely studied so far, in this case of human property is the focus of this paper. The appropriation of intangible property is by far easier than the appropriation of tangible property. Learning is a process of embodiment, which naturally mean the process of appropriation. For the material resources which exist out of human body, appropriation necessary need special philosophical and institutional justification. In the process appropriation for intangibles, investigator found, appropriator and learner either can be same, or can be differentiated. In the former case substantial human assets are created while in the latter relational human assets are built. After the discussion of appropriation process, Investigator proceeds to the problem of visualizing the invisibles. Evaluation and assessment issue were discussed in this perspective. Qualification system is particularly noted as a system to regulate substantial human assets including their issuing and registration. The work done in this paper would contribute in understanding the law of education and the law of qualification.

  • The issues on education as a human capital formation in recent years have been focused for all of the countries with emerging of the knowledge-based economy. The present study compared and analyzed the relationships between the educational investment and national economic growth of ten non-English-speaking OECD countries during 1970-2008, using Ordinary Least Square (OLS) and Seemingly Unrelated Regression Estimation (SURE) as the main analytical methods. Findings indicate that educational investment, R&D investment, and fertility rate were statistically significant in the estimation of the variables related to the human capital formation, and these elements had also positive influence on the national economic growth. The most salient factor was the fertility rate, and the R&D investment and educational investment appeared as the next factors in the national economic growth. In particular, the dimensions in the coefficient of the fertility rate showed 1.8 times of the R&D and 3.5 times of the educational investment, respectively. These results imply that educational investment, R&D investment, and the policies which promote fertility rate should be taken into account for the continuous economic growth of each country.

  • This paper studied the resolving the regional conflict method through the community capital formation. For this purpose, the theoretical background about the social capital, function of the social capital and component, and regional conflict factor were organized. In addition, it analyze empitically through the survey. First, in order to resolve the frequency analysis result regional conflict, the social capital formation was exposed to be important. Next, the regression analysis result, the factor of social capital and the local egoism, the local participation, and the problem of local areas, each, it was expressed as the coefficient of determination 5.1%, 5.5%, 1.6%, and F value showed up as 4.030, 4.3,51, 1.194. This demonstrates that it is decreased the regional conflict as the social capital formation is high. That is, the social capital formation was proved at the resolving the regional conflict that there was lots of the correlation. The community and penis organizationThe local residents should cooperate together and it should try. Particularly, the 20 generations and 30 generations in which the social capital is weak, the social capital formation strategy about the 20 generations and 30 generations should be studied.

  • The purpose of this study is to analyze the effects of IFDI on the regional growth of 16 subregions in Korea during 2000~2014 by applying the System GMM. As a result of the analysis, the IFDI flowed into Korea has showed a positive effect on regional economic growth such as capital formation, job creation, and export expansion. but import has showed a negative effect. and Human capital has showed a positive effect but not statistically significant. meanwhile, IFDI which was flowed in the regions has showed a positive effect on the GRDP of DK regions including Daegu and Kyongbuk, while the GRDP of Metropolitan including Seoul, Incheon and Gyeonggi and BUK regions including Busan, Ulsan, Kyongnam has showed a negative effect. there were observed similar trends in the complementarities between IFDI inflows and human capital. This study has confirmed that IFDI flows into Korea are an important factor for regional growth, but the growth effect on GRDP in the region differs according to regional characteristics. Therefore, this study has suggested that it is urgent to reorganize the industrial structure along with the IFDI attraction strategy suitable for regional characteristics in order to expand the growth effect of IFDI flowed into the regions.
