Human Security Dimension Israel-Hamas War and Security Policy Implications (인간안보 차원 이스라엘-하마스 전쟁과 안보정책적 함의)

  • The war that broke out on October 7, 2023 is prolonging and expanding into the Middle East. Although the damage from war is increasing, humanitarian aid to the Gaza Strip has been halted due to UNRWA's deviant actions. Powerful countries have suspended support, and the UN is appealing for support for the Gaza Strip. All damage is borne by civilians in the Gaza Strip, especially women, children, and the elderly. Israel has selected an evacuation zone and evacuation route in the Gaza Strip and established a humanitarian aid route in the border area. However, Hamas's resistance in underground tunnels, using civilian-dense areas and civilian facilities such as hospitals and schools as shields, further amplified civilian casualties. This Israel-Hamas war requires the international community to approach it from a human security perspective. We must strengthen the UN's functions and roles to ensure that humanitarian supplies reach the field and humanitarian intervention forces ensure human dignity and basic rights. We must restore the credibility of the UN's role through the Israel-Hamas war. In addition, Korea should urge the introduction of humanitarian aid and goods, and provide humanitarian goods such as daily necessities and medicine. We must also prepare for deployment as a member of the UN peacekeeping force in the future. These activities will help Korea develop into a model country that fulfills its role as a 'global pivotal nation' and will have a virtuous cycle of international support in the event of a future crisis on the Korean Peninsula.

Lew Seung Kug's Recognition on Relations between Juhng-yaug and History of Korean Thoughts (도원 류승국의 정역(正易)과 한국사상사의 상호 매개적 인식)

  • This thesis examined interpreting methodology of Do Won Lew Seung Kug(1923~2011) is based on the principle of Juhng-yaug. His lifelong academic aim was searching for the theory that enables global community to co-exist peacefully through humanitarianism that leads to reconciliation and mutual benefits. The research of the history of Korean thoughts provided him with the clue for his theory. According to Do Won, Korean thoughts pursue the Juhng-yaug's value of 'Yin and Yang accordance' rather than the I-Ching's value of 'suppress Yin and elevate Yang'. He furthermore asserts the concept of the middle (中), which harmonizes the two extremes by human beings as main agents, has been consistently observed from the action of divination during the ancient period through Juhng-yaug in the late 19th century. Do Won identifies 'human maturity that integrates the extremely conflicting insistences and values and seeks to be reconciled' as the basic character of Korean thoughts. He explains 'Hongikingan[弘益人間, becoming beneficial to the human world] is the idea that embraces the conflicting values symbolized by heaven and the earth. He also illuminates that Choe Chi Won(崔致遠)'s created Poongliu Do by integrating heterogeneity among Confucianism, Buddhim, and Daoism and it was attainable through the various works of mature human beings. Both Toe Gye' s philosophy of Ingeuk(人極, the Great Ultimate of Person) and the concept of Innaecheon(人乃天, Human Being right is Heaven) of Donghak are excellent examples of Humanitarianism that sublate two extremes. In Korea, the prototype of this thought has penetrated its entire history in the various circumstances of the period. The grand finale is Juhng-yaug of which the pursued values are 'Yin and Yang accordance' and mature humanitarianism revealed by the thoughts of the Person of the Central Ultimate (皇極人,至人) and Central Ultimate (皇極). Therefore, Humanitarianism in Korean thoughts clearly makes its appearance by the time of Juhng-yaug and it functions as a keyword to illuminate the entire history of Korean thoughts in reverse.

  • Modern and contemporary humanities and social sciences supported the freedom and abundance of people. Today, however, freedom and abundance do not support human dignity, and are not sustainable. Therefore, we must reflect again on the direction of today's life and civilization. As part of this project, this essay analyzes the modern and contemporary humanities and social sciences and examines the meaning of Korean traditional thoughts. The lines presented to us by Korean traditional thought can be summed up 'the Three Elements of the Universe(Heaven, Earth and Man)' and 'Perfect Harmony between the Soul and the Body' and 'true humanitarianism.' These lines can be a starting point to overcome the problems posed by the lines of freedom and abundance in two contexts : First, while the lines of freedom and abundance today were biased toward the elements of the Earth or the Body, the traditional Korean thoughts have been both elements of the Heaven and the Soul since the beginning, which can therefore serve as a true humanitarian. Second, the true humanitarian line is as much sustainable as it criticizes the uncontrolled freedom and abundance, and seeks the right moderation to become a man of dignity.

  • 세계 11위의 경제규모를 지니고 있는 한국도 난민문제에 대해 적극적인 관심을 가져야 한다. 난민문제는 가진 자의 시헤가 아니며 인권의 문제이기 때문이다. 6월 20일은 유엔이 정한 난민의 날이다. 난민 문제는 인권을 위한 인도주의적 방향으로 이루어져 한다.

A Study on Social Integration for Migrants: Focused on Australia (이민자들에 대한 사회통합사례: 호주를 중심으로)

  • This study analyzes the social integration policy of migrants in Australia and draws implications for Korea. To do this, we first analyzed the literature on the social integration of immigrants in Australia and the Ministry of Justice report. Based on this, I have found out the policy implications for the Korean government on the social integration policy of the Australian government. First, the Australian government's social integration program emphasizes participation in social integration programs for humanitarian migrants, who need more help than other migrants. In Korea, the humanitarian integration program for migrants is very poor. Therefore, it is necessary to raise interest in active social integration of migrants through interest and consideration of humanitarian migrants like the Australian government. Second, the Australian government's social integration policies and programs are mainly established by the Australian Immigration Border Protection Department and the Social Welfare Department, but the implementation of the program is mainly conducted by local governments and emphasizes their role. In our case, we should give more authority to the local government's social integration policy and make them operate various programs according to local characteristics.

  • 비무장지대에 매설되어 있는 100만여개의 지뢰와 북괴의 호전적인 태도를 감안한다면 전시에 전투력 발휘를 보장하기 위한 전력화 측면에서 그리고 인도주의적 측면에서 우리군도 정책적으로 추가적인 지뢰제거장비의 연구개발에 관심을 기울여야 하겠다. 지뢰제거장비는 1종류만 사용한다면 100% 지뢰제거에는 제한이 따르며 기계식, 전자기식, 폭파식, 비폭파식 장비를 종합적으로 운용하여 전시 기동부대에 기동성을 보장하고 또한 군사작전지역이 아닌 지역에서 지뢰로 인한 민간 사상자를 방지하고 통일에 대비할 수 있도록 지뢰탐지 및 제거장비개발 획득에 박차를 가해야 하겠다.
