At the same time, it has become the most important issue that the problems is caused by the data collection, management and utilization. Moreover, Big Data has a wide applications ranging from situation awareness, decision-making to the area to enable for the foreseeable future with man-made and analysis of data. It is necessary to process data into meaningful information given that the huge amount of structured and unstructured data being created in the private and the public sector, even in disaster management. This data should be public and private sector at the same time for the appropriate linkage analysis for effective disaster management. In this paper, we conducted a literature review and case study efficient Big Data to derive the revitalization of national disaster management. The study obtained data on the role and responsibility of the public sector and the private sector to leverage Big Data for promotion of national disaster management plan. Both public and private sectors should promote common development challenges related to the openness and sharing of Big Data, technology and expansion of infrastructure, legal and institutional maintenance. The implications of the finding were discussed.

  • Currently, the world is making efforts to develop cultural industries around more refined parts of the world. The development of cultural industries has far-reaching implications for promoting national brands and national image promotion as well as economic benefits. In particular, China hopes to advance into its own animation market because it has an extensive animation market. In 2005 The Chinese government, however, banned foreign animation market from entering the Chinese animation market. However, at that time, Chinese animation firms also saw considerable economic losses because they had to undergo almost everything from animation to distribution to rationing. In fact, the policy was designed to protect Chinese animations, but instead of preventing Chinese animations from developing original contents, it caused various problems such as China's animations, or the development of Chinese animation industries. In this thesis, we will explore the policy related to animation industry in China, research and development of animation industry, and establish the direction of development of Chinese animation industry through suggestion of improvement in Chinese animation industry. For starters, we have diversified the contents of the Chinese animation industry by adapting the contents of the Chinese animation to the global market through the globalization of contents, stories and materials. Currently, animation is developing beyond 3D,4D and VR but there is no shortage of animation experts in China, so it is necessary to nurture specialized professionals by opening a related department in China. Also, the government will establish a National Animation Industry complex to work in various animation companies. We expect to develop cultural contents through mutual cooperation between animation companies in China and the sharing of information sharing and collaborative research.

  • South Korea has recently emerged as one of the leading countries conducting clinical trials. Seoul, for instance, is now ranked at the top of the list among the cities in the world. This paper examines the rapid growth of research involving human subjects in Korea, not just from the economic perspective (e.g., the growth of global pharmaceutical markets and the subsequent increase in the demand for clinical trials), but from the policy perspective (e.g., the government?s drive to support and promote this field as a new industry). The industrialization of clinical trials in Korea has manifested itself in the rise of international Contract Research Organizations (CRO) doing their business in Korea. They are, figuratively speaking, invited to Korea by the government. This paper intends to uncover and discuss the bioethical issues concerning research on human subjects, the issues that tend to be set aside merely as procedural ones like ??workable documents??. To this end, it investigates the practice of clinical trials by collecting hitherto unherad voices from patient-volunteers, physician-researchers, CRO employees, and government officials. This paper also explores the themes of ??ethical variability?? and ??biocapital?? in order to compare and constrast the case in Korea with those in other countries.

  • Because of the global warming, the Arctic Ocean is expected to be ice-free by the year 2035. When the Arctic Ocean will be opened, a number of national interests will become more salient as experiencing a shortened sailing distance and decreasing navigation expense, possibility of natural resources transport by sea from Arctic Circle, and indirect-profit making by building a herb port in Asia. To secure the national interests and support the free activities of people in this region, R.O.K government is trying to make advanced policies. In order to carry out the naval tasks in the Arctic Ocean, using the operational characteristics(mobility, flexibility, sustainability, presence of capabilities, projection) is necessary. To this end, ROK Navy should analyze the operational environment (O.E.) by its capability(weakness and strength), opportunity, and threat. R.O.K. Navy should make an effort over the following issues to implement the tasks in the Arctic Ocean: first, Navy needs to map out her own plan (Roadmap) under the direction of government policies and makes crews participate in the education·training programs in home and abroad for future polar experts. Third, to develop the forces and materials for the tasks in cold, far operations area, Navy should use domestic well-experienced shipbuilding skills and techniques of the fourth industrial revolution. Next, improving the combined operations capabilities and military trust with other countries in the Arctic region to cover the large area with lack of forces' number and to resolve the ports of call issues. Lastly, preparation in advance to execute a variety of missions against military and non-traditional threats such as epidemics, HA/DR, SOLAS, in the future operation area is required.

  • This study in coping with the current trend is to propose the environment for training 3-Tier App development being focused on the system to develop mobile applications where its related developers are scarce. Design and implementation of training system for the development of 3-Tier App in this paper is to realize the environment for software development for colleges as same as that in IT companies. For 3-Tier App development training system, 3 students with 3 computers work as a group. The above-mentioned 3 computers include a computer for development, Gateway server, and DB server together with legacy system. Also, each of the 3 students shall be given roles of the foregoing sections. We have educated 3-Tier App training system as a practical class for 64 students in junior students of computer information major. Through training session, it was confirmed that we can foster the students as custom-made talents who understand company's development environment. Also, the Comparison of 3-Tier and Stand-alone App Development Training System for 10 distinct description, we know that 3-Tier app development training system was very superior to stand-alone app development training system in the educational effects.

  • This study, for the reinvigoration domestic LCCs (Low Cost Carriers) in Asian air market which is in developing stage now, aims to analyze the management risk through the operation cases of domestic and foreign areas and then to derive a risk management plan to reinforce the competency of domestic LCCs. As for the major potential risk factors for LCCs in Asia-pacific market, the first is the absence of growth strategy. Then, the second is the problems in airline route, the typical problem of subsidiary companies of major air lines. The third is the lack of specialists and professional manpowers. In order to cope with such risk factors, rapid growth should be controlled and competition with parent company by entering to parent company's airline route should also be avoided. At the same time, there should be a comprehensive supporting system to foster specialists and professionals in this industry.

  • Academia-industrial cooperation policy is essential to enhance national competitiveness in Korea. Although government and academia have invested in policies and supported industries, academia-industrial cooperation is not operated actively. This is one of the reasons why industrial demand for cooperation has continuously decreased. There are thoughts that universities' outcomes are larger than colleges' outcomes in academia-industrial cooperation, which could be a barrier to academia-industrial cooperation for colleges. It is important to understand industry demands in order to activate this type of cooperation. We propose a way to achieve this based on survey data for 3D printing and college graduates. Interactive cooperation among industries, colleges, and universities is suggested in the process of technical commercialization, such as TRL (Technology Readiness Level).

Animation education takes an interdisciplinary approach to integrate various subjects in the field of culture and art education. Animation, as a form of culture and art education, plays an educational role in the social classroom. Animation education should be developed and expanded to become a regular classroom course. The goal of Animation education is to pursue and develop a connection with other educational courses of study. In order to strengthen the role of Animation education, we should first re-structure the pedagogical role of Animation education.
