Linkage the Development Strategy of Local Government to Spatial Decision Support System (지자체 발전전략과 공간적 의사결정지원체계의 연계 방안 연구)

  • This paper aims to link the development strategy of a local government(Guri-si, Kyunggi-do) to a spatial decision support system that is in the early stages of implementation and testing. Spatial Decision for a local governmental authority typically involves multiple stakeholders. To any specific regional problem, stakeholders often have various levels of knowledge and experiences about it, that yield conflicting views. In this point of view, the enhanced access to information can bring the decision process to solve the problem throughout more public participation. Recently, Urban development study was required to improve the decision making of public participation form. This study aim to investigate an analysis local government of Guri-si, can be supported as the suggestion of decision making system. Guri-si has been argued that it would improve citizen's life quality intent theme 'by historical tourism in general dimension' promote region identity, environment friendly and transportational strength, by reflecting various plan of urban development and it executed strategy. There are increasing interest in citizen participation and practical using of policy decision making to respond to uncertain environment and systematic exploration of local government. Focused on the contents of public participation decision making, it is important to investigate how to analysis urban development strategy and geographic information relationship for useful. The paper concludes with a discussion of current issues encountered during development and implementation of spatial decision making(or support) system for the local administrative authority.

  • The purpose of this study is to investigate effective teaching and learning method for teaching decision-making on Socio-Scientific-Issues(SSI) in science classroom. So we carried out new teaching and learning trial for decision-making about Global Warming issues. Our new trial focused on self-directed and cooperative learning in decision-making about SSI. And our participants were science gifted or science high-achieved students in middle school. We analysed students' written decision-making of the last process in our new trial. We can find our instruction made progress in informed decision-making, structure of argumentation, reflective thinking stage, using the scientific information and understanding of the nature of science. As a result, self-directed and cooperative learning in decision-making on SSI leads students to the meaningful decision-making scientifically.

  • 전국 항만에 VTS 시스템이 설치되고, 또한 최근 승선경험이 있는 항해사들이 해상교통관제사로 근무하면서 관제구역 내의 해양사고는 꾸준히 감소하는 추세이다. 그러나 관제사별로 승선경험을 살펴보면 1종 내지 3종 내외의 한정된 선종 승선경력을 보유하고 있으며, 이는 현장에서 다양한 선종에 대한 관제를 시행함에 있어 관제사별로 관제기법과 관제역량의 차이를 가져오는 원인중의 하나라고 생각된다. 또한 관제의사 결정과정에 있어서도 최적의 관제의사 도출을 어렵게 만드는 요인이 아닐까 한다. 여기에서는 관제사의 자질 및 역량강화를 위해 개인별로 한정된 승선경력을 보완할 수 있는 방법의 하나로서 모든 선종 교육의 필요성과 함께 교육의 방법 및 기대효과에 대하여서도 고찰해 보고자 한다.

  • This treatise wishes to proposal of most suitable about happened patient's disease when a doctor achieves medical treatment action about patient and decision-making methodology that decide treatment does presentation low class informer. That is, when a doctor treats patient, case that do medical examination and treatment to experience about disease at medical examination and treatment process is general. In case is like this, unexpected treatment side effect can be happened doing not consider patient's special quality or conditions. Use a medical decision-making tool to minimize these problem. Treatise that see therefore investigated validity about if arrange medical decision-making system concept, and analyze several tools(decision-making tools) that help in decision-making, and can help in medical examination and treatment decision-making of most suitable.

  • It has been an important agenda to acquire effective decision making procedure for various issues occurred in education area. As an example, when it comes for the ministry of education to make a decision on such an issue that proper investment, to enhance information of education area, in national wide elementary schools, an effective decision making procedure will aid to establish right way of investment. Currently, the questionnaires gathered from school teachers or the related professional consultants are the only resources in order for making such a critical and important decision. Recently, however, educational, medical, and financial industries are looking forward the best decision making method integrated with rapidly upgraded modern IT technologies using the various resources and tools which they already possess. With this subject in mind, in this paper we present a generic decision making model applying ADALINE neural network. The model can be easily adapted to various problems arising in education area. We proved the model through simulations with realistic sample data.

  • It has been reported that most accidents are caused by human factors. and especially collisions occurred by human are more than 80 percent. Thus we have to understand how mariners generally deal the own operating ship to avoid the target ship. what information they require. and so on. The aim of this paper is to clarify the important factors influencing mariners' decision-making in the situation of collision avoidance. As a result, main factors in each process for collision avoidance were analyzed.

Types of Shared Medical Decision Making for Terminally Ill Patients (말기 환자의 공유 의료적 의사결정에 관한 의료인의 인식 유형)

  • Purpose: The purpose of this study is to analyze types of shared medical decision making by health professionals in a decision making position. Methods: The Q-methodology was used. Q sample was constructed with a total of 35 Q-statements that were offered with a 9-point rating scale. The statements were structured to generate answers that would form a shape of a normal distribution. Answers to Q sample were analyzed using a QUANL PC program. Results: Four types of shared medical decision making were identified. Type I is patient-centered decision making, Type II is physician-centered, Type III is health professional-centered and Type IV is patient-family-centered. Conclusion: Study results indicate that it is recommended to develop an education program based on the four types of shared medical decision making so that health professionals can be provided with different approaches according to their decision making style.

  • 본 연구에서는 수질오염 관리 측면에서 유역의 취약성을 평가하고 우선 관리가 필요한 지역을 선정하는 기법을 수립하고자 한다. 수질은 다양한 요인에 의해 영향을 받기 때문에 오염의 취약성을 평가하기 위해 다기준 분석 기법을 적용하였다. 다기준 평가기법은 다양한 평가 항목이 포함되는 의사결정 문제에 유용하다. 연구 절차는 평가 항목 및 가중치 결정, 항목별 평가자료 구축, 수질오염에 대한 취약성 평가 후 수질오염 관리가 필요한 유역 선정의 단계로 구성하였다. 평가 대상은 814개 소유역이다. 평가 프레임워크는 오염원, 확산 과정, 수자원 현황의 3개 그룹으로 구성되며, 각 그룹에 대한 하위 평가 항목을 선정하였다. 오염원 그룹은 중앙 및 지방 정부에서 제공하는 오염원 조사 결과, 농업 분야 자료, 토지 사용 현황 등을 적용하였다. 확산 과정 그룹은 강우, 토지 피복, 토양 등의 데이터를 사용하였으며, 수자원 현황은 하천의 흐름, 수질 및 수생 생태계 현황 등이 반영되었다. 유역 단위로 모든 항목에 대하여 가중치를 반영한 점수를 집계하고 취약지역을 선정하였다.

  • As low altitude long-range artillery threat has been strengthened, the development of anti-artillery interception system to protect assets against its attacks will be kicked off. We view the defense of long-range artillery attacks as a typical dynamic weapon target assignment (DWTA) problem. DWTA is a sequential decision process in which decision making under future uncertain attacks affects the subsequent decision processes and its results. These are typical characteristics of Markov decision process (MDP) model. We formulate the problem as a MDP model to examine the assignment policy for the defender. The proximity of the capital of South Korea to North Korea border limits the computation time for its solution to a few second. Within the allowed time interval, it is impossible to compute the exact optimal solution. We apply approximate dynamic programming (ADP) approach to check if ADP approach solve the MDP model within processing time limit. We employ Shoot-Shoot-Look policy as a baseline strategy and compare it with ADP approach for three scenarios. Simulation results show that ADP approach provide better solution than the baseline strategy.

  • 수자원사업은 합리적이고 신뢰성 있는 의사결정이 필요한데 그동안 주로 경제성분석에 의존하여 왔다. 본 연구는 경제성분석위주의 기존 방법을 탈피하여 사업 필요성과 투자 타당성을 다양한 각도로 평가할 수 있는 합리적이고 객관적인 수자원사업 대안선정과 투자우선순위결정 방법을 도출하고자 하였다. 이를 위해, 대안 간에 동일한 기준으로 종합평가점수를 산정하여 우선순위를 결정할 수 있도록 다기준의사결정모형을 개발하였다. 적용결과는 취약성 기준에 큰 영향을 받으며, 정책적 기준, 경제성 기준의 순으로 분석되었다. 이는 전문가 설문에 의한 평가기준별 가중치의 영향으로, 수자원사업은 단순히 경제성 분석만으로 평가를 해서는 안 됨을 의미한다. 본 연구는 대규모의 예산이 투입되는 수자원사업에 대한 효율성과 취약지역에 대한 형평성을 제고하는데 기여할 수 있을 것으로 판단된다.
