정보보호 분야 지식 및 기술 수요

  • 다년간의 국가정보화 노력으로 우리나라는 이미 IT 강국으로서 선진 정보강국과 어깨를 나란히 하고 있다. 인터넷의 발달과 이를 통한 전자상거래 및 인터넷뱅킹 등 IT 산업의 급격한 발전이 이를 뒷받침해주고 있다. 이러한 추세에 따라 각종 정보보호 제품 및 기술의 개발과 정보보호의 중요성을 인식한 정보보호관리 정책의 수립도 함께 이루어져왔다. 향후 유비쿼터스 사회를 맞이하여 국민 삶의 질적 수준을 한 단계 끌어올리기 위해서는 보다 안정된 정보사회 기반을 마련해야 할 것이다. 이를 위해서 정보보호의 중요성을 확산시키고 정보보호를 담당하는 전문인력을 양성하는 데에 주력해야 할 것이다. 본 연구는 정보보호 인력의 질적 양성을 위해 보다 체계적인 정보보호 교육의 필요성을 높이 인식하여, 정보보호 전문인력이 갖추어야 할 지식 및 기술에 대해 분석하고 있다. 우선, 정보통신 및 정보보호 관련 선행 연구를 통해 55개의 정보보호 분야 지식 및 기술을 도출하고, 산업계 및 학계의 전문가 대상의 검토를 통해 총 71개의 지식 및 기술을 최종 도출하였다. 본 연구의 결과는 정보보호 분야의 실무 수행에 필요한 지식 및 기술 항목들을 제시함으로써, 수요 지향적인 정보보호 교육 프로그램 개발 및 운영에 활용될 수 있을 것이다.

  • National Competency Standards (NCS) need to be introduced to train newly hired staff and to gradually improve employees' work performance in the information security industry. In particular, the introduction of a new NCS curriculum for new hires is important in order to retain and efficiently manage professionals in the information security field. However, the legacy NCS is not clearly designed for the information security field. So a formal curriculum has been suggested for institutions training the information security workforce. Therefore, this study establishes a competency unit based on the types of personnel, their duties, and required knowledge. To select the competency unit, this study reviewed prior research to understand the required skills and work knowledge, and reviewed recruitment-based NCS that public agencies and public and private companies have carried out, including them in the study. The selected competency unit was classified into a required competency unit and an elective competency unit based on the importance of the duties and the demands of training. Through a verification process for the new, licensed career path model in the NCS information and communications field, this study suggests updated NCS competency units and required courses to provide an appropriate NCS curriculum for newly hired employees in the information security industry.

A Study on the Qualification of Professional Lifelong Education for the Disabled Based on the Convergence Curriculum between the 「Department of Vocational Special Education in University-Educated Graduate School」 and the 「Department of Majors」 (「대학­교육대학원 직업특수교육과」와 「전공과」간 융합교육과정에 기반한 장애인 평생교육 전문인력 자격화 조건)

  • This study aims to find ways to qualify lifelong education professionals for the disabled based on the convergence curriculum between the "department of vocational special education in university-educated graduate school" and "major department". The research method was composed of a combination of literature analysis and expert meetings. The research contents include the qualifications for the training course for the lifelong education professionals for the disabilities established in the convergence curriculum after accumulating the teaching experience in the majors that can be restructured as lifelong education institutions for the disabled. In addition, the focus of the curriculum of the "department of vocational special education in university-educated graduate school" should be improved in order to foster and integrate lifelong education professionals for the disabled. The results of the study concluded that the functional relationship between vocational special education and lifelong education for the disabled was established.

Study of the Linkage of the Education System to foster Manpower of Culture Contents (문화콘텐츠 인력양성을 위한 교육시스템의 연동에 관한 연구)

  • The values of material civilizations that dominated the last century have been replaced with invisible values such as knowledge, information, and culture. The central axis of the world economy is also rapidly shifting from a capital and labor-intensive industry to a knowledge-based industry of software and contents. From the perspective of the industrialization of culture as multinational corporations and dominance and subordination relationships between cultures thereof, and crisis of cultural identity, the issues of support and fostering a culture industry arise. These have become major issues of concern in deciding national policies. In response to this trend, new departments related to culture contents in various universities have been established for fostering manpower in the field and the government policy to foster related human resources. However, actual results have not been currently achieved, despite the increase in quantity. This is due to the fact that the walls between culture contents departments were too high and thus education and fostering excellent human resources have not been properly conducted. It is also due to the obscure direction of education and a deficiency in the system. To cope with these problems, a systematic manpower-fostering education program should be developed through enhancement of the understanding of culture contents via linking education programs with detailed major fields of study. Accordingly, this study aims to identify changes in the current culture contents industry at home and abroad according to digitalization for fostering manpower of culture contents required in a rapidly changing environment of the culture contents industry. Then, it will review what influence has been made on the education system through the identification of personnel types through work flow charts and contents delivery modes following integration, as well as a desirable method to construct culture contents. Therefore, this study is a preliminary study on the means of fostering core personnel in the culture contents industry through linkage with the education system.

산업인력정보화 성과지표 도출 및 분석

  • 정부의 정보화 사업에 대한 투자 성과평가는 중요한 연구주제 중 하나이다. 본 연구에서는 노동부의 산업 인력정보화 사업인 워크넷(work.go.kr)에 대한 성과지표를 도출하고 이를 분석하고자 한다. 국가 정보화 사업에 대한 성과지표에 대해서는 특히 민간기업과는 달리 해당 기관의 공익적 목적이 함께 고려되어 평가되어야 한다. 산업인력정보화 사업의 목적은 혁신적이고 효율적인 대국민 서비스를 통하여 산업인력의 원활한 유지 및 실직된 인력의 재 양성을 통한 노동시장 재분배 등의 노동정책을 지원하는 것이다. 그러나 현재의 성과지표는 이러한 점들에 대한 반영 이 미흡한 상황이다. 이에 본 연구는 KISDI의 정보화 성과평가 프레임워크를 기반으로 다양한 기존의 공공정보화 성과평가 방법론들의 성과지표를 비교분석 하여 산업인력정보화 사업 성과분석에 필요한 지표들을 도출하였다. 개발된 성과 지표를 적용하여 Performance layer, Business layer, Process layer, Input layer에 따라 워크넷의 도입성과 및 업무 프로세스 개선 효과에 대해서 실증 분석을 실시하였다. 본 연구의 성과지표는 민간 기업의 성과지표와는 차별화된 공공정보화 사업성과 분석 지표로써, 다양한 공공정보화 사업의 성과분석에 적용 가능할 것으로 기대된다. 또한 향후 지속적인 산업인력정보화 사업 성과분석의 기반을 제공하고 효과적인 정책을 추진하는데 도움이 될 것으로 사료된다.

  • Successful industries that have maintained their competitiveness are characterized by well-established skills framework system. Skills framework establishes the agreed-upon, industry-identified knowledge, skills and abilities required to succeed in the workplace. Skills framework forms a solid foundation for the development of outcomes-based instruction and assessment, thus it benefits industry, students, educators and government. Each group has a major stake in the education of our students and in the efficient development of a productive workforce. Particularly in fast-changing fields like information security, relevant data that accurately reflect current and future knowledge and skills enable timely direction of resources, development and revision of industry-relevant curriculum, and efficient development of career information and job profiles. Skills framework occupies an indispensable position in any dialog concerning education or training in technical fields. In this study, we develop the skills framework for information security professionals.

Exploring the Validity of Convergence between Qualifications and the Support System for Lifelong Education for the Disabled (자격과 장애인평생교육 지원체제 간 융합 타당성 탐구)

  • The purpose of this study was to explore the prerequisites for securing the convergence validity of qualifications and the development of a lifelong education support system for the disabled. The research method consisted of the procedure of collecting and analyzing previous research literature and conducting expert meetings. The content of this study is based on the limitations and reflection of the current promotion of the qualification system for lifelong education professionals for the disabled, establishing the academic foundation and concept system for lifelong education for the disabled, designing a career development path for the professional competency of developing and operating the lifelong education curriculum for the disabled. Also, Restructuring of related institutions based on the curriculum for lifelong education for the disabled, and enhancement of qualification types for nurturing professionals for lifelong education for the disabled were suggested. As a result of the study, it was analyzed that the value and function of qualifications are very important in the comprehensive category of developing a lifelong education support system for persons with disabilities, and conclusively, the viewpoint of university foundation and the application model for nurturing professionals for lifelong education for persons with disabilities should be reviewed.

  • As the cyber threats become more sophisticated and intelligent, the cases of cyber-infringement accidents are rapidly increasing. As a result, awareness of the importance of cyber security professionals has led to many cyber security-related educational programs. These programs provided with education curriculum aimed because cyber security workforce and job-based cyber security education research are not properly done. In this study, we developed a new cyber security education curriculum that defines and reflects cyber security personnel and knowledge system. In this study is not composed solely of the education contents related to the defenses emphasized in the existing education curriculum, but developed education curriculum to train a professional and balanced cyber security manpower by adding education contents in the attack field.

"제2의 식목, 숲가꾸기사업"이 본격 추진된다

  • 새천년을 맞아 첫 번째로 실시하는 제55회 식목일을 계기로 정부는 IMF 경제위기에 따른 실업대책사업중 대표적인 성공한 사업으로 평가된 숲가꾸기공공근로사업을 실업자 구제를 위한 실업대책사업에서 장기 국가정책사업으로 전환하여 본격 추진한다고 밝혔다. 이는 녹화는 되었으나 그동안 예산부족과 인력부족으로 방치하였던 우리 숲을 경제적, 환경적으로 가치있는 자원으로 육성할 수 있도록 숲가꾸기사업을 $\ulcorner$제2의 식목, 숲가꾸기(育林)$\lrcorner$으로 추진하기 위한 것이다. 정부에서 밝힌 바에 따르면 숲가꾸기공공근로사업에 참여하는 근로자중 12천명을 숲가꾸기 전문기술자로 양성하여 전문직업인으로서 숲가꾸기에 참여할 수 있게 되며, 숲가꾸기전문기능인력이 크게 늘어나 녹화된 숲을 조기에 경제림으로 육성하고 선진임업국으로 도약하는 기반이 마련된다.

인쇄교육이 무너진다-교육기관 실태

  • 인쇄교육의 틀이 무너져 인쇄산업 기반이 붕괴될 조짐이다. 인쇄교육기관이 정보화시대의 요구에 따라 학과명이나 교육을 전자출판이나 멀티미디어 분야 등으로 선회함에 따라 종전의 인쇄과가 학과명이 불분명한 새로운 인쇄과로 포장되어 학생들의 혼란만 가중시키고 있다. 배우는 학생들도 인쇄분야보다는 타분야로 진출을 원하고 있어 인쇄업계 신규 인력양성이 전무하다고 해도 과언이 아니다. 이 같은 상황은 바로 업계 인력난으로 이어지고 있다. 이에 본지는 인쇄교육이 무너지고 있는 작금의 현실을 파악하고 문제는 무엇이며 대안은 없는지 알아본다.
