This paper investigates efficiency analysis to IT HRD programs in the dynamic perspective. First, empirical result shows that government fund of IT research center is significantly associated with SCI thesis and the more trial goods and SW development is connected with the more patent and technology transfer. Second, ITRC program has been operated efficiently since 2000. Finally, dynamic efficiency analysis implicates that ITRC program is more efficient than other IT SoC program and foreign student support program. The reason why ITRC program is more efficient is generated not from the effect of imitation by catch-up strategy to developed HRD programs, but new operation system introducing and utilizing HRD performance system.

Countries around the world are accelerating digital transformation based on intelligent information technology to overcome the economic and social crisis caused by the COVID-19 pandemic and enhance national competitiveness. Based on the Framework Act on Intelligent Informatization, Korea is also focusing on implementing various intelligent informatization policies, projects, and digital platform government. In this study, the government's professional manpower status and operation status were investigated and analyzed based on national statistics, and the number of professionals was insufficient compared to the rapidly increasing project and budget. Based on the results of this study, we hope to achieve a successful digital transformation by calculating appropriate personnel for informatization at the national level and recruiting them as soon as possible

최근 정보화의 역기능이 더욱 다양해지고 광범위해지면서 정보보호의 중요성은 전 세계에 걸쳐 중요한 이슈가 되고 있다. 이에 따라 정보보호인력을 양성하기 위한 교육기관들이 개설 및 증설되고 있지만, 인력양성의 핵심적인 역할을 담당하고 있는 정규교육기관에서의 정보보호인력 양성 현황에 대한 체계적인 분석은 미비한 실정이다. 본 논문에서는 교육통계연보를 이용하여 국내 정규교육기관(전문대학, 대학, 대학원)의 정보보호전공 설치 현황을 파악하고, 설문조사를 실시하여 졸업생 진로 현황, 교육 프로그램 운영 시 애로사항, 교육 프로그램 개발 시 우선순위를 파악한다. 또한 이를 토대로 정보보호인력의 공급을 전망하고 학교 급별로 정보보호인력의 양성 방안을 제시한다.

본 논문에서는 「재외국민보호를 위한 영사조력법」이 시행됨으로써 자국민의 안전 복지 증대를 뒷받침하기 위한 재외국민보호 전문인력 양성 필요성에 맞추어 재외국민보호 전문인력 양성 방안을 중점으로 연구하였다. 재외국민보호 전문인력은 먼저 재외국민보호 분야와 해외재난 분야에 관한 내용을 전문적으로 배워야 한다. 이러한 사항을 중점으로 한 전문인력의 운영 방안을 제시하였다.

The human resource management is a very important thing to an airline call center. It may lead the call center to success or fail. The call center managers have to make appropriate decisions how many persons are inputted into the operation for each unit time and all day. In this study, a method is suggested to get an optimal staffing for each unit time using Integer Programming. The Integer Programming model can be used to solve the efficiency problem of the call center's staffing and scheduling. And call certer manager can adopt this model into the operations of the call center without any difficulties or modifications.

많은 기업들이 IT 인력의 역량개발의 방법의 일환으로 교육훈련을 실시하게 되는데 이의 효과를 높이기 위해서 IT 직무의 기술기반 정립과 관리가 필요하다. 하지만 IT 인력의 교육이 여타 다른 인력의 교육체계와 다른 특성을 보이고 있음에도 불구하고, IT 인력의 교육체계수립에 대해 이런 특성을 반영한 연구는 거의 이루어지지 않고 있다. 본 연구는 IT 인력의 교육체계를 수립하고 그 운영방안을 제도화하기 위한 프레임워크를 제시하고 그것을 사례 연구를 통하여 비교해 보고자 한다.

사업체, 연구소 등이 적극적인 구인에도 불구하고 인력수요를 충원하지 못하면 정상적인 운영이 어렵게 되는바, 부족한 인력규모를 조사하여 해소할 수 있도록 국가적인 정책지원이 필요하다. 그런데 인력수요를 해소하기 위하여 기존의 유휴 인력만으로는 충원이 어려워 인력양성을 해야 하는 경우에는 시간과 비용이 필요하므로 현재의 부족한 인력규모를 해소하지 못한다는 문제점이 있다. 본 논문은 기술분야별 인력양성을 위한 인력수요 예측 방법 및 시스템에 관한 것으로 인력 수요를 충족하기 위한 인력 양성에 시간과 비용이 필요하므로 인력 수요를 예측하여 미리 양성할 수 있도록 하기 위한 방법을 제안하였다.

현재 국내 100여개 과제관리기관들이 과학기술분야 인력정보관리시스템을 구축 운영하고 있다. 본 연구는 과학기술분야 인력정보관리시스템들의 데이터를 기반으로 실제적으로 적용가능한 전문가 선정방법을 제안하기 위한 것이다. 이를 위해 먼저 국내외 주요 과학기술분야 인력정보관리시스템의 운영현황을 개괄한 후, 각 시스템의 데이터 구조를 분석하였다. 향후 분석된 데이터구조를 통한 가중치 적용요소 추출, 객관적 근거를 가진 평가기준의 제시, 알고리즘 적용을 통한 결과도출 및 평가 등에 대한 추가적인 연구가 요구된다.
