National Research Foundation of Korea (NRF) provides underpinning to boost international competitiveness in convergence research including research amalgamating Science and Engineering with Humanities and Social Sciences. Division of Electrical Engineering, Information Sciences and Convergence Research recategorized a scientific and engineering array of convergence research in basic sciences and reformed a Convergence Research Support Framework in 2012. The test case was thoroughly analyzed and reviewed for successful application in the 2013 mid-career researcher program. The core of convergence research-specific review process is 'Suitability Review' that is performed by the 'Suitability Review Committee for Convergence Research' and 'Merit Review' that is conducted as a conventional peer review. As a good result of the pilot program, prior allocation of budget for convergence research was decided to the 2013 Core Research Program and the modified convergence Research Support Framework was extensively applied in the '2013 Implementation Plan for Basic Research Program in Science and Engineering.'

민군기술협력사업은 민과 군의 공동활용 기술개발 및 기술의 상호이전을 추진하는 사업으로, 민군기술의 융합을 바탕으로 과학기술을 효과적으로 획득하고 활용하기 위한 국가정책이다. 1998년 이후 현재까지 정부주도의 다양한 민군기술협력사업 진흥정책이 시행되었으나, 일관성있는 범 부처자원의 추진체계 및 위원회와 참여기관간의 상호협력 부족으로 그 효과가 극대화되지 못하고 있어 민군기술협력사업의 효율적인 정책 추진 방안에 대한 연구가 필요하다. 본 연구에서는 정부의 기본계획에 대해 각 수립 시기별로 민군기술협력 거버넌스 변화에 따른 민군기술협력사업의 연구 성과와 민군 기술의 상호 영향성과 문제점을 확인하고, 이를 기반으로 거버넌스에 의한 민군기술협력 사업의 활성화 영향에 대해 분석하였다. 향후 민군기술협력의 시너지 개선을 위하여, 민군기술협력 사업의 정책 주체인 정부부처-위원회-전문가집단 관계구조의 발전 방향에 대해 추가 연구할 예정이다.

This research focused on the strategy consulting of the 'Vertical Farm' for the blue ocean of Gyeonggi agricultural industry. The study was performed based on both theoretical study and related qualitative study approaches. particularly, 'scenario planning' as a foresight method was used for the strategy formulation of the Vertical Farm. The major determinants for the success of the formation of the Vertical Farm can be summarized as follows; the enhancement of research capability and the Relational Capability of the research institutions. In terms of the needs of times, this study regarding the strategy for the formation of the Vertical Farm is anticipated to be a good reference for the R&D organizations and technology cluster participants in coming years.

국방분야에서의 연구개발을 통하여 무기체계 개발과 관련하여 얻어진 기술들은 국가의 안보유지에의 기여, 첨단기술의 시험무대로서의 기능, 민간부문 간의 기술이전을 통한 부가가치 창출 등의 차원에서 국방연구개발의 중요성이 증대되고 있다. 이에 무기체계개발에 있어서의 IT 국방연구개발의 활성화를 위한 발전전략을 제시하는데 연구의 목적을 두었다. 연구결과, 무기체계개발에 있어서의 IT 국방연구개발의 활성화를 위한 발전전략으로서 국방비 예산 중에서 국방 R&D 부문의 예산규모 확충, IT 중심의 무기체계 개발사업에 대해서 초기단계부터 IT관련 민간부문의 우수업체의 연구개발의 적극적인 참여를 통한 공동연구개발의 협력확대, 아직까지 효과가 미미한 신개념기술시범사업을 무기체계 연구개발에 보다 적극적인 차원에서 추진해야 할 것을 제시하였다.

도로는 국가경제 발전의 근간이 되는 사회간접자본시설 중 하나로 국내 물류수송부문의 약 70%이상을 분담하는 국가교통망의 중추적인 역할을 수행하는 핵심적인 국가기반시설이다. 특히 국도건설사업은 교통애로구간 해소로 물류비용 절감 및 산업경쟁력을 제고하며, 낙후지역의 도로망 확충으로 국토의 균형개발을 촉진함에 따라, 국토부 전체 예산에서 국도건설사업이 차지하는 비중이 매우 높은 수준이다. 하지만, 국도건설사업이 국토의 균형발전 및 전체 사회간접자본(SOC) 예산에서 차지하는 비중이 높은 반면, 국도노선에 대한 종합적인 정보 제공은 극히 낮은 실정이다. 따라서 본 연구에서는 일반국도 현황 및 국도건설사업 추진 현황을 살펴보고, 국도노선에 관한 종합적인 정보서비스를 위해 주요 정보의 제공 방안을 마련하고자 한다. 이를 통해 국도노선에 관한 종합적인 정보서비스 체계 구축을 위한 방안을 제시하고자 한다.

The purpose of the research is to intended to help Korean military officers establish information system security structure. Information security is a critical issue for digital information warfare. Advanced countries such as U.S. and Japan have developed a new military security strategy for future information warfare. The readiness of Korean Army, however, is far behind those countries. This paper provides a systematic information security structure for Korean Army, which is a result of the research through a group decision making process.

세계적인 어획량 감소와 부패하기 쉽고 보관이 어렵다는 수산물의 특성에 따라 수산물의 적절한 가공과 이에 따른 수산물의 포장은 수산물의 상품성과 부가가치를 높일 수 있는 방법으로 최근 새롭게 부각되어 지고 있다. 이러한 환경에서 부산의 수산가공선진화 단지는 수산가공업의 경쟁력 제고 및 활성화를 목적으로 정책적으로 추진되고 있다. 수산가공선진화 단지는 식품 위생 안전시설(HACCP)을 통한 수산식품의 신뢰성 확보, 원재료 및 제품의 공급 체계 확보를 통한 비용절감 및 물류 효율화 등 수산가공업체의 운영 환경구축과 함께 가공수산물의 포장디자인 관련 연구 지원시설인 포장디자인센터도 단지 내에 구축될 예정이다. 본 연구에서는 수산가공선진화 단지 내 구축될 포장디자인센터의 역할과 거시적 운영목표를 설정하고 효율적인 운영방향을 제시하고자 하는 목적으로 진행되었다. 포장디자인센터는 공공의 자산으로서 수산가공선진화단지의 입주기업 뿐 아니라 지역의 수산물 가공산업 전반에 대한 발전을 이끌어야 하며, 디자인산업과의 융합으로 새로운 디자인 수요를 창출하고 특성화하여 지역디자인산업의 진흥을 목적으로 운영되어야 한다. 이러한 목적의 달성을 위해 산업화, 지식화, 융합화, 차별화의 4가지의 비젼을 운영 컨셉으로 도출하였고 이를 바탕으로 포장디자인센터의 효율적인 운영을 위한 전략적 추진사업으로 6가지 사업을 제시하였다. 이러한 과정을 통해 디자인산업과 가공수산물산업의 융 복합이 성공적으로 운영되어 국 내외 시장에서 경쟁력을 확보하고 산업간 융합을 통한 새로운 활력 창출의 성공적인 모델이 될 수 있기를 기대한다. 본 원고는 한국브랜드디자인학회 통권 제28호에 실린 논문에서 발췌했다

Since the weapon system project has a large ripple effect on the country by investing a huge budget, analysis of acquisition methods that secured economic feasibility is required in the planning stage to promote the weapon acquisition project. In response to this demand, economic analysis for acquisition method is preformed in the research stage of previous studies, but the analysis on economic analysis for acquisition alternative is imperfect at the present. In this research, we identify the limitations of the effect analysis and propose an additional cost-benefit analysis method to analyze the economic feasibility of the acquisition alternative. It is possible to present the universal results of economic feasibility analysis for not only multiple alternatives but also single alternatives by presenting benefit/cost ratio. It is applied to research on acquisition project of OO guided rocket, and the result of economic analysis for each alternative is presented.

u-City(유비쿼터스 도시)는 첨단 정보통신 인프라와 유비쿼터스 정보서비스를 도시공간에 융합하여 도시생활의 편의 증대와 삶의 질 향상, 체계적 도시관리에 의한 안전보장과 시민복지 향상, 신산업 창출 등 도시의 제반기능을 혁신시킬 수 있는 차세대 정보화 도시를 의미한다. 이를 통해 도시거주민에게는 쾌적한 도시생활을 제공하고, 도시관리자에게는 효율적인 도시 운영을 통한 편리성을 제공할 것이다. 따라서, 국토의 균형있는 발전이 이루어지고 도시 거주민의 복지는 향상되어질 것이다. 또한 국가의 성장동력원으로 크게 기여할 것으로 기대되어 진다. 본 연구에서는 국내 u-City 산업 활성화를 위해 u-City 사업전개 방향, 사업자별 시장동향, 국내외 u-City 추진 현황과 추진정책방향 등을 살펴보고자 한다. 그리고, 이를 통한 통신사업자 관점에서 시사점을 도출하도록 한다. 또한, 향후 직면할 문제점들을 사전에 예방하고 대비하는 데 도움이 되고자 몇 가지 제언을 하고자 한다.
