This article aims at the legislation of User-Protection Act in area of ICT. In these days telecommunication and broadcasting are getting more and more convergent. The paradigm of ICT is turning over from the service provider to the end-user. User protection has been in each erea of ICT (C-P-N-D) individually regulated. In the area of telecommunication it is important to protect the interest of user, who stands in contract with the service provider. And in area of broadcasting it is important to protect the interest of viewers, who stands "gratis" with the broadcasters without any contracts. For the more efficient user-protection it is also necessary to make a dedicated organization under KCC(Korean Communications Committee). In this early year the government organization was divided into MSIP(Ministry of Science, ICT and future planing) and KCC. The user-protection act will be very important instrument of ICT regulation in the era of creative economy. It is necessary to establish a new frame act of user protection. It is also necessary to make start to establish a new system of user education in erea of ICT. It is strongly expected the new act will be a turning point of ICT development in Korea.

The purpose of this study is to compare care unit cost among large institutions, small group homes and independent living homes for disabled people. For this purpose, our study adopted cost-analysis method widely being used in the field of accounting. By the analysis on per-person and per-year unit care cost comparison, care cost of large institutions is estimated 15,000 - 20,000 thousands won, small group homes 10,000 - 11,000 thousands won and independent living homes 4,025 thousands won. By this study, discourse of 'larger size means economic efficiency' which is widely supported by politicians and bureaucrats has no grounds in the practice of Korean residential care services. This study is suggesting two folds. Firstly, small and community based homes should be preferred in the future provision policy of residential care homes for disabled people. Secondly, government grants for small community based homes should be increased to the level of amount provided on large institutions.

향후 도래할 유비쿼터스 환경에서 USN(Ubiquitous Sensor Network)은 홈네트워크, 텔레매틱스, RFID 서비스 등의 기본 인프라를 형성할 것이다. 무선망 기반의 USN은 다양한 정보보호 취약성을 내재하고 있어, USN 기반으로 제공되는 지능화 서비스에서 이용자들이 경험하는 위협은 현재의 정보화 역기능보다 훨씬 심각하게 대두될 것으로 우려된다. 미래에는 실생활에 관련된 위협이 증가하면서 이용자들이 보안 및 프라이버시이슈에 대해 더욱 민감해 질 것이다. 그러므로 이러한 이용자들에 보안 및 프라이버시에 대한 만족할 만한 수준의 제도적, 기술적 대안을 제시하지 못하면 USN의 활용화가 지연되고 관련 서비스의 확산 자체가 무산될 가능성도 배제할 수 없다. 따라서 USN이 사회기반 인프라로 뿌리내리기 위해서는 이용자 보호를 위한 적절한 정보보호 대응마련이 필수적인 요건이라 할 수 있다. 이에 본 연구에서는 USN의 적용확산으로 발생할 수 있는 정보보호 위협요소를 분석해보고, 이에 대한 핵심적인 정보보호 요구사항을 도출하고자 한다.

요양보호사는 치매와 같은 질병을 가진 이용자를 돌보는 과정에서 폭력, 폭언 등에 무방비로 노출되어 있으며, 실제로 장기요양기관의 요양보호사가 언어폭력이나 신체적 폭력을 경험한 것으로 나타났다(머니투데이, 2012. 07. 01, 보건복지자원연구원, 2012). 이에 본 연구는 장기요양서비스의 이용자에 의한 폭력경험이 요양보호사의 이직의도에 미치는 영향을 분석하고자 한다. 본 연구는 290명의 요양보호사를 무작위 추출하여 최종 191부를 분석에 활용하였다. 위계적 회귀분석 실시 결과 이용자로 부터의 폭력경험이 이직의도에 영향을 미치는 것으로 나타났다. 이러한 결과를 통해 요양보호사의 이직의도를 예방하는 함의를 제공하고자 한다.

As a computer technology is combined with communication technology, information and communication technology developed rapidly. As a result, The number of internet users increased quickly. Ability of human in using information was epoch-making, and it was increased through the Internet on behalf of an information-oriented society. As an Internet user hereby spreads explosively, legislations were established and revised to protect Internet users and consumers however, it is certain that the damages of Internet users are still increasing day by day. The purpose of this paper is to protect internet users and to reform the system. Also each portal site should provide fair information, and be responsible for conclusion of a contract. After they subdivide into personal service style, and analyze every situation and problems, they should improve problems.

지난 2008년 12월 1일부터 약 한 달간 일반 인터넷 이용자와 민간 기업을 대상으로 실시한 2008년 정보보호 실태조사 결과가 발표됐다. 이번 실태조사는 2008년 대형 개인정보 유출 사건사고로 정보보호에 대한 사회적 관심이 높아진 상황에서 실시됐다는 점에서 그 결과에 대해 정보보호 관계자들의 이목이 집중되기도 했다. 과연 2007년 국내 정보보호와 2008년 국내 정보보호 수준에는 어떤 변화가 발생했을까, 매년 인터넷 이용자들의 정보보호 수준을 가늠해 볼 수 있는 정보보호 실태조사의 주요 내용을 소개해 본다.

중고 거래 플랫폼 사용이 증가함에 따라 각 중고 거래 플랫폼에 많은 사진과 글이 업로드되고 있다. 플랫폼에 올린 사진과 글을 통해 일차적으로 해당 이용자의 나이대, 사는 동네, 가족 관계, 신체 사이즈, 특정 제품 취향을 알 수 있다. 중고 거래 플랫폼에서 전화번호를 얻게 될 경우, 이차적으로 카카오톡을 통해 이용자의 얼굴 사진, 연동된 계정을 알 수 있다. 이때 얻은 얼굴 정보와 이름, 계정을 통해 인스타그램, 카카오스토리, 페이스북 등 SNS 를 통한 해당 이용자의 추가적인 개인정보들을 얻을 수 있다. 이처럼 이용자가 작성한 글을 통해 사적인 정보가 드러남으로써 심각한 개인정보 유출로 이어질 수 있다. 중고 거래 플랫폼 이용자의 직접적인 입력으로 인한 개인정보 노출을 예방하기 위해서는 이용자에게 게시물에 포함된 개인정보와 개인정보 유출의 위험성을 인지시켜 유출 위험성이 높은 개인정보는 게시하지 않도록 해야 한다. 본 논문에서는 중고 거래 판매 게시물 기반 개인정보 유출 워크플로우를 작성하여 중고 거래 플랫폼에서 나타나는 개인정보 유출의 현황을 분석하고 이를 방지하기 위한 방법을 제안했다.

The automatic payment process of mobile phone micropayment system has not checked user's authentication. That is the structural vulnerability of mobile phone micropayment system. The malicious contents provider can cheat users and payment gateway through abusing the structural vulnerability. The payment gateway applies standard payment module after August, 2012 in order to solve the problem. But the standard payment module also has the vulnerability that makes damage of users. So the purpose of this paper is to suggest efficient improvement of standard payment module for user protection.

인터넷이라는 거대한 네트워크 망을 통해서 다양한 정보를 손쉽게 주고받을 수 있게 되었다. 하지만 대부분의 이용자들은 네트워크의 편리한 사용에만 관심을 두고 있으며, 보안에는 별로 신경을 쓰지 않고 있는 추세이다. 인터넷 이용자가 늘어남에 따라 정보들에 대한 보호의 필요성이 증가하고 있다. 보안은 개별 인터넷 이용자 시스템에서 시작하여 인터넷 서버 관리자 시스템까지 광범위하게 적용되어야 한다. 본 논문에서는 최근 유행하는 2가지 대표적인 해킹 사고의 예를 들어 원인을 분석하고 이를 방지하기 위한 대비책을 제시하며, 추후의 해킹 기술의 동향을 제시한다.

경제위기와 더붙어 기업과 개인이 다양한 보안위협에 노출됨에 따라 지난 2008년은 1.25 인터넷 대란 이후 정보보호가 다시 한번 사회적 이슈로 떠오른 해였다. 협박성 대량 트래픽 공격(DDoS : 분산 서비스거부공격)에 의한 웹 서비스의 불안정, 급속도로 이용자가 늘고 있는 인터넷전화(VoIP)의 보안 위협까지. 기업과 일반 IT 제품 및 서비스 이용자들은 직간접적으로 보안이슈에 노출되고 있다.
