In this study, we analyze out citing and cited references among researchers, using KSCI (Korean Science Citation Index) database that is developed by KISTI. we generate and analyze that impact factor and immediate index with same method in JCR's. KSCI's impact factor and immediate index compared to JCR's, and with this basis, this study propose the need of development KSCI database and present new service model for evaluate of domestic journals.

In this study we analyze the present situation of cited and citing references among researchers, based on Korean Science Citation Index developed by Korea Institute of Science & Technology Information. There are some differences on the rank of frequently cited journals between JCR of ISI and KSCI, especially in the field of mechanical engineering. The purpose of this study is to find an efficient way of constructing KSCI database and to propose a service model which can be available as a tool to evaluate research activities and to provide researcher with basic information resources.

The three key parts of citation index are the Citation Index, the Source Index and the Permuterm Subject Index. To identify the core elements for citation index database system, it analyzed the items that have been cited in references and source items of Journal of the Korean Society for Information Management from vol. 1 no. l(1984) to vol. 15 no. 3(1998). Ten core elements were identified and the description format was specified respectively. The core elements are author, organization that the author is affiliated, title of article, title or journal, volume/numberlpage numbers, year of publication, keyword, language, subject category, statistics of references in article. Also, characteristics of errors in reference citations were analyzed and categorized in the viewpoint of the citation index development of academic journals in Korea.

최근 Elsevier사에서 제작하여 현재 베타버전으로 시험 서비스 중에 있는 Scopus는,13,000여종의 학술지에 수록된 2,600만여 건의 논문에 대한 초록을 제공하는 세계에서 가장 규모가 큰 웹 데이터베이스이다. 여기에는 SCI와 SSCI에 등재된 7,000여종의 학술지와 자체적인 학술지 선정기준에 의해 추가한 6,000여종의 학술지에 수록된 논문에 대한 초록을 제공하고 있다. 또한 최근 5년간의 학술지에 수록된 각 논문의 참고문헌을 제공하고 있으며, 이들 참고문헌을 토대로 각 논문에 대한 피인용 회시수와 인용문헌에 대한 정보도 제공하고 있다. 이처럼 최근 등장한 Scopus가 SCI와 SSCI에 수록된 학술지를 망라하고 있을 뿐 아니라 인용정보도 제공하고 있다는 점에서, 현재 전세계적으로 가장 대표적인 인용색인인 SCI, SSCI및 A&HCI의 웹 데이터베이스인 Web of Science와 필적할 것으로 보인다. 그러나 Elsevier사에서는, 엄격한 심사기준에 의해 핵심 학술지만을 유지시키고 있는 Thomson-ISI사와는 달리, 학술지의 망라성에 비중을 두고 최소한의 질적 수준을 갖춘 학술지라면 모두 Scopus에서 별도로 추가한 6,000여종의 학술지에 대해 다각적인 측면에서의 검증이 필요할 것으로 보인다.

최근 Web of Science에 도입된 Eigenfactor지수와 논문 영향력 지수(Article Influence Score), 그리고 Scopus에 도입된 SJR 지수는 구글의 PageRank 알고리즘과 같은 네트워크 분석 방식의 인용지수이다. 국내 인용 색인 데이터베이스는 인용 링크가 외부로 향하는 비율과 자기 인용 비율이 높으므로 기존의 네트워크 인용 지수 산출 방식을 그대로 적용하기에는 어려움이 많다. 이 연구에서는 국내 인용색인DB에 대해서 대표적인 네트워크 인용 지수인 저널 페이지랭크를 시험적으로 측정해보고 국내 학술지의 상황을 고려한 개선방안을 모색하였다.

The purpose of this study is to investigate whether Google Scholar (GS) can substitute Web of Science (WoS) for those who don't have access to the subscription-based indexing service and if users feel GS is useful for scholarly information. To achieve the research purpose, the study evaluates both quantitative and qualitative aspects of the two databases. The major results through statistical analysis show that GS indexes much more records and citations for LIS journals than WoS(p < .01), but users' feedback about GS is not better than those about WoS.

인용문헌정보의 효율적인 저장과 검색을 위하여 인용한 문헌과 인용된 문헌들의 구성요소를 추출하고 상호 인용관계에 대한 논리정보와 구조정보를 재구성을 통해 표현하고, 패스인코딩 색인기법에 의해 구성요소의 중복을 제거하였으며, 관련 있는 데이터베이스들과의 연계를 위하여 XML을 기반으로 하는 KSCI(Korea Science Citation Index)시스템을 설계하였다.

과학기술 논문의 수준을 평가하고, 국내 학술지 및 기관간의 연구능력 비교 분석의 척도로 사용하기 위한 KSCI(Korean Science Citation Index : 한국과학기술인용색인) 구축 및 활성화를 위하여 XML을 기반으로 하는 모델을 설계하였다. KSCI 데이터베이스는 인용만 논문과 인용된 논문들 사이의 관계를 정의하고 논문을 작성한 저자들에 대한 인력DB의 구축과 연계를 통하여 구성되어진다. 이러한 과정에서 발생되어지는 표준화 과정과 데이터베이스간의 연계를 효율적으로 주진하고 효율적인 KSCI 데이터베이스를 구축하기 위한 XML 표준을 설계하였다. 첫째, 데이터베이스틀의 연계를 위한 모델을 설계, 둘째, 인용된 논문과 인용한 논문에서의 서지정보. 저널정보, 참고문헌정보에 대한 XML DTD를 정의 셋째, 저자와 공저자들에 대한 인력DB 구축을 위한 XML DTD를 정의하였다. 본 논문은 KSCI데이터베이스 구축을 통해서 데이터에 대한 상호 교환, 공동 활용을 보다 효율적으로 수행하고 안정적인 체제 구축을 고려하여 모델을 설계하였다.

Methodology Science Citation Index, developed by TS, has been used as an indicator to evaluate academic and research performance in worldwide research environment, as the world goes. With this trend, Korean Science Citation Index(KSCI) databases for domestic journals in the field of science and engineering have been constructed by some institutes such as KISTI, KRF, KOSEF, and so on. Many institutes in Korea are accepting the Impact Factor(IF) and SCI databases, proposed by TS as toolkits for evaluating research capability of their members without any criticism. However, the IF, mostly used as an analyzing tool, has been criticized by many different sectors. The validity of IF has been examined and/or complimented by a case study. In this study various indices as substitutes for IF are scrutinized and examined to maximize the usability of KSCI database.
