This short paper considers the situation where an environmental policy could play a source of an exogenous background risk at an individual's wealth and analyzes the effect of such a background risk on the individual's decision making in a simple chance-improving model. Our analysis shows that risks at initial wealth generated by an environmental policy could be regarded as an exogenous background risk in many cases and that such a risk makes a risk averse person behave more risk aversely in some restricted decision making situations. A policy maker considering an environmental policy which would affect individuals' initial wealth should take into account that the environmental policy could affect an individual's seemingly irrelevant economics decisions via his or her wealth.

Most of image binarization algorithms analyzes the intensity distribution using the histogram for the determination of threshold value. When the intensity difference between the foreground object and the background is great, the histogram shows the tendency to be bimodal and the selection of the histogram valley as the threshold value shows the good result. On the other side. when the intensity difference is not great and the histogram doesn't show the bimodal property, the histogram analysis doesn't support the selection of the proper threshold value. This Paper Proposed the novel binarization method that applies the fuzzy membership function to each color value on the RGB color model and, by using the operation results, separates the features having the great readability from the background. The proposed method prevents the loss of information incurred by the gray scale conversion by using the RGB color model and extracts effectively the readable features by using the fuzzy inference Compared with the traditional binarization methods, the proposed method is able to remove the majority of noise areas and show the improved results on the image of transport containers , etc.

This paper proposes entropy coding method of HEVC CABAC Encoder for efficient hardware architecture. The Binary Arithmetic Encoder requires data dependency at each step, which is difficult to be operated in a fast. Proposed Binary Arithmetic Encoder is designed 4 stage pipeline to quickly process the input value bin. According to bin approach, either MPS or LPS is selected and the binary arithmetic encoding is performed. Critical path caused by repeated operation is reduced by using the LUT and designed as a shift operation which decreases hardware size and not using memory. The proposed Binary Arithmetic Encoder of CABAC is designed using Verilog-HDL and it was implemented in 65nm technology. Its gate count is 3.17k and operating speed is 1.53GHz.

전자정부를 중심으로 해외 공공서비스 시장의 지속적 확대에 따라, 국내 공공서비스 제공 기업들의 해외 시장 진출이 증가하고 있다. 이에 본 연구는 국내 공공서비스 보유 기업의 해외 진출을 지원하기 위한 의사결정지원도구를 개발하고자 하며, 크게 기업역량측면과 국가환경측면 두 가지로 구분하였다. 개발을 위해 전문가 대상의 중요도 평가를 통한 공공서비스 수출의 핵심요인을 도출하였다. 기업역량평가를 위한 요인은 수출관련 인적자원, 수출관련 조직자원, 수출관련 조직기능, 수출 마케팅 전략, 수출경쟁우위 등 5개 요인이 도출되었으며, 국가환경평가를 위한 요인은 제도적 요인, 인프라, 거시경제여건, 시장 운영 효율성, 기술혁신 및 성숙도, 상품시장 효율성 등 6개 요인이 도출되었다. 수출의사결정 지원에 대한 탐색적 연구로 공공서비스 수출 활성화의 토대를 마련하고자 한다.

이동물체의 인식기능은 인간을 대신하여 수행하기위한 컴퓨터비젼 시스템이다. 공간적 의사결정지원시스템(SDSS: Spatial Decision Support Systems)을 이용한 이동물체의 위치를 인식하는 시스템은 실세계의 복잡하고 다양한 조건들을 만족시키는 대안들을 도출시키고 보다 객관적이고 과학적으로 평가받는 연구가 될것이다.본 연구에서는 거리 추정 데이터를 수집하여 공간적 의사결정을 이용하여 이동 물체의 위치를 인식하는 방법을 제안한다.

It is suggested that the Scientific & Technical Library carry out their missions on information networks with outside organizations using database systems.

In this paper a new determination scheme of linear decision function is proposed. In this scheme, the weights in linear decision function is obtained by genetic algorithm. The result considering balance between clusters as well as classification error can be obtained by properly selecting the fitness function of genetic algorithm in determination of linear decision function and this has the merit in applying this scheme to the construction of binary decision tree. The proposed scheme is applied to the artificial two dimensional data and real multi dimensional data. Experimental results show the usefulness of the proposed scheme.

The title compound consisting of a calix[4]arene molecule with four phenyl rings arranged alter-nately in anti-orientation fashion, two propyloxy groups, and four para-tert-butyl group, attached on the upper rim of calix[4]arene, and polyether chain with two phenyl rings attached on the lower rim of calix[4]arene offers a big cavity inside the molecule that might possess a potential for form-ing host-guest complexes.

The molecular packing is accomplished by van der Waals forces.

기존의 연구와 같이 정확한 피부색 영역을 추출하기 위해 색상공간을 조절하는 방식은 조명이나 주변환경의 영향에 따라 잘못된 결과를 낼 수 있다. Camshift 알고리즘을 이용한 추적을 할 때에도 대상에게 맞춰진 피부색 히스토그램을 이용해서 추적하지 않으므로 범용성이 떨어진다. 이러한 문제점을 해결하기 위해 Camshift 알고리즘의 최초추적 윈도우를 결정하고 히스토그램을 결정하여손 피부색 추적성능을 향상시켰다. 보편적인 피부색 필터를 이용하여 인체 전경을 추출하고, haar like feature detection (특징검출)을 이용하여 손 영역을 검색한다. 이후 피부색 필터를 통해 이진화 된 이미지를 이용해 원 영상을 마스킹 한 후 사용자 고유의 피부색의 히스토그램을 결정한다. 이 방법으로 얻은 히스토그램을 Camshift알고리즘에 적용하면 기존방식 으로 생성한 히스토그램을 사용할 때보다 좋은 추적 성능을 보인다.
