Quasi-fiscal Activities of the Bank of Korea (한국은행의 준(準)재정활동)

  • Quasi-fiscal activities (QFAs) refer to those activities that public corporations carry out to achieve policy objectives of the government. QFAs often lead to the understatement of the government involvement in the economy and the overstatement of its financial balance, thereby lowering fiscal transparency and hiding fiscal risks. Central banks, as public corporations, perform various QFAs in many countries. I define QFAs in this case as those activities that are not directly related to the intrinsic function of central banks, whose responsibility lies in the administration of monetary policy and the provision of banking services for the government and commercial banks. In Korea, the Bank of Korea (BOK) has been an active source of QFAs. Of particular importance are the policy loans to commercial banks to promote their lending to small- and medium-sized enterprises and others. The outstanding stock of policy loans increased rapidly in the aftermath of the recent economic crisis, and stood at 7.6 trillion won (20 percent of the reserve money) at the end of 2002. Another important QFA by BOK stems from the transfer of part of its profits to the central government. The accumulated transfer during 1998-2002 amounted to 9.9 trillion won. My calculation shows that if these and other QFAs had been carried out by the government as explicit fiscal activities, the consolidated central government financial balance would have been below the actual balance by about 0.5 percent of GDP in each year since the economic crisis. It is suggested that the QFAs by BOK be reduced in coming years not only to enhance fiscal transparency but also to expand the flexibility of BOK's reserve management. Abolishing policy loans and minimizing transfers to the government would be the first step in this direction. BOK should also consider paying interest on the government deposit held in BOK.

  • 본 연구는 우려나라 기업집단(企業集團)의 비용함수분석(費用函數分析)을 통해 제조업과 금융업간의 기술적 생산조건을 규명함으로써 제조산업(製造産業)과 금융업겸영(金融業兼營)의 효율성여부를 분석하고, 앞으로의 바람직한 금융소유지배규제정책방향(金融所有支配規制政策方向)을 모색하고 있다. 기업집단의 비용함수분석결과에 의하면 비금융제조업(非金融製造業)과 증권업(證卷業)간에는 범위(範圍)의 경제(經濟)(상호효율증진효과(相互效率增進效果))가 있는 반면 제조업(製造業)과 은행업(銀行業)이나 기타금융업과(其他金融業)의 사이에는 그런 관계가 부재(不在)하며, 우리나라 기업집단(企業集團)들은 평균적으로 규모가 과대하여 비효율(非效率)을 초래하고 있는 것으로 관찰되고 있다. 앞으로 우리 경제(經濟)의 개방화(開放化)와 금융자율화(金融自律化) 그리고 세계경제(世界經濟)의 통합화(統合化)가 진전됨에 따라서 제조업(製造業)과 증권업(證卷業)의 겸영(兼營)및 소유지배관계(所有支配關係)는 지속강화(持續强化)되겠지만 제조업(製造業)과 은행업(銀行業)과의 관계는 오히려 그 연계(連繫)가 약화(弱化)되며, 기업집단(企業集團)의 평균규모도 축소조정(縮小調整)될 것으로 전망된다. 이에 따라 장기적으로 금융소유규제정책(金融所有規制政策)은, 우선은 은행업과 제조업간의 소유지배를 허용하든 금지하든 어느 경우나 뚜렷한 자원배분(資源配分)의 왜곡(歪曲)이나 효율증진효과(效率增進效果)가 나타나지는 않기 때문에, 정부가 특정 소유구조를 강제하기보다는 은행(銀行)이나 기업(企業)들이 자체판단(自體判斷)에 의해 최적소유구조(最適所有構造)를 결정(決定)하도록 하되, 특정 소유지배관계(所有支配關係)의 형성이 금융산업 및 경제내에 경쟁저해적(競爭沮害的) 효과(效果)를 초래하지 않도록 하는 경쟁정책적(競爭政策的)차원에서 접근(接近)하는 것이 바람직할 것으로 판단된다. 그리고 소유집중(所有集中)에 따른 은행(銀行)의 안전(安全) 건전성(健全性) 저해효과(沮害效果)를 방지하기 위해서는 동일인(同一人) 여신한도(與信限度)의 엄격한 운용(運用) 등 건전감독기능(健全監督機能)을 보강해야 할 것이다.

A Public Choice Study on the Use of the Central Bank's Reserved Profits: An Experimental Approach Through 61 Countries' Data (중앙은행 적립금의 운용에 관한 공공선택이론적 연구 - 61개국 자료를 이용한 실험적 접근 -)

  • Although various publicly reserved funds have recently come to the fore of academic and policy-making attention in Korea, researchers rarely take up the issue of the reserve fund retained from annual profits by the central bank (i.e., the Bank of Korea). Starting with the general public choice premise that bureaucrats seek to maximize their discretionary budget, this paper first provides a theoretical reasoning why central bank's bureaucrats would prefer retaining annual profits to turning them to the Treasury. The major tenet to be emphasized is that retained profits as a reserve fund can give the central bankers discretionary power in their disposition. In particular, we focus on the close relationship between the reserve fund and the discount windows. The latter, as a monetary instrument, has traditionally been demonstrated to cause secrecy, arbitrariness, and other bureaucratic amenities in the previous literature. Subsequently, this paper, based on 61 countries data, empirically verifies that the central bank's reserve fund is at least partially used to additionally increase the discount windows. Since an excessive use of discount windows results in inflationary bias, we conclude the paper with some policy suggestions to have such bureaucratic power of discretion in check. This paper, if in its experimental nature yet, is expected to shed a critical implication for establishing the meaningful independence of the central bank to a host of countries.

Impacts of Population Aging on Real Interest Rates (인구 고령화가 실질 금리에 미치는 영향)

  • Since the mid-1990s, Korea has been aging rapidly. At the same time, real interest rates have declined sharply. This paper studies whether population aging has contributed to the real interest rate decrease in Korea. We first present empirical evidence that increases in life expectancy and the old-age-dependency ratio, and a fall in population growth, i.e., the population aging, decrease real interest rates. Then we calibrate a life-cycle model to capture the features of the old-age-dependency ratio and population growth in Korea, and show that population aging accounts for about one third of the fall in real interest rates between 1995 and 2018. Furthermore, according to simulation results, increased life expectancy is more important than decreased population growth in affecting the real interest rate decrease during the period.

Determinants of a Firm's Exit from Exporting: Evidence from Korean Manufacturing Firms (우리나라 제조업 기업의 수출중단 결정요인 분석)

  • We empirically investigate the determinants of a firm's exit from exporting, using Korean manufacturing firm-level data for the period from 2006 to 2014. Specifically, we estimate the effects of not only firm-level and industry-level characteristics, but also macroeconomic variables on the probability that a firm stops exporting by applying a Complementary Log-Log Model analysis. The results of our estimation suggest that firm-level heterogeneity, such as workforce size, capital intensity, intangible assets and foreign ownership, industry-level variation, such as the labor displacement rate, and macroeconomic variables, such as domestic demand and world demand, significantly affect the possibility of a firm ceasing exports. Also, we show that market interest rates increase the possibility of an export cessation and that the effects of market interest rates are more pronounced on firms with a higher debt ratio. In the primary exporting industries, the probability of a firm ceasing exports decreases as productivity at the firm rises.

  • 본고(本稿)에서는, 최근 금융자율화(金融自律化) 금융혁신(金融革新)의 진전과 때를 같이하여, 불환지폐제도(不換紙幣制度)의 만성적 인플레문제(問題)를 해결하기 위한 방안으로 새로운 지불제도(支拂制度)를 주창하는 "신화폐경제학파(新貨幣經濟學派)"의 이론 및 그 시사점을 검토하였다. 동(同) 학파(學派)는 화폐(貨幣)의 계산단위(計算單位)와 지불수단기능(支拂手段機能)이 분리되고 계산단위(計算單位)는 실물재화(實物財貨)에 의해 측정되며, 지불수단기능(支拂手段機能)은 교환회계제도(交換會計制度)를 통해 투자기금은행계정(投資基金銀行計定)의 자동이체에 의해 수행되는 지불제도(支拂制度)를 제안하고 있는데, 투자계정(投資計定)의, 계산단위(計算單位)인 실물재화(實物財貨)로의 교환성(交換性)은 인정되지 않는다. 물가안정(物價安定)은 계산단위(計算單位)의 가치안정(價値安定)을 통해 도모되고, 지불수단(支拂手段)의 수요공급(需要供給)과 물가(物價)와의 상관관계(相關關係)는 부재한다. 화폐(貨幣)의 두 기능의 분리가능성(分離可能性)이나 동(同) 지불제도(支拂制度)의 자생력(自生力) 측면에서의 많은 비판에도 불구하고, 특히 동(同) 학파(學派)의 투자기금은행제도(投資基金銀行制度)는 사실상 시장가격(市場價格)에 의한 교환제도(交換制度)를 채택하고 있기 대문에 지불제도(支拂制度)의 안전성제고(安全性提高) 측면에서 현재의 은행제도(銀行制度)보다도 유리하다는 점 등 동(同) 학파(學派)의 긍정적 공헌에 대해서도 평가되어야 할 것이다.

Reliability of Non-invasive Sonic Tomography for the Detection of Internal Defects in Old, Large Trees of Pinus densiflora Siebold & Zucc. and Ginkgo biloba L. (노거수 내부결함 탐지를 위한 비파괴 음파단층촬영의 신뢰성 분석(소나무·은행나무를 중심으로))

  • Damage to forests, such as broken or falling trees, has increased due to the increased intensity and frequency of abnormal climate events, such as strong winds and heavy rains. However, it is difficult to respond to them in advance based on prediction since structural defects such as cavities and bumps inside trees are difficult to identify with a visual inspection. Non-invasive sonic tomography (SoT) is a method of estimating internal defects while minimizing physical damage to trees. Although SoT is effective in diagnosing internal defects, its accuracy varies depending on the species. Therefore, it is necessary to analyze the reliability of its measurement results before applying it in the field. In this study, we measured internal defects in wood by cross-applying destructive resistance micro drilling on old Pinus densifloraSiebold & Zucc. and Ginkgo bilobaL., which are representative tree species in Korea, to verify the reliability of SoT and compared the evaluation results. The t-test for the mean values of the defect measurement between the two groups showed no statistically significant difference in pine trees and some difference in ginkgo trees. Linear regression analysis results showed a positive correlation with an increase in defects in SoT images when the defects in the drill resistance graph increased in both species.

Purification Nematicidal Substance and Nematicidal Activity from Ginkgo biloba L. Outer Seedcoat (은행 외종피로부터 살선충 물질의 순수 분리와 활성)

  • Plant parasitic nematodes are causing significant damage in crop production. There is a need to develop eco-friendly nematicide that reduces the damage of nematode and has little effect on the environment and human. In this study, we have isolated a substance having nematicidal activity from Ginkgo biloba L. outer seedcoat. Studies of G. biloba L. outer seedcoat are insufficient compared to the seed and leaves due to their odor and toxicity. The dried G. biloba L. outer seedcoat was extracted with dichloromethane:methanol (1:1) and fractionated into hexane, ethyl acetate and H2O. Four steps TLC were performed from EtOAc fraction to purely isolate GB4-3 with nematicidal activity. To compare nematicidal activity, G. biloba L. seedcoat methanol extract and purified GB4-3 were investigated in terms of treatment concentration and time. As a result, the nematicidal activity increased with concentration and time. In the place treated with 20 ㎍/mL of crude G. biloba L. seedcoat MeOH extract, strong activity appeared after 12 hours, and 46% nematicidal activity shown after 18 hours. About 69% of nematicidal activity was confirmed in the place where GB4-3 purified from outer seedcoat was treated with 20 ㎍/mL, and the possibility of development as nematicide was very high. This study could be used as a basic data for the development of a nematode preparation from G. biloba L. outer seedcoat.

공공투자(公共投資)의 적정할인율(滴定割引率) 분석(分析)

  • 현재 우리나라 공공투자(公共投資)의 비용편익분석(費用便益分析)에서 사용되는 사회적할인율(社會的割引率)은 13%로서 이는 1981년에 산정된 민간부문(民間部門)의 투자수익률(投資收益率)을 근거로 채택된 수준이다. 본고(本稿)에서는 최근 우리나라 경제여건(經濟與件)의 변화를 반영하여 사회적할인율(社會的割引率)의 적정수준을 산정하였다. 분석방법(分析方法)으로서 소비이자율(消費利子率), 생산자이자율(生産者利子率), 그리고 자본비용(資本費用)을 계산하였다. 동시에 OECD, UNIDO, 그리고 세계은행(世界銀行)의 계산방법에 따른 각 할인율(割引率)을 산정하고 그 범위를 제시하였다. 분석결과에 따르면 소비이자율(消費利子率)이 8.3~11.8%, 생산자이자율(生産者利子率)이 7.5~13.5%, 자본비용(資本費用)이 8.3~10.3% 수준을 보이고 있다. OECD 방법(方法)에 의하면 8.9~13.0%, UNIDO 방법(方法)에 따르면 4~10%, 세계은행(世界銀行) 방법(方法)에 의하면 7.0~9.8%로 산정되었다. 이와 같은 분석결과를 종합적으로 검토할 때 우리나라의 사회적할인율(社會的割引率)은 7.0~13.5% 범위로 산정되며 적정할인율(適正割引率)은 10% 수준으로 추정된다.
