Consensus Building Model of River Management Procedure (하천관리에 있어 의사합의 형성 모델)

  • 본 논문에서는 하천정비에 있어 구상, 계획, 설계, 사업, 운용 유지관리의 각 단계에 따른 대응에서 의사 합의 형성의 목적과 논의의 대상을 정하고, 객관적이며 합리적인 합의 형성 방법을 선택하는 모델로서 "안전", "이용", "환경" 이라고 하는 3요소 모델을 제안하고자 한다. 종래의 제도로써 계획의 절차, 환경평가, 행정소송, 의회제도에 새로운 대응으로써 공공사업의 구상 단계에 있어서 주민 참가 절차 등을 고려하고, 다양한 이해관계자의 의향을 조정하고, 원할한 합의 형성을 추진하면서, 대상 사업 등을 사회적으로 바람직하게 끌어가기 위한 합의 형성에 관한 종합적인 producer의 필요성을 논한다. 끝으로 이 모델에 의거한 4대강 정비사업에 대한 예비 전문가 그룹의 의사결정의 관점을 합의 형성 이론과 테크닉으로써 분석결과, 4대강 정비사업에 대하여는 3요소간의 우선순위가 "안전", "환경", "이용" 의 순으로 나타나고 있어, "이용" 에 우선순위를 둔 경부대운하 사업에 대한 시민들의 우려를 뒷받침하고 있다. 또, 전통적인 유역하천에 대하여는 "환경" 이 큰 비중을 차지하고 있어 시민의 환경에 대한 높은 관심을 표현하고 있다. 끝으로 이러한 새로운 패러다임을 파악하기 위한 3요소 모델의 의사합의 형성내용을 하천정비사업이나 관리에 적용하여 실현시키기 위하여 하천정비사업에도 "유니버설디자인" 수법의 도입을 제언한다.

Information Quality and the Relative performance Comparison between Individual and Group Decision-making (합의에 의한 잡음(noise)제거와 의사결정유형별 성과비교)

  • This study evaluates empirically differences of performance in the two types of the decision-making. There exist implied noises in the information but consensus mitigates or clears noises from available information in the decision-making process. Decision-making peformance depends on information quality. Therefore the higher quality information are used, the more peformance decision-makers have. The results of this study shows that group decision-making is better than individual in decision making performance. It indicates that consensus mitigates or clears noises in the information. As variant individuals, however, have different performance, individual decision-makers also have different ability in analyzing information.

A Consensus-Building Support System for Water Environment Governance Based on Multi-Criteria Decision Making (물환경 거버넌스를 위한 다기준의사결정 기반 합의형성 지원시스템)

  • In this study, we propose a consensus-building support system to engage various stakeholders, transparently disseminate information, ensure objective decision-making, and reflect the view of each stakeholder as a methodology or tool for resolving conflicts that may arise in the process of implementing water environment policies and plans. The system suggests ways to resolve issues by engaging all interested actors and not just a few influential groups of stakeholders imposing their solutions upon local users. The system provides an environment where stakeholders can find solutions to conflicts through their own efforts, mediating competing interests through the interactions such as negotiations and conciliation to reach a consensus. To verify the applicability of the proposed consensus-building support system, simulated role-playing albeit restricted was conducted on the case of the Hantangang Dam construction. The simulation validated that open discussions and negotiations with the local community or NGO by the government increased the efficacy of negotiations.

Collective Decision-Making and Trust in Legislative Politics The Realities and a Choice of the National Assembly in Korea (의회의 집합적 의사결정과 신뢰: 한국 국회의 현실과 선택)

  • Why the National Assembly of Korea shows the serious disagreements or arguments in its operation? Regarding the question, this study pays attention to the perceptual differences among the parties for the structure of collective decision-making in the National Assembly of Korea. In addition, this study asserts that deepens the conflicts and the distrust in it. To be more specific, this study discusses about the optimal model for collective decision-making in legislative politics based on Buchanan and Tullock's opinion about it. And then, the trust in legislature forms the basis that makes it possible to respect the will of majority and protect the right of minority. The main reason that can't make the collective decision-making optimally in the National Assembly of Korea is to fight each other without the consensus about it. In this vein, making the collective decision-making optimally and recovering the trust among the parties are necessary to adopt a more consensual system. It will be helpful to prevent the use of noninstitutional means like the outside struggles or physical resistances in the National Assembly of Korea.

  • 현실에서 실제 존재하는 문제들은 단일 목적이 아닌 다수의 목적들로 이루어지는 경우가 대부분이다. 수자원 분야의 저수지군 연계운영 경우 용수공급 부족량의 최소화, 저수량의 최대화, 발전량의 최대화, 그리고 수계외 유출량의 최소화 등의 다중목적들로 이루어지는데 저수량의 최대화와 발전량의 최대화처럼 서로 상충되는 목적들이 존재하게 된다. 따라서 저수지군 연계운영 효과를 극대화하기 위해서는 위와 같이 상충되는 목적들 간의 trade-off를 고려한 여러 대안을 도출하여 댐운영 의사결정자들 간의 협의를 통한 적절한 대안이 선택되어야 할 것이다. 이를 위해서는 자료의 공유가 필수적이며 각 의사결정자들의 요구사항 및 평가기준들이 합리적으로 수용되어야 할 것이다. 본 연구에서는 웹을 활용하여 의사결정자들에게 상충된 목적들에 대하여 실시간으로 대안을 제공하고 의사결정자들의 의사를 바탕으로 합의된 저수지군 연계운영 방안의 도출을 지원하는 웹 기반 다기준 그룹의사결정지원 모형을 구현한다. 합의된 해 선정을 위한 대안들은 CBITP(CHIM based Interactive Tchebycheff Procedure)를 활용한 다중목적 계획법에서 제시한 방안들을 이용하며 그룹의사결정은 PROMETHEE(Preference Ranking Organization Method for Enrichment Evaluation) 기법을 사용한다.

An Analysis of the Communication Patterns according to the Mathematical Problem Types in Small Group (소집단 문제해결 학습에서 수학 문제 유형에 따른 의사소통의 패턴 분석)

  • In the 21C information-based society, there is an increasing demand for emphasizing communication in mathematics education. Therefore the purpose of this study was to research how properties of communication among small group members varied by mathematical problem types. 8 fourth-graders with different academic achievements in a classroom were divided into two heterogenous small groups, four children in each group, in order to carry out a descriptive and interpretive case study. 4 types of problems were developed in the concepts and the operations of fractions and decimals. Each group solved four types of problems five times, the process of which was recorded and copied by a camcorder for analysis, among with personal and group activity journals and the researcher's observations. The following results have been drawn from this study. First, students showed simple mathematical communication in conceptual or procedural problems which require the low level of cognitive demand. However, they made high participation in mathematical communication for atypical problems. Second, even participation by group members was found for all of types of problems. However, there was active communication in the form of error revision and complementation in atypical problems. Third, natural or receptive agreement types with the mathematical agreement process were mainly found for conceptual or procedural problems. But there were various types of agreement, including receptive, disputable, and refined agreement in atypical problems.
