A Study on Using 'Population of Legal Service Area' as a Criterion for Evaluating Public Libraries in Korea (우리 나라 공공도서관 평가의 적실성 제고를 위한 연구 - 봉사대상인구 적용문제를 중심으로 -)

  • This study is to analyze the results of which the Ministry of Culture and Tourism had evaluated the public libraries in 1999. In results, the study finds that the use of "population of legal service area" as a criterion for evaluating public libraries is not quite appropriate. That is, it is found that the use of legal service area by law as a unit of population measurement is not only inconsistent with the current local autonomous administrative structure, but also may distort all evaluation results. Therefore, this study is to criticize several points about using population of legal service area as an evaluation criterion and to suggest the amendment of Library and Reading Promotion Act, which may make the evaluation of public libraries more proper.

A Study on Measurement and Application of the Public Library Service Population (공공도서관의 봉사대상인구 산출 및 적용에 관한 연구)

  • In Korea, the term 'public library service population' is applied in various situations without academic discourse. This study analyzed concepts and applications of the term with literary reviews and case studies in United States, Australia, Japan, and Korea. And also this study redefined concepts and suggested new measurements of 'design population' and 'service population.' The former is the population who lives in area where public library can serve, and only demographic characteristics can be identified. It can be calculated based on the population of administrative district. In case of urban areas with a population of more than 100,000, it can be calculated the population within a radius of 2km from library. In areas with a population of less than 100,000 it can be calculated based on the population of Eup, Myeon, and Dong. In both cases the estimated population up to the library's opening year is added. Service population is used for the planning, evaluating, and promoting library services, and it can be defined as the actual users or estimated population determined by the input resources of the public libraries. It can be calculated by the number of enrolled members, or service participants, or target populations according to the size of input resources. The advantages of the proposal in this study are enabling efficient facility placement or resource inputs in public libraries and enhancing reliability of measuring output versus input. In addition, this study proposed to delete for paragraph 1 of Article 3 of the Library Act to avoid confusion.

  • To bridge digital divide, the nation's information services should be focused their attentions on people with disabilities. According to this philosophy, the public library's services for people with disabilities should be main streamed into its regular services. Providing equitable access for people with disabilities to public library's resources, facilities, and services, the standard library services policy or guideline should be developed as soon as possible. A draft in this papers may be helpful to a policy maker for public library services for people with disabilities

A Study on the Digital Reference Service using Electronic Bulletin Boards in Academic Libraries through Content Analysis (내용분석을 통한 대학도서관 디지털 참고정보서비스(전자게시판) 활성화에 관한 연구)

  • This study aims to investigate the current state of digital reference services using electronic bulletin boards in Korean academic libraries and to suggest improvements. Through the examination of 205 academic library websites, 56 libraries were identified to use electronic bulletin for digital references. The digital reference service questions and responses from four libraries were further analyzed: the types of reference question, the structure and accuracy of answers, and digital reference completion time. The implications of this study for future research and practice lie in its provision of a systematic way to design practical guidelines for virtual reference services.
