Purpose: Global collaboration to accelerate development and equitable access to COVID-19 tests, treatments, and vaccines was launched with the name of the Access to COVID-19 Tools Accelerator (ACT-A), and this initiative owes its expertise to the lessons learned of the global health organizations. To date, the comprehensive mechanisms and potential effects of the initiative remain largely unknown. Methods: This study reviewed the programs of Gavi, the Global Fund, Unitaid, and ACT-A, which mitigating barriers to greater use of health technology with an analytic framework. Results and conclusion: The study findings are as follows. First, programs to alleviate the absence of necessary technology include the International Finance Facility for Immunization and Covax Facility. Second, Pooled Procurement Mechanism and Accelerated Order Mechanism are examples of mitigating the inability to access technology. Third, programs to overcome reluctance to adopt accessible technology include health system strengthening efforts such as the capacity-building health workforces. Further actions of Korea are needed to collaborate with the initiatives to enhance health outcomes.

건강에 대한 관심이 날로 늘어나고 있고, 이러한 욕구를 충족시켜주기 위해 여러 가지 건강강좌나 건강기구, 건강식품 등등이 날로 늘어나고 있다. 그러나 그 내용이 충실한 경우는 극히 드문 것 같고, 일부 강좌의 경우 단순한 지식 전달에 그치고 마는 것이 현실이다. ‘82년 개설되어 올해로 9년째를 맞이하는 국립의료원 당뇨병 클리닉의 당뇨병 교실(실장 · 유형준 박사)은 이러한 현실 속에서 꿋꿋하게 당뇨인의 관리를 위한 철저한 교육을 실시해 왔다. 총 2만 9천여 명이 이 교육을 받았고, 다른 기관 당뇨병 교실의 모범이 되고 있을 뿐 아니라 당뇨 환자들의 자가관리에 많은 도움을 주어온 국립의료원의 당뇨병 교실을 찾아 가 운영방법, 교육내용 등을 알아봤다.

Electrically operated hospital bed and operating table are useful devices to care patients and to keep postures of them in medical treatment. However they have the risk of physical injury due to various functions and mechanisms consisting of them. In this paper we propose particular requirements for the safety and test methods of electrically operated hospital beds and operating table classified into medical devices. Each items are developed based on international standards. The results of this study can be used for developing internationally harmonized standards for the approval of Korea Food and Drug Administration (KFDA).

The hip joint device is an important immobilization device for internal rotation in the diagnosis of bone density test, microfracture, and arthritis. These fixing mechanisms have limitations in maintaining reproducibility due to the use of Velcro. In this study, we developed an improved hip joint device and evaluated its usefulness. For 30 students enrolled in the Department of Radiology, we evaluated the reproducibility through medical imaging and the time required for positioning by applying the conventionaling and improved device. Changes over time were also evaluated. As a result, compared to the conventional device, the improved device showed a 32% reduction in positioning time and improved reproducibility by about 6.2 times. As for the amount of change over time, the positioning time increased in the conventional device, but decreased in the improved device, and the reproducibility of the conventional device was lower than that of the improved device. Through this, it can be said that the use of the improved device improved the image quality and reduced the radiologist's workload.

ZrN 코팅은 TiN과 특성이 유사한 옅은 금색의 질화 박막이나 내식성이 우수하여 의료용, 자동차 부품, 항공부품, 장식용으로 적용되고 있다. 스테인레스계 의료용 기구나 생활기구의 항균성 기능이 부여된 표면처리는 아직 널리 보급되고 있지 않아 장식성과 내부식성이 뛰어난ZrN 박막에 구리를 함유시킴으로서 항균성의 변화를 관찰하고자 하였다. 진공 아크 이온플레이팅 방법으로서 ZrN을 성장시키면서 스퍼터링법에 의하여 Cu를 함유시키는 방법으로 실험을 실시하였다. 기재는 SUS 304를 사용하였고, 공정온도 $400^{\circ}C$에서 질소분압 1-5 Pa, 아크전류 90 A의 조건에서 Cu 스퍼터링 타겟의 전류를 1-7A 까지 변화하여 구리함유 ZrN 박막을 합성하였다. 구리 함류량에 따른 XRD를 통한 결정구조분석과 SEM/EDX를 통한 성분변화분석을 실시하였다. 구리함유 박막에 대해서 시간에 따른 대장균을 성장을 분석하여 기재인 SUS304, ZrN, 구리 함유 ZrN에 대한 대장균 항균성을 조사하였다.

Construction and operation of Germ Free Pigs' facilities are very expensive because pigs' rooms and other major rooms of the facility require germfree environments. Especially, running the HVAC system of aseptic facilities requires a lot of expenses. However, proper location and efficient shape of outlets/inlets for the ventilation of the room can reduce the excessive running cost. In order to do that, this study proposes alternative location and shape of ventilation outlets/inlets to the existing design pattern in germfree pigs' room. The design condition of this study is the maintenance of adequate temperature(24$^{\circ}C$, $NH_3$concentration level(below 1.5 ppm), and air stream speed(below .25m/sec) in the pigs' room for the summer and the winter together. As the Software Program, FLUENT(Ver. 6.2) has been used for the analysis of proposed ventilation patterns. In conclusion, wall inlets and ceiling inlet/outlet are advisable in summer, wall inlets and ceiling outlets is advisable in winter. As far as the shape is concerned, diffuser type for the ceiling outlet is desirable.

본 연구는 1998년에서 2003년 기간 동안의 통계청의 도시가계 원시자료를 활용하여 담배수요와 보건의료수요와의 가격탄력성을 추정하였다. 도시흡연기구의 월별지출에 각 년도의 가격지수를 일치시켜 선형 점근 준이상수요체계를 추정한 결과 담배가격인상이 보건의료수요에 분명한 부의 영향을 주는 것으로 나타났다. 구체적으로 담배의 가격탄력성은 -0.39 보건수요의 가격 탄력성은 -0.96으로 추정되었다. 특히 담배가격인상에 따른 보건수요의 교차 가격탄력성이 -0.32로 추정되어 담배가격의 두 배 인상에 따른 보건의료비의 감소율이 32%나 되는 것으로 파악되었다. 이상의 연구결과는 향후 담배가격 인상정책의 타당성 및 흡연감소에 따른 장 단기 편익산출에 기초 자료를 제공하게 된다. 즉 정부의 지속적인 담배가격인상은 국민건강에 엄청난 유익함으로 나타나게 될 것임을 암시하고 떠 2010년 까지의 국민건강증진목표의 달성에 구체적인 정책방향을 제시하고 있다.
