세계 11위의 경제규모를 지니고 있는 한국도 난민문제에 대해 적극적인 관심을 가져야 한다. 난민문제는 가진 자의 시헤가 아니며 인권의 문제이기 때문이다. 6월 20일은 유엔이 정한 난민의 날이다. 난민 문제는 인권을 위한 인도주의적 방향으로 이루어져 한다.

This study speculated on a continuous issue of North Korean defectors and strategies to improve North Korean human rights. North Korean defectors have immigrated to South Korea continuously since the late 1990s. Their immigration was motivated by low financial status in the harsh marching period of North Korea until the mid-1990s. However, the defection motives changed like this: planned defection, family-based group defection and future-oriented defection. The North Korean defectors had had severe human rights abuses as illegal immigrants in the blind spots of human rights of China and the third nations until they were admitted to South Korea after defection. Although South Korea tried to help them consistently both in public and private ways, it was not satisfactory. Therefore, the government and private sectors should pay more consistent attention to the human rights issue. As the National Assembly passed the North Korean Human Rights Act on March 2016, the government should recognize the issue of North Korean defectors as that of universal value and a national issue, and cooperate each other nationally and internationally in diverse ways.

본 연구에서는 인권의 측면에서 AI 모델이 향상된 답변을 제시할 수 있는 방안을 모색하기 위해서 AI가 인권의 문제를 고민하는 전문가와 자신의 문제를 해결하고자 하는 사용자 사이에서 어느 정도로 도움을 줄 수 있는가를 정량적, 정성적으로 검증했다. 구체적으로는 국가인권위원회의 결정례와 상담사례를 분석한 후 이를 바탕으로 좀 더 나은 답변은 무엇인지에 대해 고찰하기 위해서 인권과 관련된 질의 응답 세트를 만든다. 질의 응답 세트는 인권 코퍼스를 학습한 모델과 그렇지 않은 모델의 생성 결과를 바탕으로 한다. 또한 생성된 질의 응답 세트를 바탕으로 설문을 실시하여 전문적인 내용을 담은 문장에 대한 선호도를 분석한다. 본 논문은 대화형 생성 모델이 인권과 관련된 주제에 대해서도 선호되는 답변을 제시할 수 있는가에 대한 하나의 대안이 될 수 있을 것이다.

With the advent of the information era, the need to protect private information has increased rapidly. Theoretical answers to this problem in jurisprudence has been pursued in various ways over the last two decades. The purpose of this study is to find the types of human rights to information and provide directions for future studies by analyzing existing research materials. About 200 materials, including theses and dissertations produced from 1988 to the present have been collected and analysed. Lessons and implications for this study for the systematization of information rights are presented. I hope this study will contribute to future studies about information rights in jurisprudence.

이 연구는 인천광역시 소재 사회복지시설에 근무하는 사회복지사 274명을 대상으로 2015년 5월 및 7월에 실시한 설문조사 결과 중 사회복지사들이 겪은 인권침해와 불이익 경험 여부 및 영향요인을 분석하였다. 이를 위하여 이 연구는 인권침해는 상사나 동료 및 클라이언트의 폭언, 폭력, 성희롱의 경험으로, 불이익은 임금과 수당, 복리후생, 기관운영에서의 차별로 구분하였다. 로지스틱 회귀분석 결과, 이 연구는 사회복지사가 여성일수록, 연령이 낮을수록, 기혼자일수록, 고용형태가 비정규직일수록, 근로시간은 길수록 인권침해와 불이익을 경험하게 되는 확률이 상대적으로 높으며, 대학원 이상의 학력 소지 사회복지사의 경우 불이익 경험 보다 인권침해 경험을 받을 가능성이 높은 것으로 확인하였다. 또한, 이 연구는 사회복지사들은 인권침해 경험에도 불구하고 직장 내에서 이를 문제로 제기한 경우는 10.3%에 불과한 것도 확인하였다. 전국 및 기초지자체 차원에서 사회복지사의 근로환경과 인권침해에 관한 조사연구가 있는 상황에서, 처음으로 광역지자체차원에서 이를 분석한 이 연구는 사회복지사의 인권침해와 불이익의 예방과 피해구제를 위한 적극적 조치가 필요하다는 의견도 제시하였다.

This paper examines effects of the Korean Student Human Rights Ordinance on student behavior. The ordinance was put into effect in some municipalities (Seoul, Kyongki, Kwanju, Jonbuk) from 2010. Since the ordinance prohibits corporal punishment and other authoritative treatments of students in school, the paper estimates effects of indulgent teaching on student behaviors. Our difference-in-differences estimates suggest that the ordinance has little effect on the students' propensity to behave, intimacy with classmates and teachers and overall satisfaction with school life. In contrast, the ordinance increases the likelihood of students, especially low-performing and mid-performing students suffering from problem behaviors of other students. This implies that some (probably low-performing and mid-performing) students tend to commit more problem behaviors after the ordinance has taken effect.

인권에 기반을 둔 사회복지 실천은 사회복지사의 존재 이유라고 해도 과언이 아닐 것이다. 사회복지사는 사회적 약자의 인권을 옹호하고, 사회의 문제를 해결하며, 사회정의를 실현하는 전문가이기에 인권과는 불가분의 관계에 있다. 최근 한국 사회에서 인권에 대해 많은 논의가 이루어지고 있다. 특히 고령화 사회 속에서 2008년 9월 치매와의 전쟁을 선포한 이후치매관리종합대책을 수립하여 정부가 주도적으로 추진해 오고 있는 시점에서 인권 관점에 근거한 치매노인 돌봄을 이해하기 위해, 인권 관점이 치매노인 돌봄을 위한 사회복지 실천 현장에 주는 장점과 과정은 무엇인지 검토해 볼 필요가 있다. 이에 본 연구에서는 노인의 보호와 치매의 정의, 원인과 치매노인 돌봄을 위한 기술과 장점을 살펴보고, 인권 관점에 근거한 치매노인 돌봄을 위한 방안을 제언하고자 한다.
