It is very important to salvage the vessel and seafarer rapidly and efficiently when maritime accident occurred, as maritime accident has a bad effect on vessel, seafarer and shipping industry as well as the whole community itself. Especially, marine salvage in relation to the accident involving huge marine pollution and loss of life will be regarded as a more important process because the accident would result more severe damages. However, domestic marine salvage forces are weaker than other country's, and private marine salvage company has poor technical and commercial base even though the Korea Coast Guard and Navy have relatively more modernized equipments and squad. Thus, it is very important to promote marine salvage operation capacity because it is related with the national security as well as the national economy. In this regard, this study examines the promoting method of marine salvage including its public and private section from the perspectives of law and systemic revision.

The main object of Maritime Safety Network is to prevent Marine Accidents in advance and avoid the loss of live and property efficiently. Our country's Marine Safety Network was widely changed with its concerned rules and the operation methods through the complete operation of GMDSS system. Thus, compared with the past, maritime safety equipment and its systems were enforced, but the loss of lives from marine accidents tends to increase against the general expectation. 80 percent of the total marine accidents in Korea is caused by small fishing boats that are capsized immediately from accidents. To minimize the loss of lives they are to require the help of rescue. Lately imported GMDSS communication equipment is operated very fast automatically to issue the rescue and inform the distress, but most general small fishing boats are under 5 ton vessel and excluded from the administration of GMDSS system. In this paper is to propose the proper solution for the efficient improvement of maritime safety network suitable for the our practical circumstance.

이글거리는 태양, 출렁이는 파도, 원색의 수영객 물결 생각만 해도 시원해지는 여름철 해변가 풍경이다. 이렇듯 즐겁기만 해야 할 여름철 물놀이가 뜻하지 않은 사고로 인해 하나뿐인 생명을 잃을 수도 있으며 또한 이러한 사고로 평생을 슬픔에 잠겨 지내는 경우도 있다. 이러한 물놀이 안전사고는 우리가 조금만 주의를 기울이면 대부분 예방할 수 있는 것들이고 또한 사고가 발생해도 몇 가지 사항만을 지키는 것으로 귀중한 생명을 보호할 수 있다. 이러한 물놀이 안전사고를 예방하고 사고 시 대처요령과 간단한 인명구조요령에 대해 알아본다.

인명 피해를 수반한 해양사고가 연이어 발생하며 사고 예방 뿐 아니라 사고 발생시 신속한 전파를 통한 2차사고를 예방하는 관제사의 직무가 중요해졌다. 2차 사고 예방에 있어 예선의 사용이 필수적인 바 대산항 해상교통관제센터의 사고 예방사례를 바탕으로 각 주체들과 타 항만 관계자들과의 면담을 통해 사고 발생시 예선의 효과적인 활용에 대해 생각해보고자 한다.

쌀쌀한 찬바람에 어느덧 겨울이 성큼 다가왔다. 전체 화재의 상당부분을 차지하는 동절기 화재사고는 다른 계절에 비해 상대적으로 화기를 필요 이상으로 많이 사용하게 되고 추운날씨로 인해 화재예방 점검을 소홀히 하기 때문이다. 부주의로 인하여 발생되는 동절기 화재사고의 사례을 살펴봄으로써 화재에 대한 경각심을 새롭게 갖는 한편, 그에 따른 문제점과 대책을 알아 보고자 한다.

사회, 경제적 한경변화에 따른 화재 위험도나 대형 인명사고의 우려가 갈수록 커지고 있는 실정이다. 이런 상황에서 국민의 생명과 재산을 보호하기 위한 대책이 시급해졌고 이런한 요구에 맟춰 나온 것이 바로 국가화재안전기준이다. 국가화재안전기준은 사람의 생명과 재산 보호를 위한 소방방재시설 및 기술기준, 관리 및 유지적 요건 등을 규범화 하고 있다. 국가의 생명보호정책이라는 중요한 과제를 안고 있는 화재안전기준에 대해 보다 자세히 알아본다.

인명사고 예방 및 해양환경 보존을 위하여 국제해사기구(IMO)에서는 1993년 11월 4일 잠정 선 박조종성 결의안으로 채택하였으며, 이에 대한 해설서 MSC/Circ. 644(1994. 6. 6)를 발표하였다. 본 선박조종성 시운전해석법은 선박조종성 표준과 해설서를 기초로 하여 작성하였다.

최근 수요가 증가되고 고층건물시 사용되는 lift car 구조물 내부에 많은 결함이 발견되고 있는 것으로 보고되고 있다 특히 lift car의 핵심부품이라 할 수 있는 피니언 축에 발생한 결함으로 인하여 이를 사용하지 못함으로써 건설공사 공기 준수에 막대한 영향을 미치고 있으며 또한 인명사고의 위험성까지 내포하고 있다.(1) 따라서 lift car의 안전성과 신뢰성 확보는 건설공사의 경제성 향상과 인명보호를 위하여 매우 중요하다.(중략)

The lifeboats of ship is necessary for protection of seafarer's safety. However, it have happened many accident on the Free-fall lifeboat. Hence, This study describes IMO's efforts and some solutions against constructional problem of Free-fall lifeboat regulated by SOLAS CONVENTION for prevention accident with lifeboats.

통계상 국민 2명중 1명이 차를 소유하고 있는 오늘 날, 뉴스를 통해서 차량사고에 의한 인명사고 소식을 심심치 않게 접할 수 있다. 그 중 많은 비중을 차지하고 있는 사고는 승 하차시의 접촉 사고로, 최근 들어 증가하는 추세이다. 그래서 이러한 자동차 접촉사고에서의 자동차 탑승자의 안전을 지키기 위한 대책이 시급하다고 생각하였고, 이에 본 논문에서는 뒤의 다가오는 물체에 대한 속도측정을 통한 자동 차문 잠김을 대안으로 제시하며, 이를 통해서, 자동차 탑승자들의 안전을 보장하는 것에 보다 더 한걸음 나아가고자 한다.
