이글은 대의민주주의에서의 입법 메커니즘에 대한 이론적 논의를 전개한다. 이러한 논의를 근거로 한국 국회의원의 입법생산성에 영향을 미치는 변수들을 도출하고, 이 변수들이 16대와 17대 국회의 입법생산성에 미치는 효과를 분석한다. 이글의 경험분석은 국회의원의 입법생산성은 이들의 학력, 법조경력, 관직경력, 의정경력 같은 개인적 배경과 서로 무관하다는 사실을 보여준다. 이글의 경험분석에 의하면, 국회의원들의 개인배경보다는 원내 정당간의 역학관계와 소속정당의 여당지위, 그리고 의회요인들이 국회의원들의 입법생산성에 영향을 미치는 것으로 밝혀졌다. 이러한 분석결과는 한국 대의민주주의의 작동과 관련된 함의를 제공한다. 국회의원의 입법활동에 대한 정보를 접하기 어려운 환경에서는 국회의원의 개인배경에 의존하는 국회충원 방식이 대리인문제를 유발할 가능성이 높다. 이글은 국회의원 입법활동에서 발견되는 대리인 문제의 해소를 위한 제도적 방안들에 대해 논의한다.

In study we analyze the network about the legislators in Korean National Assembly. We focused on 17th National Assembly since there were full of important changes in composition. Mutual cooperation is necessary to pass the bills beyond their given mission in legislation. In order to find out the relationship of legislators based on the introducing bills, total 5728 bills in 17th National Assembly, we used bipartite network projection. We can find who is a highly influential legislator and the difference between a ruling party and a main opposition party in aspects of cooperative behavior.

"국가 또는 지자체는 환경전문공사를 다른 업종의 공사와 분리발주하여, 중소환경전문공사업체를 지원해야 합니다. 또 일정 금액 이하의 환경전문공사는 환경산업이 자리 잡을 수 있도록 일정기한 동안 대기업의 참여를 제한해야 합니다." 국회 환경노동위원으로 활동하고 있는 서용교 국회의원은 환경분야에도 대기업과 중소환경업체와의 상생의 길을 모색해야 한다고 강조했다. 서 의원은 이밖에도 폐기물 관련법 개정안 등 다수 입법발의 했다. 서용교 의원은 1968년 경상남도 밀양에서 태어나, 1993년 서울대학교 국사학과를 졸업했으며, 제18대 대통령선거 박근혜후보 중앙선대위 직능총괄본부 환경본부장으로 일 했었다. 제19대 국회의원 선거에서는 새누리당 부산 남구(을) 선거구 국회의원에 출마해 당선 되었다. 현재 서 의원은 국회 환경노동위원회에서 활동 중이다. 다음은 서용교 의원과의 인터뷰 내용이다.

이번에는 수 년 전부터 '기적의 도서관'과 진중도서관' 운동에 앞장서 오다가 최근 제17대 국회의원으로 의정활동을 시작한 김재윤 의원을 만났다. 김의원은 국회 문화관광위원회 위원으로 최근 학교도서관진흥법안을 발의하고, 문화정책포럼에서도 활동하고 있다.

I investigated whether network structure of legislators affects legislative performance in a cosponsorship network. I presented the theoretical basis with network closure and structural holes, and analyzed the network in the 19th National Assembly of Republic of Korea. In the directed and weighted network, each tie means that cosponsors support the bill sponsors proposed. The performance was measured by the number of initiatives and the ratio of reflected legislation, and the network structure was measured by size, density, hierarchy, and constraint. I found that the legislators with brokerage structure have a lot of initiatives in making connection with many legislators in various groups and the legislators with hierarchical structure have the higher ratio of reflected legislation with the continuous and strong support from the members of their group. I also found that the network of ruling party lawmaker is more hierarchical than the network of opposition lawmaker.

The purpose of this study is to analyze whether there is gender difference in Members' voting on women's issue bills, and to find out determinants of Members voting decisions on the same bills. The findings are as follows. First, there is no gender difference in women's issue voting, so women Members as a group were not significantly different from men Members in voting behavior. That's not because women Members were split in voting but because both men and women Members are very supportive of the bills. Secondly, Members' party and ideology play a significant role in Member' voting on women's issue. Compared to the majority party(Uri party)'s overwhelming support, minority parties are much less supportive on the issues. Member's ideology also proved to be important indicator of voting decision. The more ideologically liberal Members are, the more supportive of the bills.

본 연구는 할당제를 통해 정계에 진입한 비례대표 여성의원들과 맑은넷 출신 여성의원들이 여성계를 위해 어떤 법률안을 얼마나 많이 발의하였는가 하는 문제의식에서 출발하였다. 여성단체가 할당제와 맑은넷 운동을 벌인 이유는 여성을 가장 잘 대변할 수 있는 것은 여성이라는 논리가 내재해있었기 때문이다. 16, 17대 국회에서 여성의원에 의해 대표발의된 법률안을 분석대상으로 한 본 연구는 여성의원이 증가함에 따라 여성관련 법률안이 증가하였는지 살펴 보았고, 어떤 내용의 입법안을 발의하였는가 분석하였다. 이같은 분석을 통해 여성의원의 대표발의 활동에 있어서 여성의원간에 어떤 차이가 나타났으며, 궁극적으로 할당제를 채택한 것이 효과가 있었는가 하는 것을 분석하였다.
