본 연구는 저탄소녹색성장전략의 분석을 통해 이명박 정부 하에서의 국가-시장-사회관계를 분석하고 있다. 전체적으로 이명박 정부의 정치경제발전모델이 자유주의적임을 부정하기는 어렵지만 순수하게 신자유주의적이라고 보기는 어렵다. 부분적으로 중상주의적 요소가 강하게 남아 있다. 아울러 국가와 시장간의 관계는 원칙적으로는 서로 일정거리를 유지하는 객관적인 성격을 가지고 있으나 녹색산업분야에서는 친산업·친기업적 요소가 강하게 존재하고 있다. 국가-사회관계는 갈등적이고 배제적이다. 이러한 관점에서 볼 때 이명 박정부의 민주주의모델은 법적·제도적인 것이고 참여민주주의적 모델과는 거리를 두고 있다. 결국 사회배제적이고 친산업/친기업적 속성을 내포하는 한 시민사회세력의 반발에 직면하여 지속가능하지 못하게 되는 한계에 봉착하게 될 개연성이 높다.

한나라당 이명박 후보가 제17대 대통령에 당선됨에 따라 이명박 정부의 출범이 초읽기에 들어갔다. 특히 한미FTA 국회 비준 등 굵직한 농정 현안이 산재되어 있는 만큼 이명박 당선인에 대한 농업관에 따라 농업 정책의 일대 변혁이 예상되고 있다. 이에 이번호에서는 이명박 당선인의 농업관과 농업기조에 대해 알아보고 향후 농업 정책에 대한 전망을 알아보고자 한다.

Lee Myung-bak Administration declared the National Infomatization Strategy(NIS) in a timely manner from its inauguration. The NIS is a new program which innovates old-fashioned Infomatization policy of the past administration. NIS aims to upgrade Information-society(NIS defines its goal as 'The Creative and Trustful Knowledge-Information-society') This study examines both the Legislative Implication and the Legislation Principles for fulfilling Lee Myung-bak Administration's National Infomatization Strategy(NIS) by deducting legislative way concerning concrete plan for NIS. We expect this study to contribute to the IT Legislative policy of Lee Myung-bak Administration.

대한민국을 이끌 제 17대 대통령에 이명박 한나라당 후보가 선출됐다. 이명박 대통령 당선자는 '참여정부'의 바통을 이어 받아 '실용 정부'를 꾸리겠다고 선언했다. 형식과 틀에 구애 받지 않고 일 잘하고 성과를 지향하는 정부를 만들겠다는 것인데 성공한 대기업 CEO 출신답게 추진력과 카리스마에는 거는 국민들의 기대가 크다. 에너지 산업 역시 이명박 당선자의 일거수 일투족에 눈을 맞추고 있다. 향후 5년 동안 국가를 이끌어 갈 대통령 당선자의 이념이나 경제 철학이 에너지 산업이 곧바로 영항을 미칠 수 밖에 없기 때문이다.

The purpose of this study was to explore leisure policies of Lee Myung-Bak government and to extract directions of the polices for the future. A report from task force team for undertaking the 17th presidency and 100 policies of the government were analyzed. As a result, three problems were extracted: lack of awareness for the needs of leisure policy; lack of policies for development of creative leisure culture and contents; none of any base project for leisure policy development. Three policy directions were extracted from the three problems: change of awareness of the leisure; building up creative leisure culture development atmosphere; making up base for leisure policy development. The time is changing steadily forward leisure life. Therefore, this government need to drive forward more advanced leisure policy than now.

This study examines the types and characteristics of the policy instruments of Korea's higher education policies since the Lee Myung-bak administration. To this end, McDonnell and Elmore (1987)'s types of policy instruments were adopted and the higher education policy tasks announced by the Ministry of Education were classified by sector and type. As a result of the analysis, Korea's higher education policy showed a tendency to gradually shift from 'mandates' to 'inducements' and 'capacity building'. Despite this trend, however, in policy tasks such as university evaluation, the Lee Myung-bak, Park Geun-hye, and Moon Jae-in administrations all maintained policy instruments that combine 'mandates' and 'inducements'. Third, the 'system change' based on a market-oriented mechanism was used only in the Lee Myung-bak administration, and was not adopted in the higher education policies of the Park Geun-hye and Moon Jae-in administrations. In the field of global and industry-university cooperation at universities, it is encouraging that the Lee Myung-bak administration to the Moon Jae-in administration have steadily introduced policy instrument of 'capacity building', but in the fields of specialization and competitiveness enhancement, policies centered on 'mandates' and 'inducements' was using the policy instrument.

임진년(壬辰年) 흑룡의 해가 활짝 떠올랐다. 지난해 우리 대학가에서는 정부의 강력한 대학구조조정, '반값 등록금' 이슈에 따른 등록금 인하 문제, 정부의 국가장학금 제도 시행 등 많은 일들이 있었다. 올해는 이명박 정부가 국정을 운영하는 마지막 해이다. 그만큼 대학가에서는 정부의 고등교육정책이 어떤 방향으로 진행될 것인지에 대해 관심이 매우 높다. 대교협은 이에 따라 이주호 교육과학기술부 장관과 김영길 한국대학교육협의회 회장(한동대 총장)의 특별 신념 좌담회를 마련했다. 두 사람은 2011년 12월 15일 교육과학기술부 장관실에서 만나 이명박 정부 4년간의 고등교육정책에 대한 평가와 올해의 정부 정책 방향, 대학에 대한 정부의 요망 사항과 대학의 정부에 대한 건의 사항 등에 대해 의견을 나눴다. 이날 좌담회는 오대영 가천대학교 신문방송학과 교수(대학교육 편집위원)의 사회로 진행됐다.

The purpose of this study was to investigate the semantic network analysis to understand image contents and to examine the degree to which words, word clusters contributed to the formation of semantic map within image contents. For this research, from 1993 until 2016 the field of the image contents were collected for a total of 2,624 cases papers. The word appeared in Title analyzed the social network by using the R program of Big Data. The results were as follows: First, The field of image contents is based on researches related to 'image', 'media' and 'contents'. Second, there is a three-step flow ('education' -> 'media' -> 'contents') of research in the field of image contents. Third, researches related to 'broadcasting', 'digital', 'technology', and 'production' were continuously carried out. Finally, There were new research subjects for each regime.
