4차 산업혁명의 도래와 더불어 ICT 기계, ICT 금융, ICT 의료, ICT 나노 등과 같이 기술분야별 영역의 장벽이 허물어지고, 학제간 연구(Interdisplinary Research)가 일상화됨에 따라 무형자산의 가치평가시에도 융합기술의 가치평가 모형에 대한 니즈가 증대되고 있다. 특히, 기술의 매매, 현물출자, 기술금융(투자유치, 담보 보증), 인수 합병, 청산 소송 등 다양한 용도로 사용되고 있는 기술가치평가 모형은 융합기술의 입력변수 결정에 대한 체계적인 로직을 제공하지 못하고 있는 실정이다. 일반적으로 실제 거래사례가 존재할 경우, 국제가치평가기준(IVS)에 의하면 시장접근법이 우선적으로 적용될 수 있다고 권고된다. 그러나 융합기술의 이전거래를 비롯한 평가 활용사례를 수집하기도 어렵고 그렇다할 평가모델이 존재하지 않는 것이 사실이다. 융합기술에 대한 기술 및 시장의 사업화 환경을 고려하는 경우 소득접근법 기반의 평가기법이 유용하게 활용될 수 있는데, 기술수명, 매출액추정, 할인율, 산업기술요소 등의 핵심변수 결정에 관한 정형화된 로직이 존재하지 않으므로 본 고에서 융합기술 사례에 대해 실용적으로 활용가능한 변수추정 로직을 제시하고자 한다. 기술수명의 경우, 복수 개의 국제특허분류(IPC)별 피인용특허수에 따라 가중 적용하여 수명 추정을 위한 기준값을 정하며, 사업화소요기간 및 비용의 경우 평가대상 융합기술이 속하는 업종별 메타데이터값을 가중평균하여 현금흐름 추정기간을 최종 도출할 수 있다. 소득접근법에서의 매출추정, 할인율, 산업기술요소 변수 추정 이외에도 로열티공제법 적용을 위한 로열티율 결정에 있어서, 융합기술이 응용가능한 산업(업종)별 매출액 기반으로 가중 적용하여 각 변수값을 산출할 수 있다. 본 연구에서 개발된 융합기술 가치평가 모형은 향후 기술의 융복합화 특성을 반영하여 적정 가치를 산출하는 평가 가이드라인을 제공할 수 있을 것으로 기대된다.

4차 산업혁명의 도래와 더불어 ICT 기계, ICT 금융, ICT 의료, ICT 나노 등과 같이 기술분야별 영역의 장벽이 허물어지고, 학제간 연구(Interdisplinary Research)가 일상화됨에 따라 국가 R&D 과제도 융합기술의 형태로 진화, 발전하고 있다. 부처별 R&D 과제의 결과물에 대한 성과평가는 현 시점에서 정성 평가지표에 대한 전문가의견법 결과를 참조하고 있으며, 일부 과제에 있어서 특허의 상태적 우위도(등급화) 결과를 반영하는데 머물러 있다. 본 연구에서는 과거 3~5년전 기술가치평가가 수행된 정부 R&D 과제에 대해, 가치평가 결과를 매출발생 시점 이후의 매출액 증감분과 비교 분석하여 시사점을 얻고자 한다. 특히 ICT 분야 R&D 과제로부터 산출된 기술적 성과(특허 10건 선정)에 대해, 해당 기술을 사업화한 주체(기업)의 매출액 실적을 비교하여 상호 관련성을 파악하고, 공공 R&D 과제의 평가관리 체계에 포함할 수 있는 실질적 개선 방안을 제시한다. 본 연구에서 제안된 기술가치평가 모형 및 참조정보 활용방안은 R&D 평가년도의 성과물에 대한 경제적 가치 수준 파악을 할 수 있는 평가툴이 되는 동시에, 차년도 국가 R&D 과제에 지원한 우수 기술 보유 기관의 미래 수익성을 파악하여 과제선정의 객관성을 높일 수 있는 정보지원툴로 활용할 수 있을 것으로 기대된다.

With the rapid growth of the up-to-date ICT technology and ICT based convergence technologies recently, the efforts of the technical transfer and commercialization are realized actively. However, valuation methods of these technologies are mainly based on the existing valuation method of enterprise and business value review, not for the technology itself. Therefore, there are obvious limits for the accurate valuation of the up-to-date technology in ICT fields. In this study, we analyze the valuation result of the case study, in which the existing valuation method of the enterprise and business value review is applied to the rapid growth up-tp-date ICT technology. Then, we explore the problems of this valuation method considering the inherent characteristics of the ICT technology and suggest the feasible solution.

Digital content industry is expected to grow due to the development of new devices and technologies, convergence between genres and technologies. However, Financial support system for the field of digital content has not been activated due to the digital content industry has the characteristics of a lot of initial investment costs and an uncertain profitability. This paper deals with the financial plan of activation of digital content businesses using technology evaluation. For this purpose, first, examine status of digital content businesses(status and sales financing, etc). Second, discuss development methods of digital contents finance based on the analysis of the digital content industry. This study is useful for deriving the development methods of digital contents finance using the technology valuation.

As transaction and investment using technology are vitalized, the need for objective standards for the technology is increasing. Current technology value evaluation system is limited lacking reliability and objectivity. Besides the traditional evaluation methodology which are market approach, income approach and cost approach other diverse evaluation methodology such as real option method and royalty calculation method are being studied; however currently there are no dominant evaluation methodology in the market. Same value evaluation system cannot be applied between similar technologies because value of technology is relatively decided based on the target. Approaching through collective intelligence and crowd sourcing, in meaning of majority participant's decision can make objective and better result than handful of experts, suggest alternative to problems of such matter above. By grafting the four types of crowd sourcing model which are Wisdom, Voting, Funding and Creation, this paper will discuss the ways to enhance the objectivity of technology evaluation through direct evaluation utilizing expert group and the public's indirect evaluation.

Recently, major activities for the transfer and commercialize of the innovatory IT techniques are revitalized with the active study and development of the IT technologies. Nowadays, the primary concern for the systematic technology valuation gets the great attention in order to transfer or trade innovatory IT techniques easily. It is because the accurate appraisal for the technology is the most important step to get its proper utility value in the transfer and commercialize of the techniques. In this paper, we survey the general technology valuation methods for the transfer and commercialize of the techniques and also examine the special technology appraisal method for the innovatory IT techniques, which have relatively short technical life cycle and can create high added values, in order to transfer innovative IT techniques satisfactorily.

국가적으로 국가경쟁력 확보 차원에서 신기술 개발 및 국가전체에서의 미활용기술의 발굴 및 사업화가 추진되고 있다. 건설분야도 아직까지 관련한 기술이 사업화되지 못하고 있는 실정이므로 이러한 기술의 사업화 촉진을 위하여 경제성 분석을 적극적으로 활용할 필요성이 제기되고 있다. 이러한 기술의 경제성 평가영역은 기술 자체에 대한 이해를 전제로 연구개발 및 시장정보, 경제학과 경영학, 산업공학 등 다양한 학문이 모두 융합되는 복합평가영역의 범주에 속하기 때문에 이에 대해 체계적으로 평가체제를 마련하기는 많은 한계가 있다. 특히, 건설기술은 그 분야만의 특이한 특성과 정부주도형, 사회기반적인 시장에 유동적이므로 이러한 부분의 고려가 요구된다. 관련하여 도로 및 교량기술의 사례를 기반으로 기술의 경제성 평가를 수행함으로써 다른 분야와 차별화 되거나 특화되는 부분을 도출, 분석, 정리하고자 한다. 본 연구에서는 건설 기술 가치평가 시 각각의 평가요소에 건설 산업의 특성을 반영하는 방법 및 절차를 정리하고, 현실적으로 고유한 가치평가요소를 추출하여 실무에 활용할 수 있도록 한다.

This study is intended to understand defense technologies that require the convergence of various technologies and the integration of systems, and to propose valuation methods that reflect the characteristics of each field. The measure of technology level, integration (system integration technology) between technologies, preparation of manufacturing, and maturity scale of the weapons system to be valued are measured according to the items of measurement factors to verify system performance, and to present a framework for estimating the quantitative values of core technologies using system maturity. Considering the characteristics of each technology field, the research suggests a proper valuation method. In evaluating the value of defense technologies, A proposal is made to evaluate the value of defense technology by competent technical experts in each field, using SRL, which can be evaluated according to the evaluation criteria reflecting the technical characteristics of each field, and to evaluate the completion of the entire system in quantitative terms.

Nowadays, cutting-edge information communication technology is the genuine core technology of the fourth Industrial Revolution and is still making great progress rapidly among various technology fields. The biggest issue in ICT fields is the machine learning based Artificial Intelligence applications using big data in cloud computing environment on the basis of wireless network, and also the technology fields of autonomous control applications such as Autonomous Car or Mobile Robot. Since value of the high-tech ICT technology depends on the surrounded environmental factors and is very flexible, the precise technology valuation method is urgently needed in order to get successful technology transfer, transaction and commercialization. In this research, we analyze the characteristics of the high-tech ICT technology and the main factors in technology transfer or commercialization process, and propose the precise technology valuation method that reflects the characteristics of the ICT technology through phased analysis of the existing technology valuationmodel.

4차 산업혁명은 정보통신기술(ICT)의 발전으로 인한 다양한 산업분야의 혁명적 변화를 말한다. 이러한 변화는 한 기술자체의 발전뿐만 아니라 기술 간 융합과 연결을 통해 더 가속화될 수 있다. 학술적 영역에서도 ICT의 발전과 함께 디지털화에 소요되는 비용이 줄어들어 디지털화를 기반으로 한 학술논문의 공개, 공유의 움직임이 시작되었다. 학술논문의 공개와 공유는 기술 간 융합과 연결이 원동력이 되는 4차 산업혁명 시기에 더 중요하고 필요한 일이 되었다. 따라서 한 편의 학술논문이 가지는 고유의 가치와 수집된 논문이 집합체로서 활용을 통해 실현될 수 있는 잠재적 가치에 대해 알아보고자한다. 학술논문의 가치에 대한 평가를 통해 4차 산업혁명 시대를 더 잘 준비하기 위한 일환으로 학술논문의 가치 제고 방안에 대한 논의와 실행이 필요하다.
