A Study on the Establishment of a Local Archive in Daegu Metropolitan City (대구광역시 지방기록물관리기관 설립 방안에 관한 고찰)

  • In the 1990s, the Korean government enacted the Act on the Management of Records in Public Institutions to produce and register records. Since then, through the revision of the act in 2006, it was wholly amended into the "Public Records Management Act," which presented significant changes with regard to the functions and roles from the former act. According to the new act, there are 17 metropolitan governments subject to the legal obligation of a local archive installation, but most of them are not planning for the establishment of local archives except Seoul and Gyeongsangnam-do in 2018. Therefore, this study surveyed 12 among the 14 record centers, which are the institutes that Daegu local archive will have managed, The current status of records management was analyzed, and records more than 30 years in the institutes were investigated.

  • The purpose of this study is to suggest a plan for which Medical Record Technician, who has main task as efficient creation and management of medical information, is changed successfully to health information manager in IT-based medical environment. According to this research objective, it carried out an analysis on future model(To-be) for being changed into health information manger in addition to analysis of the current situation for task as medical record technician. The subject materials of analyzing the present status included 1) state-exam subjects for medical record technician 2) qualification examination subjects for health information manger 3) analytical data of the current task for domestically medical record technicians 4) symposiums and educational topics for the recent 3 years in Korean Medical Record Association. Future-model(To-be) data included 'HIM Professional Roles in E-HIM (R)' suggested by AHIMA(American Health Information Management Association). Through a comparative analysis of these materials, a role of being needed currently medical record technicians' new entry was analyzed to be Business change manager, IT training specialist, Consumer advocate, Clinical alerts and reminders manager, and Enterprise application specialist.

Professional Job Perception and Its Related Factors among Medical Recorders engaged in General Hospitals (일부 종합병원 의무기록사의 직업전문성 인식도 및 그의 관련요인)

  • This study was conducted to the purpose of elucidating the factors affecting the professional job perception of the medical recorders working at general hospitals. The study subjects were 428 medical recorders working at general hospitals. The survey was conducted using a standardized self-administered questionnaire from September 1 to 30, 2015. As a results, the professional job perceptions of the subjects were significantly related to the group of lower age, lower educational level, the unmarried group than the married group, lower monthly income, lower BMI, lower job position, dissatisfaction in work, unfit to the job, considering quit the job, irregular exercise, irregular eating breakfast, lower perception on socioeconomic status of medical recorders, lower perception on socioeconomic status of oneself, and lower future status of medical recorders. In particular, hierarchical multiple regression analysis showed that the sociodemographic characteristics and the job related characteristics is highly correlated with the professional job perception. In conclusion, it suggested that the professional job perception of medical recorders was significantly related to the sociodemographic characteristics and the job related characteristics.

  • This study proposes new protocol protecting patients' personal record more safely as well as solving medical dispute smoothly by storing the record not into a computer server in hospitals but into the National Health Insurance Corporation computer server. The new protocol for electronic medical record is designed using RSA public key algorithm and DSA digital signature. In addition, electronic medical record systems are built up with more safety and reliability through certificate authority. The proposed medical information systems can strengthen trust between doctors and patients. If medical malpractice occurs, the systems can also provide evidence. Furthermore, the systems can be helpful to reduce medical accidents. The systems could be also utilized efficiently in various applied areas.

  • 현재의 전자의무기록 시스템은 타 병원에서 진료를 볼 때, 중복 검사를 피하기 위해서는 기존 병원에서 검사 또는 진료 기록을 받아 제출해야 하는 번거로움이 있다. 이에 본 논문에서는 기존 시스템의 클라우드화를 통해 타 병원 진료 시 비용과 시간 단축이 예상되며, QR코드를 주민등록증 대신 사용하여서 주민등록번호 노출과 주민등록증 위변조를 통한 불법적인 활용이 불가하다고 생각한다.

Development of educational programs for managing medical information utilizing medical data generation and analysis techniques (의료 데이터 발생과 분석기술을 활용한 의료정보관리 교육용 프로그램 개발)

  • This study has developed a medical information management educational program that can improve the management ability of medical information. The educational medical information management program was developed for 8mnths uing VB. The database utilized the ACCESS Database, which allows learners to easily understand and understand the structure of the data. The learners enter data in the discharge analysis and the cancer registration program and the incomplete program after analyze the medical records. After entering and saving data, medical information management programs can be used to understand and analyze the structure of the database to generate medical information. The educational programs can improve the ability of learners to manage medical information by extracting the necessary data from the database directly through SQL and creating various medical information. However, although the medical information management program is an educational program, there is no evaluation system for the learners program operation. Accordingly, the next studies should develop the assessment system of the medical information management program for learners evaluation.

Job Satisfaction and Relating Factors of Medical Record Technicians Working in General Hospitals (일부 종합병원 의무기록사의 직무만족도와 관련요인)

  • This study has been conducted for the purpose of elucidating the factors that are affecting the job performances and how this factors have affected the satisfactory of medical record technicians working at general hospitals in south Korea. This study had 428 participants from 60 general hospitals, located in Seoul and 4 different metropolitan cities such as Incheon, Daegu, Gwangju and Daejeon. This study was performed through using the standardized self-administered questionnaires As a result, the job satisfaction had a significant relationship with the participants monthly income, age, position of the job, BMI, satisfactory in performances, consideration of changing the career, having a breakfast regular exercises, and having a perception on socioeconomic status of oneself. Particularly, the hierarchical multiple regression analysis had shown that possessing the appropriate characteristics that are required in that field of career had a high correlation with the job satisfactory. In the future, this study suggests that need of appropriate interventions of work-related characteristics are required in order to improve the job satisfaction of medical record technicians.

Design and Implementation of Electronic Medical Record System Based on HL7-CDA for the Exchange of Clinical Information (임상 정보교환을 위한 HL7-CDA 기반의 전자의무기록 시스템의 설계 및 구현)

  • For the sharing and exchange of information between medical clinics, the clinical document has to be built on a standardized protocol such as a HL7-CDA. But it is difficult to exchange information between medical clinics because clinical document such as electronic medical record that include text and image, have different structure of document and type of expression. In this paper, we propose the electronic medical record system based on HL7-CDA that can share and exchange clinical information between medical institute. For this purpose, we have to design the schema of the clinical document architecture after we select the essential items of medical record and define templates. The proposed system can minimize integrating process and save parsing time when clinical information exchange and refer, by converting electronic medical record to base64 encoding scheme and integrate it in a XML document.

  • Electronic medical records in the hospital information system are the important evidence related to the crime and are subject to search and seizure. In the case of a large general hospital, it is possible to search for seizures through cooperation of the staff, but it is impossible in small hospitals. The investigation agency copies the database of electronic medical records and then selects relevant content. This approach has an issue of excessive search and seizure. In this paper, we propose field selection procedures and methods for electronic medical records while ensuring integrity, reproducibility, and chain of custody. Currently, it is necessary to study the procedures and methods of search and seizure of medical information system so that it can respond to next changing cloud hospital information system.
