오늘날 사회는 지식이 부가가치를 산출하는 지식기반사회로, 이러한 지식은 전통적인 교과적 지식과는 달리 신속성, 다양성, 복잡성을 가진 특성을 가지고 있으며, 생산, 저장, 공유 및 재생산의 과정을 거쳐가면서 가치를 더해 가는 것이다. 사회현장의 이러한 변화에 따라 인력을 양성하는 대학에서도 대학경영으로 변화할 것을 요구하고 있다. 즉, 대학은 기존 체제와 운영방식을 유지하는 것보다도, 팀 중심으로 기존의 지식을 공유하고 대화와 토론을 중시하는 학습조직화를 통하여 새로운 대학체제를 창조하는 지식경영적 접근이 요구된다. 이를 위해서 대학은 지역과 구성원의 특성을 살리면서도 미래의 변화에 부응하는 장기적인 통찰과 정책이 필요하다.

공정위 중심의 행정규제주의를 수정$\cdot$보완할 필요가 있는데, 보완의 방향을 요약하면, 독점으로 피해를 본 사업자가 공정위의 시정절차와 상관없이 원고로서 바로 법원에 제소하여 구제를 받을 수 있도록 하고, 검찰도 공익 대표자로서 중대한 공정거래법 위반사안에 대해 이를 바로 법원에 기소할 수 있도록 개편하는 것이지만, 검찰과 법원내에서 시장분석 능력과 식견을 갖춘 인력의 양성이라든가 시장에 미칠 충격 등을 감안하여 일정한 기간을 두고 단계적으로 접근하는 노력이 필요하다고 생각된다.

산자부는 ESCO의 활성화를 위해 ESCO사업에 탄소펀드를 적극 활용하고 정책자금의 세분.조정, 체계적 기술인력 양성, 공공기관.군부대의 ESCO활성화, 국내 ESCO들의 동남아 CDM 시장 진출 추진 등의 내용을 담은 'ESCO 혁신방안'을 지난 9월 5일, 간담회를 통해 논의 후 최종 확정했다. 또, 내년부터 민간자금 조달이 용이한 대기업에 대해 지원 비율을 낮추고 금융 환경이 어려운 중소기업에 대해서는 현재 지원비율을 유지한다. 신고유가, 기후변화협약, 에너지진단 의무화 등 환경 변화로 인해 ESCO 시장의 성장잠재력이 커지고 있는 지금, 이번 'ESCO 혁신방안 수립'이 ESCO 시장에 새바람을 일으킬 수 있을까?

대한설비건설협회는 지난 2월 23일부터 시행에 들어간 녹색건축물조성지원법에 미래 건설산업의 핵심분야인 녹색건설에 차지하는 설비건설의 중요성을 반영하고, 설비건설 발전을 위한 정부 차원의 기본계획수립을 추진한 결과 국토해양부 장관이 녹색건축물 조성 촉진을 위하여 5년마다 수립하는 기본계획에 우리 설비분야가 포함되었고, 녹색건축물 전문인력 양성 및 업체 육성정책에도 설비 등 시공분야가 반영되었다. 이로써 그동안 협회가 추진했던 기계설비기준법의 제정 목적을 녹색건축물조성지원법에 반영시킨 성과를 거두었다. 이러한 성과를 바탕으로 협회는 금년에도 기계설비 시공 및 유지관리기준 등 기계설비의 주요 내용이 제대로 규정될 수 있도록 더욱 노력할 계획이다.

본 논문은 인터넷 전자상거래를 기반으로 최근 활성화되고 있는 전자무역의 거래관행상의 영향 및 문제점을 실증분석하고 있다. 전자무역의 인터넷 전자상거래의 활용정도 및 장애요인 등을 분석하고 그에 따른 제반문제를 법제도적 측면을 비롯하여 정책적 측면 등을 중심으로 분석함으로서 전자무역의 새로운 거래관행의 확립과 법제도적 개선책의 모색을 통하여 전자무역거래의 활성화방안을 안전한 전자거래시스템의 확보 외에 관련 인력의 양성 및 교육훈련프로그램의 개발 등이 요구되고 있다.

This thesis examined the main revolution trend of Chinese engineering education system which is closely related to the demand of the industrial world. The reasons for which China tried to revolutionize engineering education were as follows ; firstly, the lack of high-qualified and professionalized man power in the industrial world. Secondly, the rupture in the age structure and thirdly, graduate students' insufficient ability to adapt to the industrial companies. These situation had been influenced by professional education after the fashion of the Soviet Union and the Cultural Revolution. Thus, since 1980s, government have extended man power supply through various ways and maintained equilibrium between supply and demand within the industrial world. Also, government began to retrian the existing engineers, magnify the regular number in college students of science and engineering and treat an experienced man favorably in graduate schools. The State Education Commission leaded in searching for the ways to train engineers and testing the master of engineering training system. As an essay at reform, many attempts will be tried ; bringing-up excellent students, the system of multi-degrees, field work, bachelor-master integration management, the system of master and doctor by thesis, strengthening educational-industrial cooperation, experimental school, adult school, and local school. Until 21c to come, this trend will be accelerated on.

Most of the games developed or marketed in the Chinese game market are developed and serviced in foreign countries or are produced in Korea (China) and marketed as services of foreign game companies. If China wants to become the world's game development powerhouse, I think that professional education in multiple methods is the top priority. In particular, I think that a specialized game design department is necessary at a university in China. In this paper, we investigate the game design departments of universities in the United States and the game development powers in South Korea and the Korean game development powers to analyze the educational system of the game design department. Through comparative analysis, a Chinese university finds the necessary elements when establishing a new game design department, and trains advanced game developers in the game field at the Chinese Department of Digital Media Arts. If this study is helpful to the game education in China, it will be studied in the future for the master's program and the doctoral program.

There are SW engineering absence that cause the SW quality and Productivity Increase problems during software development project. Are exist necessity awareness of SW engineering growth and professional SW engineering manpower education. This paper define the SW Engineering standard Curriculum that establishment continuous growth and suggest guide manpower practical use guide. When performing the projects, we can suggest for SW Engineering professionals acquisition and standard to solve them by using Standard Curriculum for Software Engineering, which can strengthen manpower capacity the organization SW Engineering. This research provides solution of SW Process Curriculum about SW Development Process and SW Quality.

최근 가장 유망한 산업 분야를 꼽으라면 단연 환경산업이라고 할 수 있을 것이다. 과거의 경우, 환경산업은 환경오염 유발물질을 처리하기 위한 '사후처리산업'으로 인식되었고, 환경정책은 기업 활동을 규제하는 정책으로 '경제성장과 상충되는 개념'으로 인식되었던 것이 사실이다. 하지만 최근 들어 '삶의 질'에 대한 관심이 커지고, 기후 변화 대응 및 수자원관리의 중요성이 커짐에 따라 환경산업은 친환경 제품생산, 신 재생에너지 개발, IT/BT 등 첨단기술과의 융합사업 등 그 분야를 점차 확대해 가고 있는 추세이다. 환경부도 환경산업을 정책적으로 육성하기 위하여 환경과 경제의 상생을 목표로 하여, 유망 환경기술에 대한 R&D 투자 확대, 환경전문인력 양성 프로그램 운영, 환경산업 비즈니스 상담회 개최, 수출지원 상담센터 운영 등 다양한 지원프로그램을 마련하고 있다.

This paper starts from one question: what are the key factors of the web accessibility policy, which is significant for realizing equity in the web and enhancing human dignity in the information society. To find significant factors for complying with web accessibility, this paper analyzes panel data of 16 Korean local governments (for five years: 2004-2009) according to the research design which is based on the demand and supply balance model and consists of four variables : 'legal and institutional environment (including legal infrastructure)', 'financial foundation (fiscal self-reliance ratio)', 'policy inputs (amount of imformatization budget, employee of information experts)'and 'policy demand (internet usage rate, the number of disabled people and elderly people)'. From the results of this study, this paper can explain the mechanism and impact factors on the web accessibility policy of Korean local governments. Some factors are critical to improve web accessibility: (1) the importance of policy demand, (2) the importance of policy inputs, (3) the importance of legal and institutional environment. Finally, this paper concludes with some suggestions to enhance the web accessibility capacity for Korean local governments: (1) improve awareness on web accessibility, (2) develop a standard and invest R&D on web accessibility, (3) foster experts in web accessibility.
