IT 거버넌스(Governance)는 IT 관련 의사결정에 있어서 기업 내부 주체들의 권한과 책임, 의사결정 조직체계와 프로세스, 의사소통 방법, 의사결정 실현 체계, 조정과 통제, 그리고 의사결정에 대한 사후 평가 등을 통틀어 일컫는 말이다. IT가 기업 경영의 필수 인프라로 인식되고, 기업의 경쟁력 제고의 핵심 역량으로 자리잡으면서 IT 거버넌스의 중요성은 점차커지고 있다. 본 연구에서는 국내 주요 대기업들의 IT 거버넌스를 분석하였다. 4개의 국내 대기업들에 대한 심층 인터뷰를 바탕으로, 이들 기업들이 어떤 조직 체계와 과정, 의사소통 체계, 그리고 성과 측정 방법 등을 가지고 IT 관련 의사결정을 하는지를 살펴보았다. 국내 대기업들은 IT 서비스를 전문적으로 제공하는 IT 서비스 계열사를 이용하여 IT 기능을 아웃소싱하고 있었으며, IT 관련 최종 의사결정은 IT 전문 조직이 아닌 비즈니스를 담당하고 있는 경영자들이 하는 것으로 나타났다. 국내 대기업들의 IT 서비스에 대한 계약과 성과 측정은 서비스 수준 협약을 통해 이루어지고 있었으며, 국제적으로 인정되고 있는 프로젝트 관리 방법론과 균형성과 기록표 등도 널리 사용하고 있었다. 이러한 연구는 국내 대기업 내의 IT 서비스 전문 기업들의 미래 역할 정립과 정부 기관이나 공기업들의 IT 거버넌스 체계 확립에 있어서 벤치마킹 근거로 활용될 수 있다. 또한 국내 대기업들의 IT 거버넌스 체계의 효율성 등을 측정하기 위한 기초 자료로 이용될 수 있다.

There are many stakeholder whose interests against the rest and lots of complex projects in Urban Regeneration. Moreover, there are various communication routes and complex decision making structure because the benefits among stakeholder are conflict. Eventually, the lots of decision making task and complex structure cause inefficiency and delay of Urban Regeneration business. This Is a basic study for establishing decision making governance which help efficient decision making in Urban Regeneration. This study was conducted follow process. Through the analysis the Urban Regeneration process and literature study of "Governance", we characterize the decision making of Urban Regeneration, and based on that character we founded "decision making governance composition". Finally we suggest the "Decision Making Governance System Concept in Urban Regeneration"

The purpose of this paper is to examine the IT governance decision structure of the four strategic modes of IT strategy grid, and compare and analyze the differences in the IT governance decision structure of companies that produce superior results and those that produce inferior results. The survey method was used for this paper, and data from a total of 209 companies that were listed on the KOSDAQ 300 and KOSPI 200 were used for the analysis. The results show that each mode has a different IT governance decision structure from the others, and the IT governance decision structure of companies with high results and those with low results are also different for each mode. The results of this paper are significant in that, for each mode, it presents the decision structure framework for promoting desirable behavior of companies carrying out IT governance.

최근 기업의 비즈니스 가치 증대를 위해 IT의 전략적 활용과 정보시스템과 비즈니스 프로세스간의 연계와 통합에 대해 중요성이 강조되고 있다. 이에 따라 다양한 IT 서비스와 자신들을 효과적으로 관리하기 위한 IT 거버넌스 개념 재정립의 필요한 시점이나, 학계와 산업계의 높은 관심에 비해 국내 기업의 실증적인 사례연구가 부족한 실정이다. 본 연구에서는 사례 연구를 통해 IT 거버넌스와 관련하여 현재 기업에서 수행 중인 의사결정 체계와 활동, 유형 및 결정 요인 등을 살펴봄으로써 IT 거버넌스 구축의 현주소 및 향후 활성화 요인을 제시하고자 한다. 비교 분석을 위해, 동일 산업군에서 매출액 규모가 유사하고 IT 투자율이 높은 국내 대기업 2개 업체를 선정하였으며, Structure, Process, Relational Mechanism 관점에서 관련업체의 IT 부서 주요 관계자들과의 인터뷰와 여러 내부 자료들을 활용하여 심층적인 사례 분석을 수행하였다. 'A'사와 'B'사의 IT 거버넌스 사례 분석을 통해 의사결정 메커니즘과 요인을 파악하고 이를 바탕으로 보편적인 적용이 가능한 의사결정 영역별 특성 및 구성요소를 구체적으로 제시함으로써, 향후 기업의 환경에 맞는 IT 거버넌스 체계 구축 및 Reference로서 활용을 기대한다.

To establish governance, which is rising as the new urban management system, it is significant to prepare Good-Local governance model that is proper to regional conditions and characteristics. This study analyzes changes in influence of governance participants appeared during the process in ecological park in Chungju Won-heung, using new methodology comparing ideal form and real condition regarding the influence of decision making, which is the key factor of governance. The result of this study showed that influence in participation of governance decision making improved gradually and this developed as Good-Local governance decision making by developing consultation regarding the new regional issue when it comes to operation and management. For further study, general model needs to be established through applying and analyzing suggested analysis method to various governance cases to evaluate the level of influence, which is the key component.

최근 기업들의 IT 의존도가 커지는 동시에 시스템 간과 비즈니스 프로세스와의 연계성 및 통합의 관점이 중요해짐에 따라 다양한 IT 서비스와 자산들을 효과적으로 관리하기 위한 IT 거버넌스 활동의 중요성이 대두되고 있다. 이러한 기업자원의 일원인 정보자산의 중요성이 증대되고 있는 반면에, 국내 IT 거버넌스의 활동에 대한 연구 및 사례가 부족하여, 국내 기업환경에 기반한 IT 거버넌스 연구의 필요성이 요구되고 있다. 본 연구의 목적은 IT 거버넌스와 관련된 다양한 활동들을 체계적으로 분석함으로써, 국내기업의 성공적인 IT 거버넌스의 구현 및 운영을 위한 향후 시사점과 발전방향을 제시할 수 있는 사례분석 프레임워크를 제시하여 국내 기업의 IT 거버넌스 현황 파악에 연구목적을 두었다. 본 연구를 통해 국내 기업의 IT 거버넌스 활동 의사결정 체계와 성공적인 IT 거버넌스 수행을 위한 시사점 및 활동방안을 제시하며 향후 IT 거버넌스를 파악하고 분석하기 위한 평가척도 및 Reference 역할로 활용하는데 그 의의를 두고 있다.

As increasing IT investments in corporate decision makers' locus move from application level to organizational level. However, many companies still don't have a structured IT decision makings architecture. According to existing IT governance research, although companies are included in similar environment, size, and industry they have a variety of IT governance modes because of not single contingency factor but multiple contingencies factors. The goal of this study is to suggest key IT activities and contingency factors which affect IT decision makings architecture based on existing IT governance studies, to develop an IT governance research model with multiple contingencies theory, and to articulate IT governance architectures of small or medium sized companies in Korea. Through extracting a desirable IT governance framework, our research is going to help to increase companies' value.

This study explores the IT governance structures of the Korean conglomerates. It investigates IT organization structures, decision making frameworks and processes, communication channels, implementation mechanisms, and performance evaluation methods around IT activities of the Korean conglomerates by analyzing four different cases. The results show that all of the conglomerates have an IT service firms as one of their subsidiaries, and all the subsidiaries in the conglomerates outsource their IT divisions to the IT service firms, The client firms in the conglomerates operate IT strategy and planning teams to coordinate their IT activities with their outsourcing partners. The IT governance archetype of the Korean conglomerates is found to be "business monarchy" because the client firms mostly make IT decisions. However, the IT service firms provide the information of IT trends and solutions to their clients, so the IT governance archetype of input framework for IT decisions can be "IT monarchy". In addition, the conglomerate which has the more centralized IT governance architecture appears to prefer the more integrated implementation mechanisms for IT decisions. The results of this study are expected to be used as a benchmarking model for the organizations which try to develop an effective IT governance structure.

조직 또는 기술경영에 대한 주요 의사결정(Directing)과 통제활동(Controlling)을 의미하는 거버넌스에 대한 중요성이 점차 부각되면서 조직에서의 정보기술 또는 정보보호 활동에 대한 거버넌스 표준과 블록체인 또는 인공지능 등 혁신적 디지털 기술에 대한 거버넌스 표준들이 속속 발표되고 있다. 본 고에서는 ISO/IEC JTC 1 SC 27에서 작업한 정보보호 거버넌스 지침(ISO 27014, 2nd 버전, 2020.12)과 ISO/TC 307에서 작업한 블록체인 거버넌스 지침(TS 23635, 2022,02)에 대한 주요 내용과 함께 국내에서 두 가지 거버넌스 체계를 구현하기 위한 과정에서 발견할 수 있는 이슈와 이를 해결하기 위한 과제를 제시하고자 한다.

In order to deal with uncertainty and conflicting interests in technological risk policy-making, various participatory decision-making models have been practiced. This participatory approach is an alterative to the traditional process of science and technology policy-making where scientific experts provide evidence and government officials make decisions. However, there still remain different opinions on who should play what kind of role in decision-making process. Therefore this paper examines the division of labour in the public deliberations for radioactive waste management policy carried out in the UK and Korea. It discusses the ways in which various actors are defined, and the rationales are employed for allocating actors to certain roles and participatory methods. In so doing, this paper unfolds the ways in which the participatory decision-making process for risk governance is delivered in real policy context. Similarities and differences revealed in the division of labour of two cases contribute to development of radioactive waste management policy and the policy instruments for risk governance.
