  • The purpose of this paper aims at contributing to the national economic development through global competitiveness enhancement by marine finance's hub and marine logistics cluster by finance specialization and finance support as a creative-type service industry in global shipping port logistics. This study adopted the integrated approach and applied it to policy implementation to achieve the effectiveness. Creative-type marine finance development stages as a tool of policy implementation and the guide line for the time of policy implementation are followed by Stage 1(Construction & Growth Policy) for 2013~2016, Stage 2(Forstering & Activation Policy) for 2017~2019) and Stage 3(Continuous Development Policy) after 2020 until its completion. Korea has the inferiority over the competitiveness in global marine finance and needs a strategic approach to secure the liquidity of marine finance; interim, Islamic finance has been come to the force as a new alternative in financial transaction being accompanied by a spot transaction since the crisis of global finance. In order to create a potential slack of Korea in marine finance practice, in addition, this study suggests a consortium with the circle of Islamic finance as a clue of an easier policy implementation at the beginning stage.

The Role of Local Government in Building Regional Innovation System (지역혁신체제 구축과 지방정부의 과제)

  • This paper aims to identify the role of local governments in building regional innovation system. The central government has recently decided to support the promotion of innovation capacities of local innovators and innovation networks among thor The central government forces local governments to establish the council for regional innovation in order to implement these goals. Meanwhile, there is no consensus about the way in which the council for regional innovations constitute and operate. I think it is the time for us to talk about this seriously. It is widely conceived that local governments in Korea have still been hierarchical. Thus, they would be difficult to make the decision effectively on regional innovation and development initiatives. In this context, I suggest that the regional innovation promoting agency needs to take authorities to secure transparency and autonomy in planning, implementing, evaluating regional innovation initiatives. The local government no! ed to play a central role in establishing the agency. However, the local government should not try to intervene and control its operations.

제강분진을 반응촉매로 이용한 침출수의 연속산화처리공정

  • 본 연구에서는 포항제철소에서 제철부산물로 발생되는 제강분진을 전처리 없이 산화촉매로 사용하여 김포 수도권 매립지의 침출수 처리공정에서 펜톤산화조에 유입되는 원수를 대상으 로 과산화수소를 이용한 연속식 산화처리 실험을 수행하였다. 먼저 회분식 실험결과를 바탕 으로 최적 반응조건에서 lab-scale 연속식 기초반응실험과 자체 설계.제작한 연속산화공정에서의 처리실험을 수행하였다. 또한 기존의 펜톤산화공정에서 Fe 공급원으로 사용되고 있는 FeSO$_4$.7($H_2O$)와의 반응성 비교실험도 수행하였다. 반응기간동안 일정 pH를 유지하기 위해 pH controller를 사용하였으며 침출수 수질은 CODcr로 나타내었다. 반응 pH 3.5, 체류시간 1 hr, 과산화수소 주입량 1,500mg/1에서 제강분진과 FeSO$_4$.7($H_2O$)를 각각 주입하여 수행한 연속처리 기초실험에서는 제강분진을 산화반응촉매로 사용한 경우에 침출수CODcr 처리율 62%, 과산화수소의 분해율 52%를 나타내었다. FeSO$_4$.7($H_2O$)를 산화반응 촉매로 사용한 경우에는 약 65-70%정도의 다소 높은 처리효율을 나타낸 반면에 과산화수소의 소비량은 제강분진의 경우보다 약 20%이상의 높은 값을 나타내었다. 연속산화공정 실험에서는 운전 3시간 이후에 유출수 중의 CODcr과 $H_2O$$_2$의 농도가 안정된 값을 나타내었다. 이 때 산화 반응조의 침출수 CODcr 제거효율은 약 43%이었으며, 처리수의 농도는 현재의 침출수 방류기준 이하로 나타났다. 결론적으로 침출수의 연속식 산화처리 실험결과, 처리효율과 경제성에서 제강분진의 산화촉매활용 공정의 개발 가능성이 매우 높은 것으로 나타났다.ell에 의해 완전분해 되었으며, 함께 존재시 TC는 Fe$^{\circ}$만으로는 분해가 되지 않았지만 cell에 의해 완전분해 되었으며, 함께 존재시 TCE분해에 저해작용을 미치는 것으로 나타났다.술의 첨가가 요구되고 있다. 따라서, 산성광산배수 오염지대에 대해 획일적으로 같은 처리방법을 채택하여 사용하는 것보다 각 지역 또는 광산산성폐수가 유출되어 나오는 광산폐기물의 특성 등을 고려하여 거기에 맞는 기술들을 복합적으로 또는 단독으로 사용하되 처리방법 채택 시 신중을 기할 것이 요망된다.정시에는 SeaWiFS 위성과 관련된 global algorithms 중에서 490nm와 555nm의 복합밴드를 포함하는 OC2 알고리즘(ocean color chlorophyll 2 algorithm)을 사용하는 것이 OC2 series 및 OC4 알고리즘보다 좋은 추정 값을 도출할 수 있을 것으로 기대된다.환경에서는 5일에서 7월에 주로 이 충체의 유충이 발육되고 전파되는 것으로 추측되었다.러 가지 방법들을 적극 적용하여 금후 검토해볼 필요가 있을 것이다.잡은 전혀 삭과가 형성되지 않았다. 이 결과는 종간 교잡종을 자방친으로 하고 그 자방친의 화분친을 사용할 때만 교잡이 이루어지고 있음을 나타내고 있다. 따라서 여교잡을 통한 종간잡종 품종육성 활용방안을 금후 적극 확대 검토해야 할 것이다하였다.함을 보이고 있다.X> , ZnCl$_{3}$$^{-}$같은 이온과 MgCl$^{+}$, MgCl$_{2}$같은 이온종을 형성하기 때문인것 같다. 한편 어떠한 용리액에서던지 NH$_{4}$$^{+}$의 경우 Dv값이 제일 작았다. 바. 본 연구의 목적중의 하나인 인체유해 중금속이온인 Hg(II), Cd(II)등이 NaCl같은 염화물

Research on Farmers' Occupational Health Services in Finland (핀란드의 농업보건서비스 사례와 시사점)

  • This study aimed to explore the direction of development of agricultural safety and health system in Korea based on experience on Farmers' Occupational Health Services (FOHS) of Finland. In Finland additional and specialized Occupational Health Services (OHS) for self-employed farmers were developed and have been conducted by municipal primary health care centers with cooperation of National Centre for Agricultural Health (NCAH) of Finnish Institute of Occupational Health, Social Insurance Institute (SII) and Farmers' Social Insurance Institution (FSII). Based on the study, in order to activate the FOHS in Korea, the analysis results could suggest the development of four prerequisites. Firstly, center for farmers' safety and health like NCAH, which conducts surveillance on health and safety status, standardization of intervention contents and epidemiological research is needed in national institution. Secondly, development of evaluation tools with lower cost and difficulty like walk-through survey for checking status of systems of safety in the farms is needed. Thirdly, farmers' occupational health insurance which will be initiated on near future should be connected to preventive intervention programs like FOHS. Lastly, training and qualification of more local occupational health experts and units is needed.

A Conceptual Comparison between Public Interest and Universal Service (공익성 보편적 서비스 개념의 비교 연구)

  • This study aims to explore concepts of public interest and universal service which have been essential ideologies and policy goals, but which have been a the state of conceptual chaos so far. It sheds light upon three aspects : (1) the origins of public interest and universal service, (2) conceptual components of public interest and universal service, and (3) the implementation of public interest and universal service ideologies into policy. As a result of this analysis, it was found, firstly, that public interest of broadcasting originated from western countries, was rooted in the United States, and then spread all over the world later. After universal service was begun in the United States, it became a key ideology of information and telecommunication in European countries and other countries as well. Secondly, when examining the conceptual components, more differences were found than commonalities between these two concepts. The most conspicuous common point was universalism The concept of public interest includes not only universal service, but also connotes other components such as independence, diversity, quality, and locality which are related to content. Thirdly, when these two ideologies are implemented into policy, there Is a contrast. This study shows that the public interest ideology was realized into regulatory policies, while the universal service ideology was realized into supportive policies. In conclusion, this paper suggests more exact usage academically, showing the differences between the two concepts. This paper recommends an enforced legal duty of broadcasters to provide universal service when the current broadcasting law is revised.

Trend of SiC Power Semiconductor (탄화규소(SiC) 반도체소자의 동향)

  • 탄화규소 전력반도체 소자는 실리콘 전력반도체 소자에 비해 우수한 물질특성을 갖고 있어 성능 측면에서 뿐 만 아니라 전력변환장비의 크기를 획기적으로 줄일 수 있는 새로운 반도체 소자이다. 특히 unipolar 계열의 소자에서 괄목할 만한 특성을 보이고 있다. 현재 쇼트키 장벽 다이오드의 경우 5kV급, UMOSFET의 경우 3kV급의 소자까지 보고되고 있으며 반도체 물질 중에서 가장 활발히 연구가 진행되고 있는 분야 중의 하나이다. 단결정성장 분야에서도 3인치 급이 상용화 되었으며 4인치 크기의 웨이퍼의 상용화가 조만간 실현될 것으로 기대되고 있다. 이러한 기술적 발전을 토대로 600V, 1200V급 쇼트키 다이오드가 PFC boost 용으로 시판되고 있으나 아직은 다른 반도체 소자에 비해 미미한 실정이다. 현재에는 $250^{\circ}C$까지의 온도영역에서 실리콘 SOI(Silicon on Insulator) 소자가 주로 사용되고 있다. 그러나 $300^{\circ}C$를 넘는 온도 영역에서는 실리콘으로는 한계가 있고, 특히 SOI는 전력소자에 적용하기는 한계가 있어 주로 저전력 고온소자가 필요한 부분에 적용이 되고 있다. 따라서 전력용에 적합한 고온소자로 탄화규소 소자의 연구가 활발히 진행되고 있다. 현재의 추세로 보아 $200-300^{\circ}C$ 영역의 응용분야에서는 SOI와 탄화규소가 함께 적용될 것으로 예상되며, $300^{\circ}C$를 넘는 온도영역에서는 탄화규소 소자의 우월적 지위가 예상된다. 이러한 이유로 탄화규소 반도체소자의 응용 분야는 크게 확대될 것으로 예상되며 국가적 차원의 지원 및 육성이 요구되는 분야 중의 하나이다.t로 사용한 소자보다 발광 소광 현상이 적게 일어난 것에 기인하였다고 생각된다. 두 소자 모두 $40mA/cm^2$ 에서 이상적인 화이트 발란스와 같은(0.33,0.33)의 색좌표를 보였다.epsilon}_0=1345$의 빼어난 압전 및 유전특성과 $330^{\circ}C$의 높은 $T_c$를 보였고 그 조성의 vibration velocity는 약4.5 m/s로 나타났다.한 관심이 높아지고 있다. 그러나 고 자장 영상에서의 rf field 에 의한 SAR 증가는 중요한 제한 요소로 부각되고 있다. 나선주사영상은 SAR 문제가 근원적으로 발생하지 않고, EPI에 비하여 하드웨어 요구 조건이 낮아 고 자장에서의 고속영상방법으로 적합하다. 본 논문에서는 고차 shimming 을 통하여 불균일도를 개선하고, single shot 과 interleaving 을 적용한 multi-shot 나선주사영상 기법으로 $100{\times}100$에서 $256{\times}256$의 고해상도 영상을 얻어 고 자장에서 초고속영상기법으로 다양한 적용 가능성을 보였다. 연구에서 연구된 $[^{18}F]F_2$가스는 친핵성 치환반응으로 방사성동위원소를 도입하기 어려운 다양한 방사성의 약품개발에 유용하게 이용될 수 있을 것이다.었으나 움직임 보정 후 영상을 이용하여 비교한 경우, 결합능 변화가 선조체 영역에서 국한되어 나타나며 그 유의성이 움직임 보정 전에 비하여 낮음을 알 수 있었다. 결론: 뇌활성화 과제 수행시에 동반되는 피험자의 머리 움직임에 의하여 도파민 유리가 과대평가되었으며 이는 이 연구에서 제안한 영상정합을 이용한 움직임 보정기

Discussions on Pesticides Production and Supply in Korea (농약의 생산과 소비의 실태에 관한 고찰)

  • Present status on the pesticides production, supply, manufacture and pests control in Korea are summarized. The data in the past several years (1971-76) are analyzed to find out the problems and solutions for the further development of plant protection and pesticide industry in Korea. Since the acreages of crop plantation and the quantities of pesticides uses are already near to the stage of plateau, pesticide formulation with imported technical grade should be modified by local synthesis with imported quality. The government pesticides management act and regulations must be modernized urgently in connection with the synthesis. formulation, tests, registration, quality control. price and supply system as well as the safety use of pesticides. Recommendation concerning acceptable daily intakes(ADI) and residue limits must be established for the strengthning pesticide safety use and plant protection activities as soon as possible. The use of fungicide-insectide mixture in dust formulation must be authorized and practiced immediately for the labor saving and one-hit cooperative mass control of rice disease and insect pests, especially. At present, serious considerations on pesticide safety use and integrated pest control are strongly urged to help the farmers, to save the industries and to keep the nature as it is required.

Current Status and Future Directions on the Management of the Korean Standards (KS): Woods, Pulp and Papers (목재 및 펄프·제지 분야 한국산업표준(KS)의 운영현황과 방향)

  • This study aims to review the standard operation status on wood, pulp and paper industry in Korea according to the industry standardization law which has been revised for strengthening expertise of relevant department and to propose a management strategy of Korean Standards (KS) in figure. Korea Forest Service (KFS) is the responsible department of managing KS on the wood, pulp and paper industry from 2015, and currently opertates three expert committees (wood and wooden construction, wood-based materials, pulp and paper) and wood and paper industry council to review 426 standards. To support an improvement of technical competency and securement of marketability of Korean wood industry, it is about time to review the standards and to develop practical standards since it is managed by specialized department. For this purpose, it is necessary to establish a systematic approach on the management of KS, based on thorough analysis of current KS. To remove possible technical barrier on trade due to the differences of standards between countries, the conformity with international standards is necessary. Also, for sustainability of standard management system, training specialists and building their capability is essential.

Convergence Types of Small and Medium Companies Understood Through Convergence Research Development (융합연구개발 성공사례에서 파악한 중소기업 융합유형)

  • This study clearly defined the idea of convergence of small and medium companies and convergence types and understood convergence case of small and medium companies for each type in order to help enhancement of competitiveness of small and medium companies. The convergence type of small and medium companies accepted two levels including technology and industry and value improvement and creation suggested by Deloitte(2009) and it was classified into technology improvement-market expansion type, technology improvement-market creation type, technology creation-market expansion type, and technology creation-market creation type based on the companies introduced in the excellent casebook of convergence and integration technology development business of small and medium companies(August 2011). As a result, it was shown as 5 cases of technology improvement-market expansion, 4 cases of technology improvement-market creation, 3 cases of technology creation-market expansion, and 1 case of technology creation-market creation among the total 13 cases. Therefore, small and medium companies are focusing on technology improvement than technology creation and market expansion than market creation. What we can understand through cases analysis on convergence types of small and medium company is that it is very difficult for small and medium companies to create new technology or new market through convergence. Thus, small and medium companies consider market expansion through technology improvement as the objective and result of convergence. It is important to create new technology or new industry to cultivate new growth engines of the nation, but policy support that cares about reality of small and medium companies must be considered at the same time.

The Effect of CSR on Venture Companies' Managerial Performance: Considering Corporate Growth Stage (CSR 활동이 벤처기업의 경영성과에 미치는 영향: 기업의 성장단계를 구분하여)

  • The Korean government is attempting to promote technology-based start-ups and venture firms that can lead to new national growth engines being developed. Although government support policies focus on improving survival rates, strategic tools for sustainability management based on a continuing company's assumption are also relevant. Previous studies indicate corporate social responsibility (CSR) as an important strategic tool for the management of corporate sustainability. This research is an exploratory study that seeks to empirically analyze the applicability of such CSR to venture firms. Existing previous studies have been carried out by large companies and surveys, and there are limitations that do not reflect the characteristics of companies. To complement the shortcomings of previous studies and propose practical consequences, this study conducted an empirical analysis using raw data from government approval statistics to identify the growth stages of venture firms. Using the 2018 Survey of Korea Venture Firms, we identified the growth stages of domestic venture firms and used the data envelopment analysis (DEA) to investigate the effect of CSR activities on managerial efficiency. The analysis found that CSR during start-up and early growth cycles did not affect managerial performance. The organization that conducted enthusiastic CSR activities performed better than those that did not perform CSR activities since the rapid growth era. Ultimately, the scale efficiency of venture business was the highest from the rapid growth era when the CSR was not done. This study is a pioneering study that found that after the period of high growth, venture firms' CSR activities can affect managerial performance. Therefore, it is important to advise applicable policies and business decision-makers that CSR practices can be a tactical resource for improving performance of management.
