SO2 Emission Permits Tradable under Exchange Rates : U.S. Case (다수 거래비율하에서의 SO2 배출권 거래 : 미국 사례)

  • This study evaluates a novel scheme to trade sulfur dioxide emission permits subject to non-uniform rates. These rates are based on generators' marginal costs of compliance with environmental policy in a hypothesized least social-cost solution. This scheme is compared against the existing trading program used by the U.S. Environmental Protection Agency, featuring permits tradable one for one. Both policies are modeled to yield identical aggregate emissions. A numerical partial-equilibrium model of the U.S. energy industry is used to infer sulfur dioxide concentrations and health damages, as well as producer and consumer surplus, under the two policies. Regional pollution levels are found to vary across the two policies significantly. The system of exchange rates is estimated to outperform the uniform-trading scheme by $2.2 billion in industry profits and $2.1 billion in health damages, but to reduce consumer surplus by $6.7 billion. Paradoxically, exchange rates are thus estimated to lower total welfare by $2.5 billion. This is due to conceptual mechanism-design problems, as well as empirical issues.

The Study on the Migration of Sulfite in Commercial Wooden Chopsticks (국내 유통 나무젓가락 중 이산화황 이행량에 관한 연구)

  • The levels of sulfites in wooden chopsticks were analyzed using two different methods, distillation-alkali titration and ion chromatography. According to the two methods, Sulfur dioxide($SO_2$) was validated by 0.6 and 0.2 ${\mu}ml$ of limit of detection(LOD), 1.8 and 0.5 ${\mu}ml$ of limit of quantification, (LOQ) and a $R^2>0.998$ for linearity, respectively. The recoveries of $SO_2$ from food simulants spiked ar levels of 100 ppm were 70.2-100.2%. 158 samples of wooden chopsticks were monitored the migrated amounts of sulfites. Sulfites were detected in 30 samples in ranged of 0.6 to 15.5 ppm. Maximum migration level, 15.5 ppm of sulfites was considered giving no harmful effect to human since it was reached 5.5% of estimated SML.

Adsorption Characteristics of Flue Gas Components on Zeolite 13X and Effects of Impurity (제올라이트 13X에 의한 배가스 성분의 흡착 특성 및 불순물의 영향)

  • Most of combustion processess used in industries require recovering or removing flue gas components. Recently a new MBA (moving bed adsorption) process for recovering $CO_2$ using zeolite 13X was developed. In this study, adsorption experiments for carbon dioxide, nitrogen, sulfur dioxide, and water vapor on zeolite 13X were carried out. Adsorption equilibrium and adsorption rate into solid particle were investigated. Langmuir, Toth, and Freundlich isotherm parameters were calculated from the experiment data at various temperatures. Experimental results were consistent with the theoretically predicted values. Also $CO_2$ adsorption amount was measured under the conditions with impurities such as $SO_2$ and $H_2O$. Binary adsorption data were well fitted to the extended Langmuir isotherm using parameters obtained from pure component experiment. However, $H_2O$ impurity less than, roughly, ${\sim}10^{-5}H_2O\;mol/g$ zeolite 13X enhanced slightly $CO_2$ adsorption. Spherical particle diffusion model well described experimentally measured adsorption rate. Diffusion coefficients and activation energies of $CO_2$, $SO_2$, $N_2$, $H_2O$ were obtained. Diffusion coefficients of $CO_2$ and $SO_2$ decreased with small amount of preadsorbed impurity. Parameter values from this study will be helpful to design of real commercial adsorption process.

Damage Characteristics of Korean Traditional Textiles by Sulfur Dioxide (이산화황에 의한 전통직물의 손상 특성)

  • A $SO_2$ gas acceleration test was carried out on four textile groups (silk, cotton, ramie cloth, hemp cloth) which were categoried in five categories by the dyeing materials (undyed, red, yellow, blue, black) and the relation between the concentration of $SO_2$ and deterioration rate was evaluated. The textiles were exposed to 0.01, 0.12, 1, 10, 100, 1000, and 5000 ppm of $SO_2$ for 24 hours and the optical, physical, and chemical deterioration rates were studied. An optical change was identified as the color difference and grey scale rating (colorfastness) enhanced with the increase of gas concentration while there was little physical change. Chemical damage was caused by the acidification of the textile material due to the trapped sulfate ion concentration. The result of optical, physical, and chemical deterioration rates shows that 1 ppm/day $SO_2$ is a critical level of deterioration of traditional textiles.

The Content and Risk Assessment of Heavy Metals and Sulfur Dioxide in Herbs for Food and Medicine in Seoul Area (2019-2023) (서울지역 식약공용 농·임산물의 중금속과 이산화황 함량 및 위해성 평가(2019-2023))

  • This study investigated the content of heavy metals (Pb, Cd, As, and Hg) and SO2 and conducted a risk assessment of 1,340 samples of 60 herbs used for food and medicine in Seoul between 2019 and 2023. The analysis was performed using inductively coupled plasma mass spectrometry (ICP-MS), a mercury analyzer, and the Monier-Williams method. The mean values and ranges of the heavy metals were as follows: Pb, 0.327 mg/kg (not detectable [ND]-36.933); Cd, 0.083 mg/kg (ND-1.700); As, 0.075 mg/kg (ND-2.200); and Hg, 0.004 mg/kg (ND-0.047). Pb exceeded the permissible limit of 36.933 mg/kg in one sample of Poria Sclerotium. Cd exceeded the permissible limit of 1.700 mg/kg and 0.650 mg/kg in the two samples of Chrysanthemi Zawadskii Herba. The mean and range of SO2 was 0.75 mg/kg (ND-192.00), with two samples of Gastrodiae Rhizoma exceeding the permissible limit at 192.00 mg/kg and 42.00 mg/kg. Pb was highest in the perithecium (1.377 mg/kg), followed by Cd in the cortex (0.156 mg/kg) and caulis (0.144 mg/kg), As in leaves (0.149 mg/kg), and Hg in the herba (0.009 mg/kg) and leaves (0.009 mg/kg). SO2 was the highest in the rhizomes (4.12 mg/kg). The Pb, Cd, and Hg levels did not differ significantly between the domestic, Chinese, and imported products; however, As and SO2 levels were the highest in the Chinese products. As a result of the risk assessment, all the margins of exposure (MOE) values of Pb, except for Poria Sclerotium, were ≥1, indicating that most samples were safe. The hazard index (HI) for Cd, As, and Hg were <100%, indicating a safety level for food and medicine. In addition, the HI for SO2 did not exceed 1 for any of the items, indicating safe levels.
