Industrialization of Jeju Plant Resources (제주 자원식물의 산업소재화)

  • 과학기술의 발달로 인해 국민의 생활수준 향상과 건강에 대한 관심 증대 등으로 인해 화장품을 비롯한 향장품산업, 기능성식품 및 천연물 신약 등에 대한 자원식물 유래 천연물질 수요가 증가되고 있다. 자원식물을 활용한 기능성 제품의 개발은 국민의 건강증진 뿐만 아니라 국제경쟁력 강화나 윤택한 삶의 추구에도 절대적 역할을 할 것으로 기대되고 있으며, 이러한 수요에 따라 제주의 특산 또는 우수 자원식물을 활용한 생리활성 물질에 대한 연구들이 활발하게 진행되고 있다. 우리나라에 자생하는 관속식물은 총 4,500여 종으로 국가생물종목록에 작성되어 있으며 제주의 생물자원 중 관속식물은 해발 1,950m 한라산의 영향으로 2,200여 종이 분포한다고 최근 기록되고 있다. 이 중 식용 및 약용으로 활용 가능성을 갖고 있는 식물자원들도 약 800여 종이 분포한다고 보고되고 있다. 이들 자원은 대한약전, 생약규격집, 중약본초, 중약대사전 등 문헌에 근거한 자원으로 공정서에 수록된 약용식물 약 500여 종 중 제주 분포 약용식물도 217종으로 조사되고 있다. 이러한 제주의 약용식물 자원은 다양한 한의약재로 활용되고 있으며 민간약으로 활용되는 약용식물도 170여 종이 포함되어 있다. 특히, 최근에는 나고야의정서 발효에 따른 자원전쟁이 시작되어 자원식물을 포함한 생물자원 관리의 중요성이 그 어느 때보다 부각되고 있어 각 지역마다 자생 생물자원에 대한 주권을 확보하기 위한 연구들이 많이 추진되고 있다. 이와 더불어 지자체연구소인 생물종다양성연구소에서도 제주에 분포하는 자원식물들에 대한 주권 확립을 위한 생태사진 900여 종, 표본 1,400여 종, 유전자 정보 800여 종 등을 확보하고 있으며 추출물 2,000점을 확보하여 산업소재화 연구를 추진하고 있다. 저자는 여기에 제주의 자원식물을 활용하여 화장품 원료등재, 건강기능식품개별인증 소재 및 천연의약품 소재 등 산업소재화 연구를 수행했었던 생물종다양성연구소의 연구 결과를 소개함으로써 유사한 목적으로 연구를 수행하는 대학, 연구소 및 기업으로의 정보를 제공하여 제주의 자원식물을 활용한 산업소재화 분야에 작은 도움이나마 제공하고자 한다.

A Study on Measures of Korean Drug Policy Improvement Against Increasing Foreign Drug Offenders (외국인 마약사범 증가에 따른 국내 마약정책 개선방안)

  • Purpose: The purpose of this paper is to examine the recently rising number of foreign drug offenders in Korea and suggest improvement measures for the Korean drug policy. Method: This paper analyzed the preceding research, statistical data, etc., on related fields and referred to overseas cases to suggest improvement measures. Result: The foreign population living in Korea increased in 2000s, and the foreign drug offender cases are increasing accordingly. The survey on foreign drug offenses showed that the case of foreign drug offender is higher than the case of Korean drug offenders by 1.2 to 3.3 times. In 2021, the foreign drug offender cases increased by 6.5 times compared to 2012. Especially, the number of psychoactive drug-related drug offenses increased dramatically. The drug smuggling also remarkably increased starting from 2016 as some people earned a lot of money from smuggling the drugs Conclusion: To cope with the foreign drug offenders effectively, this paper suggested intensive monitoring of the foreign drug offenders and weighting on the drug offenders depending on their home country to intensify the entry standards on foreigners who are likely to smuggle drugs.

  • Nuclear Medicine Images have comparatively poor spatial resolution, making it difficult to relate the functional information which they contain to precise anatomical structures. Anatomical structures useful in the interpretation of SPECT /PET Images were radiolabelled. PET/SPECT Images Provide functional information, whereas MRI mainly demonstrate morphology and anatomical. Fusion or Image Registration improves the information obtained by correlating images from various modalities. Brain Scan were studied on one or more occations using MRI and SPECT. The data were aligned using a point pair methods and surface matching. SPECT and MR Images was tested using a three dimensional water fillable Hoffman Brain Phantom with small marker and PET and MR Image was tested using a patient data. Registration of SPECT and MR Images is feasible and allows more accurate anatomic assessment of sites of abnormal uptake in radiolabeled studies. Point based registration was accurate and easily implemented three dimensional registration of multimodality data set for fusion of clinical anatomic and functional imaging modalities. Accuracy of a surface matching algorithm and homologous feature pair matching for three dimensional image registration of Single Photon Emission Computed Tomography Emission Computed Tomography (SPECT), Positron Emission Tomography (PET) and Magnetic Resonance Images(MRD was tested using a three dimensional water fill able brain phantom and Patients data. Transformation parameter for translation and scaling were determined by homologous feature point pair to match each SPECT and PET scan with MR images.

  • With the spread of the Internet, users can easily receive various services and exchange information through the web. There are several requirements for building a web system, and it must be developed using a programming language or platform for user purposes. Residual material information refers to information on medicines and pesticides added to food, and residual material standards are used to measure the level of residues in food produced by companies and farmers to determine whether those levels meet domestic or international standards. Currently, the Ministry of Food and Drug Safety provides residual acceptance standards for food additives, including food, pesticides and animal medicines, in the form of documents, which must be serviced smoothly and conveniently by users through the establishment of a web system. It must also meet a variety of requirements, including user accessibility, such as scalability and compatibility. This paper proposes react-based residual material information web system that allows users to access more conveniently and receive residual material information smoothly. We measured the speed for the three inportant functions of information provision and compared them with existing residual material information web systems and qualitatively evaluated the seven essential requirements: scalability, compatibility, and accessibility.

  • 자연언어 처리에 있어 문장의 성분 구조를 파악하는 통사적 해석에서는 애매성 있는 결과가 많이 생성된다. 한국어의 경우 어순 등의 통사적 특성뿐 아니라 상황과 의미, 문맥이 문장의 분석에 더 중요한 역할을 하기 때문에 문맥 자유 문법에 의한 접근 방법만으로는 중의적 구조의 해결이 어렵다. 이는 또한 의미 분석시 애매성을 증가시키는 원인이 된다. 이러한 통사적, 의미적 중의성 해결을 위해 용언 중심의 하위범주화 사전을 구축하였다. 본 논문에서는 용언에 따라 제한될 수 있는 하위범주 패턴을 정의하고 패턴에 따라 하위범주 사전을 구축하였다. 하위범주화 사전에는 명사의 시소러스와 정합하여 보어를 선택 제한(Selectional Restriction)할 수 있도록 용언과 명사와의 의미적 연어 관계에 따라 의미마커를 부여했다. 말뭉치를 통해 수집된 용언 12,000여개를 대상으로 25,000여개의 하위범주 패턴을 구축하였고 이렇게 구축한 하위범주화 사전이 120,000여 명사에 대한 의미를 갖고 있는 계층 시소러스 의미 사전과 연동하도록 하였다. 또한 논문에서 구현된 하위범주화 사전이 구문과 어휘의 중의성을 어느 정도 해소하는지 확인하기 위해 반자동적으로 의미 태깅(Sense Tagging)된 2만여 문장의 말뭉치를 통해 검증 작업을 수행하고, 의존관계와 어휘의 의미를 포함하고 있는 말뭉치에 하위범주 패턴이 어느정도 정합되는지를 분석하여, 하위범주 패턴과 말뭉치의 의존관계만 일치하는 경우와 어휘의 의미까지 일치하는 경우에 대해 평가한다. 이 과정에서 하위범주 패턴에 대한 빈도 정보나, 연어 정보를 수집하여 데이터베이스에 포함시키고, 각 의미역과 용언의 통계적 공기 정보 등을 추출하는 방법도 제시하고자 한다.을 입증하였다.적응에 문제점을 가지기도 하였다. 본 연구에서는 그 동안 계속되어 온 한글과 한잔의 사용에 관한 논쟁을 언어심리학적인 연구 방법을 통해 조사하였다. 즉, 글을 읽는 속도, 글의 의미를 얼마나 정확하게 이해했는지, 어느 것이 더 기억에 오래 남는지를 측정하여 어느 쪽의 입장이 옮은 지를 판단하는 것이다. 실험 결과는 문장을 읽는 시간에서는 한글 전용문인 경우에 월등히 빨랐다. 그러나. 내용에 대한 기억 검사에서는 국한 혼용 조건에서 더 우수하였다. 반면에, 이해력 검사에서는 천장 효과(Ceiling effect)로 두 조건간에 차이가 없었다. 따라서, 본 실험 결과에 따르면, 글의 읽기 속도가 중요한 문서에서는 한글 전용이 좋은 반면에 글의 내용 기억이 강조되는 경우에는 한자를 혼용하는 것이 더 효율적이다.이 높은 활성을 보였다. 7. 이상을 종합하여 볼 때 고구마 끝순에는 페놀화합물이 다량 함유되어 있어 높은 항산화 활성을 가지며, 아질산염소거능 및 ACE저해활성과 같은 생리적 효과도 높아 기능성 채소로 이용하기에 충분한 가치가 있다고 판단된다.등의 관련 질환의 예방, 치료용 의약품 개발과 기능성 식품에 효과적으로 이용될 수 있음을 시사한다.tall fescue 23%, Kentucky bluegrass 6%, perennial ryegrass 8%) 및 white clover 23%를 유지하였다. 이상의 결과를 종합할 때, 초종과 파종비율에 따른 혼파초지의 건물수량과 사료가치의 차이를 확인할 수 있었으며, 레드 클로버 + 혼파 초지가 건물수량과 사료가치를 높이는데 효과적이었다.\ell}$ 이었으며 , yeast extract 첨가(添加)하여 배양시(培養時)는 yeast extract

Legal Issues in Protecting and Utilitizing Medical Data in United States - Focused on HIPAA/HITECH, 21st Century Cures Act, Common Law, Guidance - (미국의 보건의료데이터 보호 및 활용을 위한 주요 법적 쟁점 -미국 HIPAA/HITECH, 21세기 치료법, 공통규칙, 민간 가이드라인을 중심으로-)

  • This research reviewed the HIPAA/HITECH, 21st Century Cures Act, Common Law, and private Guidances from the perspectives in protecting and utilitizing the medical data, while implications were followed. First, the standards for protection and utilization are relatively clearly regulated through single law on personal medical information in the United States. The HIPAA has been introduced in 1996 as fundamental act on protection of medical data. Medical data was divided into personally identifiable information, non-identifying information, and limited dataset under HIPAA. Regulations on de-identification measures for medical information, objects for deletion of limited data sets, and agreement on prohibition of data re-identification were stipulated. Moreover, in the 21st Century Cures Act regulated mutual compatibility for data sharing, prohibition of data blocking, and strengthening of accessibility of data subjects. Common Law introduced comprehensive consent system and clearly stipulates procedures. Second, the regulatory system is relatively simplified and clearly stipulated in the United States. To be specific, the expert consensus and the safe harbor system were introduced as an anonymity measure for identifiable medical information, which clearly defines the process while increasing trust. Third, the protection of the rights of the data subject is specified, the duty of explanation is specified in detail, while the information right of the consumer (opt-out procedure) for identification information is specified. For instance, the HHS rule and FDA regulations recognize the comprehensive consent system for human research, but the consent procedure, method, and requirements are stipulated through the common rule. Fourth, in the case of the United States, a trust-based system is being used throughout the health and medical data legislation. To be specific, Limited Data Sets are allowed to use in condition to the researcher's agreement to prohibit re-identification, and de-identification or consent process is simplified under the system.

Survey of Consumer Awareness and Attitudes Regarding Genetically Modified Food in Korea (유전자재조합식품 안전성과 표시에 대한 소비자 인식조사)

  • A survey of consumers' awareness and attitudes about genetically modified food and korean labelling regulation entered into force in July, 2001 was conducted from October, 2001 to January 2002. The questionnaires were distributed to 519 consumers who are members of panel survey system of Korea Consumer Protection Board and lived in 7 largest cities of Korea. The consumers were asked about knowledge, concerns of potential hazards, intention of purchasing, and present labelling regulation. More than 85.7% of the respondents had some knowledge on genetically modified (GM) foods. More than 44.9% of consumers relied on the information from the civil activity group but only 9.6% of consumers from the government. The greatest benefit of GM food was thought to be a solution for the food shortage in the future. While, regarding a potential hazard, more than 71.6% of respondents worried about the safety of GM foods. First of all, 52.2% of korean consumer concerned about food toxicity or side effect. 53.2% of consumers responded that they would not purchase GM labelled foods and about 28.0% of respondents suspended judgement on willingness to purchase until they would get more information. Regarding complement field of present GMO labelling regulation, over 45.2% of consumers responded that labelling was needed to be more easily found. Also more than 95.1% of consumers hope to expand a list of mandatory labelling articles.

Hierarchical Neural Network for Real-time Medicine-bottle Classification (실시간 약통 분류를 위한 계층적 신경회로망)

  • In The matching algorithm for automatic packaging of drugs is essential to determine whether the canister can exactly refill the suitable medicine. In this paper, we propose a hierarchical neural network with the upper and lower layers which can perform real-time processing and classification of many types of medicine bottles to prevent accidental medicine disaster. A few number of low-dimensional feature vector are extracted from the label images presenting medicine-bottle information. By using the extracted feature vectors, the lower layer of MLP(Multi-layer Perceptron) neural networks is learned. Then, the output of the learned middle layer of the MLP is used as the input to the upper layer of the MLP learning. The proposed hierarchical neural network shows good classification performance and real- time operation in the test of up to 30 degrees rotated to the left and right images of 100 different medicine bottles.

A Comparative Evaluation of Drug Information Databases in Korea (국내 의약품 정보 데이터베이스의 비교 평가)

  • Recently, the use of electronic drug information databases has been increased alternative to printed references. However, databases vary widely in quality and quantity of drug information provided and many questions have arisen about their accuracy, completeness, and reliability. This study was designed to compare and evaluate the drug information contained in four Korean drug information databases which are available on CD-ROM and internet. Four Korean drug information databases selected to be evaluated were eKIMS, Datapower, KPA Standard Drug Information and Korean Drug Formulary. Databases were searched and evaluated from August 10 to September 30, 2000 by the same trained searcher to minimize the bias. The database evaluation form was developed for objective evaluation of each databases in terms of credibility of database, convenience of use and other characteristics. The second form was developed for quantitative and qualitative assessment of the drug information provided by the databases. The results of the study showed that there were no significant differences in 4 databases in terms of convenience of use and other characteristics. However, for credibility of databases, Korean Drug Formulary was significantly superior to all other databases (P<0.05). It showed that information provided by Korean Drug Formulary was the best in terms of pharmacokinetics, chemistry, comparisons and eKIMS was the best in terms of drug identification (P<0.05). For accuracy and completeness of information provided, the study could not find a significant difference between 4 databases (P>0.05).

  • Myocardial imaging in SPECT (Single Photon Emission Computed tomography) scan of the gamma-ray emitting radiopharmaceuticals to patients after intravenous radiopharmaceuticals evenly spread in the heart region of interest by recording changes in the disease caused by a computer using the PSA test is to diagnose. Containing information on the functional myocardial perfusion imaging is a useful way to examine non-invasive heart disease, but the argument by noise and low resolution of the physical landscape that is difficult to give. For this paper, the level of myocardial imaging by using the three algorithms to split the video into 3-D implementation of the partitioned area to help you read the proposed plan. To solve the difficulty of reading level, interest in using the sheet set, partitioned area of the left ventricle was ranked the partitioned area was modeled as a 3-D images.
