As the digitization of maps in Korea has been completed in 1998, local governments begin to apply digital maps for their administrative convenience. In applying GIS to local administration, there are some important aspects to be considered such as technical aspect, organizational aspect and data managerial aspect. Using surveys to local governments, the study examines the implementation factors such as leadership, GIS organizational settings, human and financial resources, and education programs which are related to the applications of GIS to local governments in Korea. As a conclusion, the study proposes that organizational and human factors be combined harmoniously with technical factors from the beginning stage of GIS installation for the successful implementation of GIS applications to local governments.

Geographic Information System(GIS) deal with data which can potentially be useful for a wida range of applications. However, the information needs of each application usually vary, specially in resolution, detail level, and representation style, as defined in the modeling phase of the geographic database design. To be able to deal with such diverse needs, the GIS must after features that allow multiple representations for each geographic entity of phenomenon. This paper addresses the problem of formal definition of the objects and their relationships on geographical information systems. The geographical data is divided in two main classes: geo-objects and geo-fields, which describe discrete and continuous representations of spatial reality. I will study the classes and the roles of relationships over geo-fields, geo-objects and nongeo-objects. Therefore, this paper will contribute the efficient design of geographical class hierarchy schema by means of formalizing attribute-domains of classes.

지리정보시스템은 지리적으로 관련된 정보를 효율적으로 저장, 변경, 관리 및 분석을 위한 시스템으로서 하드웨어, 소프트웨어, 지리 데이터 등으로 구성되어 있다. 지리정보시스템은 일반적인 데이터베이스의 연산과 공간정보를 이용한 분석 기능을 통합한 시스템으로서 응용 범위 또한 매우 다양하다. 이 논문에서는 지리정보시스템의 2차원 및 3차원 질의 처리를 위한 2차원 및 3차원 공간 질의어, 그 질의처리 및 최적화에 대해 보인다.

Nowadays, spatiotemporal data models deal with objects which can be potentially useful for wide range applications in order to describe complex objects with spatial and/or temporal facilities. However, the information needed by each application usually varies, specially in the geographic information which depends on the kind of time oriented views, as defined in the modeling phase of the spatiotemporal geographic data design. To be able to deal with such diverse needs, geographic information systems must offer features that manipulate geometric, space-dependent(i.e, thematic), and spatial relationship positions with multiple time oriented views. This paper addresses problems of the formal definition of relationships among spatiotemporal objects and their properties on geographic information systems. The geographical data are divided in two main classes : geo-objects and geo-fields, which describe discrete and continuous representations of the spatial reality. I study semantics and syntax about the temporal changes of attributes and the relationship roles on geo-objects and non-geo-objects, This result will contribute on the design of object oriented spatiotemporal data model which is distinguishied from the recent geographic information system of the homogeneously anchored spatial objects

지리정보 시스템에 기반한 응용 시스템 개발에 있어 필수적인 기능으로 지도작성, 데이타 관리, 해석 기능 외에 지식 표현 및 추론 기능을 들 수 있다. 본 논문에서는 지식베이스 관리 및 연역 추론 기능을 갖는 지식기반 지리정보 시스템의 개발과 연역 기능을 활용한 시스템 기능 확장에 대하여 논한다. 본 시스템에서는 사용자 인터페이스(Visual Basic), 지리정보 시스템(ArcView, ArcInfo), 추론 시스템(Eclipse)을 상호 밀결합 방식으로 결합, 구현하였으며, 각 서브 시스템은 서로 중간 파일 시스템의 사용없이 데이타 및 명령어의 전송 및 공유가 가능하다. 또한 사용자는 사용자 인터페이스를 통하여 개개의 서브 시스템을 인식하지 않고 단일화된 환경하의 작업이 가능하다. 시스템의 연역 기능은 일반적으로 거론되는 지식베이스 관리, 의사결정 지원 기능 외에도 사용자 환경개선, 복합 공간 객체의 표현, 공간질의 연산자 구현 등의 시스템 기능 확장에 활용될 수 있다. 특히 본 시스템에서는 사용자 환경 개선에 초점을 맞추어 사용자가 정보의 내부 구조나 문제 영역, 명령어 사용 방법 등을 잘 알지 못하더라도 유용한 정보를 얻도록 지원, 유도하는 협력질의 응답 기능과 명령어 자동 생성 기능을 제공한다. 또한 본 논문에서는 이들 방식을 이용한 두가지 응용 시스템(여행정보 시스템, 환경관리 시스템)의 구현 예를 들어 본 시스템의 실용성과 유용성을 보인다.

It is generally found that geography majors' progression in society has a very limited scope in Korea and this is one of the causes of lessening geographers' job market. As an attempt to draw a solution to this problem, this paper, by a close examination of the French case, tries to discuss the possibility of geographers' participation in the public sector. Geographers' participation in political and social issues has long history. They acted as providers of geographical knowledge on human and physical features of the world and also as counsellors for effective administration and politics. French geographers evaluate that it is the characteristics of geography that enable geographers to progress into the public sector. They also perceive that such fields as regional development, environment, economy, tourism, international politics are possible ones for geographers. Some implications can be drawn from this case study to extend geographers' participation in the pubic sector in Korea; it is required to sustain open mind to every field of social sciences, to improve specialized as well as generalized knowledge on geographical features, and to provide practical knowledge on spatial analysis and management.

최근 차세대 이동통신서비스로 부각되고 있는 위치기반서비스 응용의 핵심기술로 지리정보서비스에 대한 관심이 증가하고 있으며, 처리능력, 저장공간, 디스플레이, 데이터통신 환경에서 제한적인 환경을 가진 이동 컴퓨팅 환경에서 지리정보를 효율적으로 처리하기 위한 지리정보서비스 모델에 관한 연구 및 개발이 이루어지고 있다. 본 논문에서는 이러한 이동 컴퓨팅 환경에서의 효율적인 지리정보 서비스를 위하여 방대한 용량의 지리정보를 경량화한 지리정보 데이터 모델과 지리정보와 웹이나 웹 서비스와의 연결을 이용한 지리정보서비스 모델을 제안한다.

지리정보시스템은 이미 우리 생황의 많은 분야에서 활용되고 있으며, 점차 그 활용 범위가 확대되어 가고 있다. 이러한 지리정보시스템을 WWW 환경에서 구축함으로써 웹 브라우저만 있으면 누구나 쉽게 지리정보시스템을 접할 수 있게 되었다. 본 논문에서는 지리정보시스템과 같이 많은 데이터를 처리하기에는 속도상의 문제가 발생할 수 있기 때문에, 이를 해결하기 위한 방법으로 Client/Server 설계, GIS-Engine 설계, 위치 검색 시스템 설계, 수직 분할 구조의 설계 등 Web 기반의 지리정보시스템의 설계 기법을 고찰해 보고, 이들 설계 기법을 이용한 관광지리정보시스템을 설계해 보았다. 앞으로 계속된 연구를 통하여 이를 구현하여 Web-GIS를 관광분야에 활용할 수 있도록 할 것이며, Web-GIS가 단지 지리정보의 검색시스템으로 한정하지 않고 응용 범위를 확대하여 다양한 분야에서 활용될 수 있도록 노력하겠다.
