In this paper, we propose the system for automatic generation of issue analysis report based on social big data mining, with the purpose of resolving three problems of the previous technologies in a social media analysis and analytic report generation. Three problems are the isolation of analysis, the subjectivity of experts and the closure of information attributable to a high price. The system is comprised of the natural language query analysis, the issue analysis, the social big data analysis, the social big data correlation analysis and the automatic report generation. For the evaluation of report usefulness, we used a Likert scale and made two experts of big data analysis evaluate. The result shows that the quality of report is comparatively useful and reliable. Because of a low price of the report generation, the correlation analysis of social big data and the objectivity of social big data analysis, the proposed system will lead us to the popularization of social big data analysis.

한국데이터베이스 진흥센터는 국내외 지식정보 관련 정책과 유관 산업의 트렌드를 살펴보고, 지식의 생산∙유통∙활용의 단계별 이슈를 진단해 보고자 지식정보 이슈 보고서를 게재한다. 그 첫번째 보고서인 ‘ CoP(Communities of Practice: 학습조직, 학습동아리, 또는지식실행공동체) 활동을 통한 대기업과 중소기업간 지식격차 해소’에서는 국내외 대기업들이 활발히 진행하고 있는 CoP 사례를 분석하고 이를 통해 중소기업이 벤치마킹 할 수있는 실천적 대안을 제시하고자 한다.

In this paper, we have investigated how various companies have tackled the concept of materiality, and reviewed the effect of materiality determination on business strategy and decision making in sustainability reporting. To achieve this, we gather and utilize various guidelines and company's practice cases. Results from the analyses of four case studies provide that most companies conducted a detailed systematic materiality analysis as strategic planning process but held differing approaches. Therefore, successful methodology to determine materiality will need to address common issues and challenges, and set up a new concept in the context of sustainability reporting.

건설공사 분리발주가 공공의 이익이 매우 큰 것으로 분석됐다. 또 분리발주로 인한 공사지연, 하자분쟁 등 효율성 저하는 철저한 공사관리와 발주자 보호장치 활용으로 해결, 일부의 우려는 기우에 불과하다는 분석자료가 나왔다. 대한건설정책연구원(원장 노재화)은 박근혜 정부의 주요 국정과제 중의 하나인 공공공사 분리발주 법제화의 효과를 분석하고 향후 도입방향을 제안한 '공공공사 분리발주 법제화의 효과와 도입방향' 보고서를 발간했다. 홍성호 연구위원이 발표한 이 보고서에 따르면 공공공사의 20% 수준으로 분리발주 적용범위 결정 시 4,693억원의 공공예산 절감과 4,198억원의 부가가치, 2만6,048명의 고용이 증진되는 등 공공의 이익이 매우 큰 것으로 밝혀졌다. 또한 발주자 선택권과 자유계약 원칙을 중요시하는 미국, 일본, 독일 등 선진국도 분리발주의 법제화 또는 적극적인 활용을 통해 공공예산 절감, 부가가치 및 고용창출효과를 거두고 있을 뿐만 아니라 통합발주의 문제점도 해결하고 있다고 밝혔다. 선진국은 또 전기 소방 통신 설비공종 뿐만 아니라 건축 및 토목공종에 해당되는 여러 개의 공종을 분리발주하는 다공종 분리발주 방식을 많이 활용하고 있는 것으로 나타났다. 연구원은 또 일부에서 우려하는 다수의 공종 패키지로 인한 효율성 저하는 통합발주에서도 동일하게 발생하는 현상이며 철저한 공사관리와 발주자 보호장치 활용으로 해결 가능하므로 이같은 우려는 현실성 없는 기우에 불과하다고 밝혔다. 이와 함께 분리발주로 인해 발주자 관리업무는 일부 증가하지만 건축 및 토목공종의 일부만 분리된다면 그 증가폭은 크지 않아 크게 문제되지 않고 있으며 향후 CM용역을 통해 충분히 해소 가능할 뿐만 아니라 오히려 건설산업 발전에 필요한 'Smat 발주자 육성'이 가능하다고 전망했다. 본지는 지면관계 상 연구논문 중 공공공사 분리발주 도입에 따른 효과와 공공공사 분리발주의 도입 방향 부문만 게재한다.

Because mass of activity records of individuals and organizations are accumulated in the digital space and amount of information is also increasing exponentially, the most urgent requirements of users is the tool for 'efficient' acquisition of 'useful' information. This paper try digital convergence to combine a domain specific technology with real time issue detection and grouping based on Web media. To derive core functionalities, we collect and analyze user requirements of national defense issue detection services. By utilizing linguistic resources specialized on national defence area and discovering features for measuring issue importance, we try to seek differentiation domain specific issue detection method. Finally we compare our detection results based on the development outputs of prototype.

올해 국내 전기산업의 총 수출액이 사상 최초로 150억 달러를 돌파할 전망이다. 예상대로 되면 2011년 100억 달러를 돌파한지 4년 만에 50% 급상승이라는 신기원을 기록하게 된다. 수출과 달리 내수는 상당히 힘든 한 해를 보낼 것으로 보인다. 한전의 수요 증가 등 긍정적 측면도 있지만, 조선 철강 등 관련 산업의 부진이 악영향을 미칠 가능성이 더 크다는 분석이다. 한국전기산업진흥회는 최근 이 같은 내용을 담은 '2015년 전기산업 동향 및 전망' 보고서를 발표했다. 주요 내용을 정리해봤다.

International research cooperation is emerging as one of the strategies for improving research performance. Therefore, in this study, through the analysis of research reports on the theme of international research cooperation, the subject and issues of international research cooperation were identified and the characteristics of these studies were confirmed. To this end, related report data were constructed, statistical data analysis and big data analysis of the data were performed. Considering the current international research cooperation network, it is necessary to conduct international research cooperation centered on developing countries while paying attention to the increase in China's proportion of international research cooperation. Second, it is necessary to emphasize the importance of international research cooperation in various countries, including developing countries, in that the interdependence of research between countries increases and the citation index of actual joint research is higher. Third, it can be seen that the subject field in which international research cooperation can be activated may vary depending on the type of support project. Therefore, it suggests that in order for international research cooperation on more diverse topics to be carried out, projects supporting them must also be diversified.

21세기 들어 기후변화와 지구 온난화로 인한 환경에 대한 정책적 관심이 높아져 왔다. 21세기 초에 집권하였던 한국의 이명박 정부에서는 '녹색 성장(green growth)' 정책을 내걸어서 환경 정책과 경제 성장 정책을 동시에 포괄하고자 하였다. 본 논문에서는 어떠한 과정을 거쳐서 녹색 성장 정책의 아젠다가 형성되었는지를 연구하고자 한다. 이를 위해 본 연구에서는 녹색 성장이라는 정책 아젠다가 형성되는 행태적 과정에 관한 시계열 분석과 함께 구조적 측면으로서 인지지도 분석을 수행한다. 정책 아젠다의 시계열 분석을 위하여 신문 기사와 정책 보고서를 분석하며, 이명박 대통령의 연설문을 분석하여 인지지도를 구축한다. 정책 형성에 관한 시계열 분석 결과 녹색성장의 정책 아젠다 형성에 있어서 정치적 요인에 대한 고려가 사회적 이슈나 정책적 이슈보다 중요한 역할을 수행하였다는 점을 발견할 수 있었다. 다른 한편으로 본 연구의 인지지도 분석은 이명박 대통령의 녹색성장 정책이 미래의 다중 위기에 대한 대응으로 나왔으며, 환경의 발전에 초점을 둔다기 보다는 경제적 발전 특히 일자리 창출을 지향하고 있다는 점을 보여주었다. 본 연구는 인지지도 분석을 통하여 시계열 분석으로는 발견할 수 없는 정책형성의 구조적 관계성을 이해할 수 있다는 점을 보여준다.

5G RAN은 4G가 진화된 무선기술(evolved E-UTRA)과 5G 무선기술(New Radio, NR)을 모두 지원하는 새로운 무선액세스 네트워크(New RAN)이며, 코어 네트워크 (EPC and NGC)과 접속되어 5G 시스템(NextGen System)을 구성한다. 본고에서는 5G RAN(Radio Access Network,)을 대상으로, RAN 시설 배치 시나리오, RAN과 CN 간 기능 분배 및 인터페이스, 프런트-홀 네트워크의 전송 용량 및 지연, New RAN과 E-UTRA 간 모빌리티 시나리오 등에 대한 표준 이슈를 살펴본다. 마지막 절에선 RAN의 네트워크 슬라이싱 지원 방안으로 상위레벨 개념의 구조와 절차를 정리한다. 본 문서는 3GPP RAN3 그룹의 기술보고서(TR 38.801)와 SA2 기술보고서(TR 23.799)를 바탕으로 작성되었다.
