A Study on the Subjectivity Recognition of Superior Hotel Employees for Menu Promotion (메뉴프로모션에 대한 특급호텔 종사원의 주관적 인식에 관한 연구)

  • This study aimed to analyze the influence relations by applying Q methodology to five-star hotel restaurants' culinary staffs through the research on the subjectivity of five-star hotels' restaurant menu promotion on culinary staffs' job satisfaction and work devotion. This paper largely suggested two research questions like following. Research Question 1: How is the acceptance type of culinary staffs' job satisfaction and work devotion regarding five-star hotels' restaurant promotion? Research Question2: What are the homogeneous characteristics and the implications shown in the acceptance type of culinary staffs' job satisfaction and work devotion regarding five-star hotels' restaurant promotion? In the results of typological analysis based on such research questions, total three types were drawn. In detail, the type1(N=13)(Active personal development type), the type2(N=10)(Normal menu pursuit type), and type3(N=2(Enterprise development pursuit type) showed distinctive characteristics to each other. Researching five-star hotels' culinary staffs' subjective cases, this study could not comparatively analyze diverse cases. Also, in the future, the follow-up research aims to gradually conduct more diversified and objective analysis by developing more detailed questions and analysis method of Q methodology.

Empirical study of the scale economies of office buildings in Seoul (서울시 오피스빌딩 규모의 경제에 관한 실증분석)

  • The concerns for higher returns among investors in Korea are increasing as local interest rates lag behind the global market. The aim of this study was to provide a basis for estimating the precise return on investment to private investors and stakeholders of office buildings by identifying the optimal scale estimation of office building space, derived from managerial expenses. The literature on the economies theories of scales were reviewed, and the average administrative costs on an appropriate scale were assessed by cross-analysis and regression analysis using the U-shaped quadratic and cubic function. The findings suggest that the average office building managerial costs are approximately 6-11% according to the region, 10-13% according to the grade, and 8-9% according to size. Corporate-owned buildings represent the highest in terms of the average managerial costs, and there is an approximately 11.5% difference when it comes to outsourcing. In addition, the elapsed year showed that approximately 5.3 years to meet the lowest U-shaped curve of the average managerial cost. The 'Total floor area' variable shows a ${\bigcap}$-shape as it continue to increase to 72,000-Pyung then decrease gradually. This study presents the fundamental proposition of efficient and practical management of cost, lease and operation for real estate management firms by utilizing LCC.

Calculating and Improving Operational Decision-Making Indices for Public Railways by Inclusion of Non-economic Factors (비경제성 요소를 포함한 철도운행 의사결정을 위한 지표 산정 및 개선에 관한 연구)

  • In many cases, operation of regional trunk lines is not profitable to railway operators. Nevertheless, railway operators are under pressure to manage regional trunk lines running under deficits, to better serve public interests. Given this situation, railway operators need to optimize assets by adjusting train schedules or changing the number of trains running. When railway operators judge the operation of a regional trunk line, the B/C ratio is generally used as a management index. This ratio is not considered part of strategic operational policy over the long term, and excessively influenced by the aspects of supply and demand over the short term. Accordingly, this study focused on indices that might be used to prevent worsening deficits and provide long term strategic operation policies, main indices to better measure economic situations, and auxiliary indices to supplement the main index. The main indices were measured in conventional ways to target experts and employees. This study presents quantitative standards, which are intended to be used to create itemized criteria through an Analytic Hierarchy Process, for better decision-making.

Implication Measures between Strategic Environmental Impact Assessment and Sustainable Development Indicators (전략환경영향평가와 지속가능한 발전 지표의 연계방안)

  • In 2015, Summits of State and Government at United Nations General Assembly agreed to set the world on a path towards Sustainable Development(SD) through the adoption of the 2030 Agenda. 2030 Agenda adopts 17 Sustainable Development Gooals(SDG) to achieve 3 pillars of social security, economic efficiency and environmental integrity. Sustainable Development Indicators(SDI) which are suggested by UN SDSN(United Nations Sustainable Development Solutions Network), have been developed for measuring SDG implementation, by which Sustainability Assessment(SA) can be accomplished to check through more holistic approaches to poverty alleviation, social inclusion and environmental management. In Korea, Strategic Environmental Impact Assessment(SEIA) has been applied to PPP(policy, plan, program) by 'Ministry of Environment', whereas 'National Land Planning Assessment(NLPA) which is one sort of SEA has been implemented to evaluate PPP of Ministry of Land, Infrastructure and Transport'. Although SEIA and NLPA have been utilized as decision-making support tools for stakeholders including high authorities, the reference criteria of these institutions are not considered as convincible and communicable. Evaluation criteria of alternatives which are core principles for SEIA and NLPA seem so ambiguous and unscientific. Through incorporation of SDI into SEIA, a convenient, quick and credible diagnosis of the key dimensions of SD comprising social equity, economic development and environmental management, can help develop a shared understanding of priorities of implementation of SDG.

The Conflict over the Separation of Prescribing and Dispensing Practice (SPDP) in Korea: A Bargaining Perspective (의약분업을 둘러싼 갈등 : 협상론의 관점에서)

  • We report and analyze the Korean physicians' recent general strike over the implementation of the Separation of Prescribing and Dispensing Practice (SPDP) in which more than 18,000 private clinics and 280 hospitals participated. Utilizing game-theoretic models of bargaining we explain why the Korean physicians were so successful in organizing intense collective action against the government and securing very favorable policy outcomes. In particular, we highlight the role of distributional conflict among social actors in shaping the details of institutional reform. The introduction of the SPDP was a necessary first step in the overall reform of health care system in Korea. However, the SPDP was perceived to be a serious threat to the economic viability of their profession by the vast majority of Korean physicians who had long been relied on the profits from selling medicines to compensate for the loss of income due to the low service fee under the previous health care system. The strong political coalition among heterogeneous physicians enabled them to organize an intense form of collective action, the general strike. Thus, physicians were successful not only in dragging the government to a bargaining table, but also winning in the bargaining and securing an outcome vastly favorable to them. On the other hand, the lack of an overall reform plan in the health care policy area, especially the finance of the National Health Insurance and the need for maintaining an image as a successful reform initiator, motivated the government to reach a quick resolution with the striking physicians.

On the Requirements and Risk Management using QFD Methods for ACTD Programs (신개념기술시범(ACTD) 사업에서 QFD 기법을 이용한 요구사항 및 위험관리 방안에 관한 연구)

  • The concept of the advanced concept technology demonstration (ACTD) has previously been introduced in USA in order to make it possible to rapidly transfer advanced technologies developed in commercial sectors to develop weapon systems in the defense area. Since then in Korea several ACTD programs have been developed and being carried out However, there are few program management methods suitable for the characteristics of the ACTD programs, which requires stringent management of the program requirements and risks due to the radically shortened development time. In this paper such a problem has been addressed and as a solution approach the quality function deployment (QFD) method has been adopted, which is being served as a successful model in various areas such as manufacturing. The QFD method is used in our study to improve communication between various stakeholders involved in the ACTD programs and also to reduce risks related to requirements. Specifically we have developed the ACTD standard templates based on the QFD method and discussed how to use the developed templates. Finally, the application of the study result is demonstrated through the ACTD program of flight information demonstration system and also specific ways are suggested to use the standard templates, to manage requirements, and to reduce risks.

Daegu metropolitan government's plan of relocation of water intake plant and collaborative governance between regions (대구시 취수원 이전계획과 지역 간 협력적 거버넌스)

  • This paper is to consider the development process of conflict between Daegu and Gumi which has been arisen from Daegu city's plan of relocation of water intake plant. It first argues that water is a major common and public resource which is circulated through the social process as well as the natural one, and hence that conflicts within or between regions due to its allocation should be resolved or managed by construction of collaborative governance in which all stake-holders participate. In particular, it is pointed out that collaborative governance would be not only oriented to a normative goal, but also be mobilized as a strategic means. On the basis of this conceptual consideration, this paper explores the development process of conflict caused by Daegu city's plan of relocation of water intake plant, and analyze the starting conditions and deliberation process of the public-private committee which has been constituted through a consensus between Daegu and Gumi city government. It concludes that the current interruption of the committee has happened, because it has been mobilized politically as a strategic means for regional hegemony, not as a normative one to resolve the conflict.

  • 일본의 Soyo town에서 진행된 건강도시사업은 건강증진 프로그램 모형을 통하여 건강한 도시를 건설하겠다는 슬로건을 가지고 주민들이 참여하여 자신의 건강관리능력을 함양하고 서로의 장점을 공유하는 것을 사명으로 하고 있다. 또한 삶의 질 향상, 주관적 건강상태 향상, 삶의 만족도 향상, 정서적 유대감 향상, 수입증가 그리고 조기사망의 감소를 구체적 목적으로 설정하고 있다. 이러한 목적을 달성하게 위한 매우 실제적이며 수량화된 목표들이 설정되어 있다. 1992년에 사전조사를 실시하고 1996년과 2002년에 사후 조사를 실시하였다. 프로그램 내용과 과정에는 보건의료전문가와 시설에 대한 정비, 평가에 대한 계획, 학교를 포함한 포괄적인 보건의료시스템이 포함된다. 모든 부문은 자신들이 설정한 보건정책 결과에 대하여 모니터링을 진행하며 적절한 정책을 다시 설정하고 수량화된 목표를 설정하며 프로그램을 수행한다. 프로그램 수행의 가장 중요한 원칙은 사업의 기획, 수행, 평가 과정에 주민이 최우선적으로 참여한다는 점이다. Soyo town은 사업을 위하여 학교 및 지역 내 사조직과 협력하고 모든 사업의 기획과정에 다양한 구성원들을 참여시켰는데 이는 건강자원 개발에 있어 매우 중요하게 실천되어야 하는 문제이다. 특히 모든 Soyo town의 주민들이 참여하는 것을 원칙으로 하였다. 주민들은 건강관련 자원의 배치상태와 과학적 근거를 고려하여 효과적인 사업을 선정하는 것을 포함한 모든 사업의 과정에 참여하였다. 바람직한 생활양식을 향상시키기 위하여 식품회사, 자원단체 그리고 사회적 관계망 그리고 지역의 단체급식시설, 식당 등이 파악되었으며, 요양원, 가사도우미, 공중보건간호사, 방문간호사, 사회사업가로 구성된 보건의료 시설과 인력들이 협력하였다. 사업이 주민의 건강을 향상시켰는가와 건강향상에 사업이 효과적이었는지를 판단하기 위해서 평가가 진행되었는데, 서비스 제공자 뿐 아니라 소비자와 주민들도 평가를 수행하였다. Soyo town의 건강도시사업의 평가 결과, 조기사망률이 1988년 22.1%이 1992년 18.2%로, 1998년 15.6%로 감소하였다. 또한 주관적인 건강상태는 1988년 48%에서 1992년 67.1%로, 1998년 71.5%로 증가하였다. 전반적으로 주관적 건강상태, 사회적 관계망, 보건의료서비스에 대한 접근성은 증가하였으며, 조기사망, 의료비용은 감소하였다. 한편 보건의료부문의 질적인 향상을 가져왔으며, Soyo town은 건강한 도시의 명성을 얻게 되었다. 사업의 효과성을 향상시킨 요인은 주민 개개인들에게 사업의 기획과정에 처음부터 참여할 기회가 주어졌다는 점과 자원개발에 있어 기존자원의 재개발에 우선순위를 두었다는 점이었다. 효과적인 사업의 수행을 위하여 행정부, 주민, 건강관련 단체들은 수단과 방법에 관한 정보를 교환하는 것이 중요하다. 사업의 기획단계에 모든 이해당사자들이 참여하여 각자의 역할분담을 명확히 하는 것이 필요하며, 건강증진은 개인의 노력 뿐 아니라 사회적 환경의 개선과 자원의 개발을 통해서 달성되는 것이므로 주민들은 건강증진을 위한 환경개선을 위해 노력도 병행되어야 한다.

A Study on the Improvement of Efficient Execution System for Cadastral Resurvey Project (지적재조사사업의 효율적인 추진체계 개선에 관한 연구)

  • Recently there are growing arguments about the needs to improve Cadastral Resurvey Projects more efficiently and rationally since the projects have realistically started. This study aims to analysis some problems of the projects and finds out the solutions. With this purpose, we have surveyed some literatures related to the demonstration projects, and then have examined some similar domestic urban development projects and international Cadastral Resurvey Projects in order to apply their appropriate tools to the present or future projects. Generally the execution process of Cadastral Resurvey Projects has four steps and this study arranges the main problems in each steps. In the result it suggests that some improvements should change as the followings. (1) It is more effective to take planning-based approach than project-based one. (2) The project boundary needs to be decided with the rectangular patterns not the irregular ones for the efficient project. (3) The adjusting the current baseline of agreement should be reconsidered because too high baseline may make the project difficult to progress. (4) Not only systematical public relations to promote the projects but also a variety of incentives to induce the public participations is very important to solve the problems of involvement. (5) Institutional tools for collaborate planning is also desirable to solve the conflicts among stakeholders rationally and effectively.

Analysis of Differentiation of Policy Strategies for Digital Taxation (디지털 과세(Digital Taxation)에 대한 정책전략의 차별성 분석)

  • The digital economy has created a new platform-based business model and raised the issue of the international taxation system in line with rapid economic development. Voices of fair taxation have also grown due to tax breaks to countries with low tax rates, problems caused by the gap between traditional and digital companies, and problems of business-oriented taxation systems. As a result, the international movement to lay the foundation for the international taxation system based on the business model suitable for the digital economy has become active. The stances of foreign organizations and countries are different, and the necessity of domestic policy introduction is increasing when cooperation at the international level is needed. This study was conducted to analyze the policy network and to help decision making. The results of the study showed that there were differences among domestic stakeholders depending on the actors. The EU suggested SDP in the long term, Digital Service Tax in the short term, and OECD suggested SEP in the long term. It was found that a careful approach to decision making and an in-depth study of the policy process are necessary.
