해사노동협약의 최소휴식시간 적용 실태 연구

  • 해사노동협약이 2013년 8월 20일부로 발효되었다. 해사노동협약의 여러 규정들 중에 최소휴식시간 규정은 선원의 근로조건과 직결되는 사항이기도 하며 선주의 비용적 측면에서도 중요한 사항이다. 본 연구에서는 국내에서 최소휴식시간 규정이 어떻게 적용되고 있는지를 실제 선박에 승선하고 있는 선원들을 대상으로 설문을 시행하여 208명의 응답을 분석하였다. 응답자의 80% 이상이 국제항해에 종사하는 선원이었으며 설문결과 73% 이상의 선원이 해사노동협약에 대한 이해도를 어느 정도 가지고 있었다. 그러나 70% 정도의 응답자가 최소휴식시간 규정이 준수되지 않고 있다고 응답하였으며 그러한 이유로 바쁜 선박일정과 이로인하 과도한 업무부하를 지적하였다. 그럼에도 응답자의 90% 이상이 최소휴식시간규정 미 준수에 대한 보상은 거의 이루어지고 있지 않다고 응답고 근무시간도 실제로 작성하기 보다는 관련 검사를 통과하기 위해서 실제와는 다르게 축소하여 작성하는 경우가 90% 이상 이었다. 이러한 문제점들에 대한 해결하는 방법으로 해사노동협약에서 언급하고 있는 선원불만 고충처리 제도를 활용한 경우는 4%에 불과 했다. 전체적으로 국내 선원들은 최소휴식시간과 관련된 규정과 이의 적용에 대해서 매우 부정적인 생각을 가지고 있는 상황이었고 선원들은 이에 대한 해결 방안으로 승무정원 증가, 선원노조의 충실한 역할, 선주의 인식 변화 등을 제시하였다.

Model Estimation and Precise Position Control of an Antagonistic Actuation with Pneumatic Artificial Muscles (공압형 인공근육을 이용한 상극 구동의 모델 추정 및 정밀 위치제어)

  • This paper presents a frequency-response test performed on an antagonistic actuation system consisting of two Mckibben pneumatic artificial muscles and a pneumatic circuit with pressure valves. Varying switching frequency to pressure valves from 0.1 Hz to 5 Hz, parameters of a linear model were estimated optimally to predict dynamic characteristics of the antagonistic actuation. A model-base control scheme with estimated parameters was built for the precise trajectory tracking of the antagonistic structure and realized on a reconfigurable embedded control system, CompactRIO. Experimental results showed that the proposed model-based control scheme gave good performance in trajectory tracking comparing with a PD control scheme when square wave and sinusoidal wave were given as references to follow.

  • 최근 컴퓨터 게임에 등장하는 NPC(Non-player Character)에 각종 인공지능 기법을 적용하는 연구들이 이루어지고 있다. 하지만 대부분의 연구가 플레이어를 상대하는 적대적 입장의NPC들의 움직임 조절에 초점을 맞추고 있고 아직까지 게임 상에서 등장하는 모든 NPC는 항상 같은 말과 비슷한 행동을 되풀이하는 모습만을 보여주고 있다. 이는 플레이어가 게임을 비현실적으로 느끼게 만들고 결과적으로 게임의 재미를 저하시키는 요소로 작용한다. 플레이어에게 보다 현실적인 게임 환경을 제공하기 위해서는NPC가 단순히 게임의 배경을 구성하는 오브젝트가 아니라 다양한 대화를 통해 플레이어에게 많은 영향을 주게 하여 게임의 기여도를 높여주어야 한다. 본 논문에서는 이를 위해 게임 속에서 주어지는 퀘스트를 구성하는 NPC, 몬스터, 보상 등의 속성 정보를 온톨로지화 하고, 인터넷에 존재하는 게임 커뮤니티에서 퀘스트 질의/응답 게시판의 글을 추출하여, 플레이어의 관련 질의에 응답하는 NPC를 구현하고자 한다. 이를 위해 온톨로지 정보를 이용한 검색 알고리즘을 구현하였고,시뮬레이션을 통해 NPC가 커뮤니티 게시글 정보를 이용하여 유저에게 고정되지 않은 다양한 메시지를 전달하면서 동시에 유저의 게임 진행을 도와주는 모습을 확인하였다.

  • An MRAC-based adaptive current control scheme of an AC servo motor is presented for the performance improvement of a servo drive. Although the predictive current control is known to give ideal transient and steady-state responses, its steady-state response my be degraded under motor parameter variations. To overcome such a limitation, the disturbances caused by the parameter variations will be estimated by using an MRAC technique and compensated by a feedforward control. The proposed scheme does not require the measurement of the phase voltage unlike the conventional disturbance estimation scheme using observer. The asymptotic stability is proved. The proposed scheme is implemented using DSP TMS320C31 and the effectiveness is verified through the comparative simulations and experiments.

Study on the Recognition of Brucellosis for Rural Residents (일부 농촌지역 주민의 브루셀라증 인지도)

  • Objectives: This study was conducted to understand the recognition on brucellosis in rural communities and to apply the results to counterplan for brucellosis control and prevention. Methods: The authors conducted a questionnaire survey from September 8 to 13, 2004 among the residents in 2 rural communities: 507 people at Gigye-myeon and 521 people at Buk-myeon. The authors developed a questionnaire which investigated age, gender, general recognition of brucellosis, status of cattle breeding, compensation for loss due to brucellosis and so on. Results: The study group contained 195 (19.0%) stock breeders (veterinarians and cattle merchants were included) and 833 (81.0%) non-stock breeders. For the question, 'Have you ever heard about brucellosis or do you know about brucellosis?', 283 respondents (27.5%) replied affirmatively. For the question, 'Do you know that pregnant women who suffer brucellosis may have a miscarriage?', 98 respondents (35.1%) replied affirmatively. For the question, 'Have your cattle ever aborted or calved a premature calf?', 28 respondents (14.9%) replied affirmatively. For the question, 'Have you ever handled an abortus or a premature calf with your bare hands?', 10 respondents (5.3%) replied affirmatively. For the question, 'Do you know that the government compensates for slaughter loss due to brucellosis?', 46 respondents (25.0%) replied affirmatively. Conclusions: Many people were ignorant about brucellosis. Therefore, their ignorance must be corrected by a publicity campaign. Some stock breeders handled the cattle abortus with their bare hand. Stock breeders must wear protective equipment during working. The authors expect that this study will assist in establishing both a safe cattle breeding environment and preventive strategies for diminishing the incidence of brucellosis.

Design and Implementation of Recurrent Time Delayed Neural Network Controller Using Fuzzy Compensator (퍼지 보상기를 사용한 리커런트 시간지연 신경망 제어기 설계 및 구현)

  • In this paper, we proposed a recurrent time delayed neural network(RTDNN) controller which compensate a output of neural network controller. Even if learn by neural network controller, it can occur an bad results from disturbance or load variations. So in order to adjust above case, we used the fuzzy compensator to get an expected results. And the weight of main neural network can be changed with the result of learning a inverse model neural network of plant, so a expected dynamic characteristics of plant can be got. As the results of simulation through the second order plant, we confirmed that the proposed recurrent time delayed neural network controller get a good response compare with a time delayed neural network(TDU) controller. We implemented the controller using the DSP processor and applied in a hydraulic servo system. And then we observed an experimental results.

Servo Control of Hydraulic Motor using Artificial Intelligence (인공지능을 이용한 유압모터의 서보제어)

  • In this paper, we propose a controller with the self-organizing neural network compensator for compensating PID controller's response. PID controller has simple design method but needs a lot of trials and errors to determine coefficients. A neural network control method does not have optimal structure as the parameters are pre-specified by designers. In this paper, to solve this problem, we use a self-organizing neural network which has Back Propagation Network algorithm using a Gaussian Potential Function as an activation function of hidden layer nodes for compensating PID controller's output. Self-Organizing Neural Network's learning is proceeded by Gaussian Function's Mean, Variance and number which are automatically adjusted. As the results of simulation through the second order plant, we confirmed that the proposed controller get a good response compare with a PID controller. And we implemented the of controller performance hydraulic servo motor system using the DSP processor. Then we observed an experimental results.

  • The active noise cancellation system offers a better low frequency performance with a smaller and lighter system compared to a passive one. This paper presents an active noise control system capable of reducing the noise in a helmet after attenuating the external noise using the helmet as the passive noise reduction system, which consists of a controller for inverting and compensating the phase delay, a microphone for picking up the external noise, and a loudspeaker for radiating the acoustic anti-phase signal to reduce the external noise. In this paper, external noise can be reduced by noise controller by compensating the phase difference to be 180°in the frequency of maximun value in the amplitude response. The noise of the phase delay covered from 50°to 310°was reduced in this system and it is possible to obtain a noise reduction of up to approximately 20 dB at the ears in the enclosure.

  • This paper deals with supercapacitor energy storage system for the compensation of the slow response characteristics of a fuel cell generation system for grid connection. A bidirectional dc/dc converter is used for the charging and discharging of the supercapacitor. The conventional converters use additional clamping circuit, etc. to reduce a voltage spike at the instant of switching and to provide wide range of soft switching. The proposed method provides simplified hardware implementation without any clamping circuit, and soft switching condition for both charging and discharging mode with proper switching patterns. The usefulness of the proposed scheme is verified through simulation and experimental results with 1 kW system.

Dynamic Characteristics of Spacer Grid Impact Loads for SSE (안전정지지진에 대한 Spacer Grid 충격하중의 동특성)

  • This paper investigates the dynamic characteristics of spacer grid impact loads and the effects of variations in the amplitude and frequency of the core plate motions on the resultant impact loads. A model of the longest row (15 fuel assemblies) across the core is analyzed using the input motions generated from safe shutdown earthquake. Input excitations consist of time history motions applied to the core support plate, fuel alignment plate and core shroud. The responses are determined for a set of four parameter runs with respect to the amplitude and frequency changes. Spacer grid impact loads and normalized input values for all cases are presented. The results show that changing the natural frequency has negligible effect but changing the amplitude of the input motions has a significant effect on the grid impact loads Therefore, time history analysis is not necessary for a shifted case to get the core responses under the seismic excitation.
