본 연구는 국가기술혁신시스템의 틀 안에서 기술이전$\cdot$확산의 필요성과 역할을 규명하고, 이를 토대로 21세기 국내 전력산업이 경쟁력을 갖춘 산업으로 발돋움하기 위한 기술이전$\cdot$확산시스템 구축방안을 제시하고 있다. 나아가 전력기술 확산체제 구축이 국가기술혁신시스템과 독립적으로 인식되는 것을 제고하고, 연구 과정 중에 전력기술 확산체제가 국가기술혁신시스템 내에서 자연스럽게 이해될 수 있도록 이론적 틀을 검토하였다. 이를 위하여 기술이전$\cdot$확산 체제의 개념과 정책과의 관계를 규명하고, 전력기술이전$\cdot$확산체제 구축의 필요성과 추진방안을 모색하고자 하였다. 이후 전력기술이전$\cdot$확산 시스템의 구축에 있어 예상되는 설계사항을 분석하고, 이에 부합하는 전력기술이전$\cdot$확산시스템의 구축 방안을 제시하고자 하였다. 마지막으로 전력부문의 정책 및 전략의 추진체계 수립을 통하여, 국가기술혁신시스템 내에서 전력기술이 확산되도록 하기 위한 활성화 방안을 제시하였다.

This paper proposes a new handover scheme to minimize handover delay and signaling costs, using the fact that a new packet forwarding path could be same or similar to the old one in Mobile IPv4. In the proposed scheme a foreign agent estimates the correlation between the new and old routing paths by using routing costs after receiving a registration request message from a mobile node. If the new packet forwarding path could be same or similar to the old one, the mobile node can receive packets from its old foreign agent without registering its new location with its home agent or correspondent node. The performance analysis shows that the proposed scheme can efficiently reduce handover delay and signaling costs.

This paper suggests that the introduction of Seoul-Pusan High Speed rail system makes related railway industry to be developed through transfer of high technology and other related industries to be jointly grown by technology' ripple effects. Technology transfer and localization implementation process in the period of technology introduction was reviewed synthetically and problems at that period was also analyzed. And technology development countermeasures of railway industry was discussed in order to maintain and expand railway system technology in the future.

본 연구의 목적은 정부출연연구소에서 연구개발된 기술이 민간부문에서 충분히 활용되지 못하고 있다는 문제의식으로부터 출발하여, 원천, 핵심기술의 확보가 국가경쟁력을 좌우하는 첨단기술경제시대에 막대한 국가자금으로 연구개발된 우수한 기술의 사장을 방지하고 궁극적으로 국가경제발전을 위한 전략적 기술이전 촉진 방안을 모색하는 것이다. 현재 국무총리산하 기초, 산업, 공공기술 연구회로 분류 조직되어 있는 3개 연구회 총 1개 정부출연연구소의 지난 10년간(1992-2001)의 연구예산규모, 보유특허수, 기술이전건수, 기술징수액, 기술실시계약서를 방문 조사하고 각 연구소의 기술이전전담조직의 실무자를 대상으로 설문 조사하여 설문 및 통계분석 결과를 토대로 기술이전관련 문제점 파악 및 기술이전 촉진을 위한 전략적 개선방안을 모색해 보았다. 먼저 기술이전 현황을 살펴보면 기술이전건수는 보유특허수의 3%미만, 기술료 징수액은 연구예산규모의 2%미만으로 기술이전 및 기술상업화율이 상당히 저조하다. 설문 및 통계분석 결과로부터 TLO 조직의 비효율적인 운영, 비전문성, 열악한 운영인력, 적극적인 기술이전을 위한 동기부족, 정부의 제도적인 지원부족, 기술실시계약서 조항들의 경직성 등을 기술이전 관련 문제점으로 도출해 낼 수 있었다. 이러한 문제점을 극복하고 기술이전 촉진을 위한 개선방안으로는 첫째, TLO 조직을 전략으로 개편해야 한다. 즉 기술이전 전담인력을 변리사, 전문 협상가, 연구원 둥 전문가들로 구성하여 지적재산권 관리, 기술평가, 시장조사, 기술마케팅, 사후관리 등을 효율적으로 수행해야 한다. 둘째, 정부의 정책적인 지원이 필요하다. 기술이전 전담조직에 대한 인센티브 시스템 기술이전을 위한 특별예산 편성 등을 정책적, 제도적으로 도입하는 등의 적극적인 지원이 요구된다. 셋째, 기술실시계약서 조항들을 기술실시자의 실질적인 기술 상업화에 도움이 되고 기술 유출 및 기술사장화를 방지하는 방향으로 개선하여야 한다. 특히, 전용실시권과 실시대가, 기술실시 및 지적재산권 관리와 관련된 제반 비용의 부담비율 등을 보다 유연하게 개선하여야 한다. 본 연구는 정부출연연구소에서 민간부문으로의 기술이전만을 고려하여 기술이전의 중요한 요소인 민간부문에 대한 고려가 전혀 없다. 따라서 보다 실질적이고 체계적인 결과를 도출하기 위해 민간부문을 고려한 연구가 진행되어야 한다고 생각한다.

본 연구는 공항의 수입구조중 비항공수입(Non-aeronautical revenues) 증대를 위한 방안으로써 BAA(British Airports Authority plc.)의 민영화 이전과 이후의 수입구조변화에 대한 분석을 통하여 향후 우리나라 공항의 비항공수입을 증대시키기위한 방안을 제안하는데 그 목적이 있다. 물론 국내여건 즉, 사회적·문화적 측면들을 고려하여 적용해야 할 것이며 특히 공항의 수입증대를위하여 신규 상업활동 창출에 노력해야 할 것이다.

This study aims at establishing a knowledge transfer system between academics and industries in the Chungnam Region. We analyze the difficulties encountered by the technology licensing offices of universities in the Chungnam Region through a practical analysis of the current situation regarding the transfer of the knowledge developed in the universities. The problems found included the poor circumstances of the TLO of the universities, very limited number of requests for knowledge transfer by the companies, distrust of university technologies and the absence of related networks and platforms. Especially, there is insufficient concern and recognition of the regional actors in the knowledge transfer system. Therefore, in order to improve the regional competitiveness, these problems should be fixed by enacting suitable government policies.

세입자 주거이전 보상을 강화한 '공익사업을 위한 토지 등의 취득 및 보상에 관한 법률' 시행규칙 개정이 시행되면서 재개발사업은 사실상 불가능해졌다는 지적이 나오고 있다. 재개발 구역마다 평균 24억 원씩 이전비 부담 증가로 앞으로 전개 될 뉴타운사업은 어느 정도 타격을 입을 듯. 이에 따른 문제점과 개선방안을 알아본다.

통합 ECU를 구현할 시, 구현단계 이전에 어떤 코어를 적용 시킬지를 판단하여 추후 발생할 수 있는 비용, 성능, 소요 시간 등의 문제점을 미리 대비할 수 있는 방안이 필요하다. 따라서 본 논문에서는 차량 통합ECU에서 싱글코어와 멀티코어 프로세서 중 어떤 프로세서를 적용하는 것이 효율적인 것인지 판단하는 연구를 진행했다. 통합 ECU의 기능이 결정된 경우, 구현이전의 설계 단계에서 기능적 요구 사항들을 고려하여 SW Task를 HW 모델에 적용했을 때의 효과를 분석했다. 분석 된 결과를 토대로 통합 ECU 모델의 싱글 및 멀티 코어 방식에 따른 성능을 비교했다. 본 논문에서 제안한 분석 방안을 적용하면 구현 단계 이전에 통합 ECU에 필요한 프로세서의 성능을 파악할 수 있다. 또한, 통합 ECU 구현 비용 및 개발 소요 시간을 줄일 수 있는 효과를 불러올 수 있을 것으로 예상한다.

The importance of technology transfer in SMEs has become more important as a way of securing technological competitiveness in the global market. However, it is difficult for SMEs to develop their own technology and not to be ready for acceptance of technology transfer as well. In addition, SMEs have difficulties securing technological competitiveness due to the low frequency of successful commercialization from transferred technology. Thus, this study aims to provide a successful technology transfer plan with understanding the current situation in the Technology Transfer Support Project for small and medium-sized enterprises in Korea. To this end, the survey and interviews on SMEs that participated in the "Technology Transfer Support Project" by TIPA (Korea Technology and Information Promotion Agency for SMEs) in 2006 were conducted. The results indicate that (1) it is important to develop technology that was considered needs and sales for end-users, (2) completed technology should be transferred, (3) continuous research on market trends is essential during the technology development, and (4) continuous marketing activities are critical for a successful technology transfer. For policy makers, we suggest a implementation of "a consulting system" to provide a comprehensive consulting on technology transfer to SMEs.

As a government building transferred to the outskirts of a city, it's easy to foresee a doughnut effect from advancement process of the city. In the case of Busan city comparing different cities a doughnut effect is being advanced seriously. To the access method for a city center activation the possibility which there will be a various branch, but in this research we analyzed factors of the stagnation in the public Government building neighboring area. And then made a proposal for the city activation plan by transferring the public Government building, analyze influence to surrounding areas using factor analysis. Hence, the object of this paper is to propose a plan for the activation of existig city and evaluates it which is presented consequently. In the case of Dongrae government office, a problem of the neighboring area and condition of present were surveyed and causes of the stagnation in existing city analyzed. Consequently the important five factors were extracted as follows; 1) historical and the cultural factor, 2) factor of creating the special street, 3) urban planning factor, 4) factor of transferring government office.
