  • 본선은 부산지방해양수산청으로부터 발주받아 선박검사기술협회의 설계 및 감리로 당사에 건조된 선박으로서 총톤수 44톤급 강재 및 알루미늄 합금재의 항만 순찰선으로 조정성 및 능파성이 타 선박에 비해 우수하고 선체 구조의 견고성, 복원성, 내파성 및 적절한 트림을 유지하도록 건조되었으며 2003년 12월 4일 착공하여 10개월의 건조공사를 거쳐 완공되었습니다.

  • 선박 기관시스템이 효율적이고 안이정적인 운용을 위해서는 실시간 상태 모니터링 기반의 이상탐지, 고장진단 더 나아가 고장예측에 따른 대응조치를 할 수 있는 기술이 필요하며 이를 상태기반 유지관리(Condition Based Maintenance, CBM)이라 지칭한다. 해당 기술을 개발 및 확보하기 위해서는 가장 우선적으로 기관시스템에 대한 다양한 고장 데이터가 확보되어야 하며 이후, 확보된 데이터에 대한 특징추출 등 전처리 알고리즘, 고장 진단 및 예측 알고리즘 등을 개발하여야 한다. 본 연구에서는 선박 추진용 엔진 및 발전기 엔진에 대한 상태기반 유지관리 기술의 개발현황과 향후 지속적인 연구 추진방향을 소개하고자 한다.

  • 국제해사기구(IMO)의 선박재활용협약 세계적인 해운이슈로 부각되고 있다. 이는 동 협약이 발효될 경우 세계해운시장에 상당한 영향을 끼칠 수 있는 파괴력을 지녔기 때문이다. 동협약의 적용대상 선박은 총톤수 500톤이상 선박으로 현재 협약적용 대상선박은 약 5만여척에 달하고 있다. 이 협약이 발효되면 선주들은 협약 발효후 5년내 선내의 유해물질 조사, 목록을 작성하여 기국정부 인증후 증서를 유지하고, 선박재활용전 유해물질을 사전에 제거해야 하는 등 선주들의 비용부담이 가중될 것으로 예상되고 있다. 더구나, 문제의 핵심은 선박보유 자체가 부담이 되는 협약이라는 것이다. 다음은 선박재활용협약의 논의배경과 전망을 정리한 것이다.

  • The necessity of improving manning standards in the Ship Officer's Act has recently been strongly advocated by the fisheries industry. The fisheries industry maintained the position of the relaxation cf current manning standards. However, the Labor unions, Marine Officers Association, and Radio Officers' Association persisted to strengthen the standards or to keep the current standards. This paper studies the appropriateness of current manning standards and proposes its improvement scheme to secure the safe operation of vessels.

  • As regulations on environmental pollution of ships have been strengthened, interest in smart ships such as electric propulsion ships equipped with hybrid power systems is increasing. Since batteries used in electric propulsion ships have a larger capacity than batteries used in vehicles, the price is high and maintenance is considered important. The ship's battery is manufactured as an integral type and is managed by the battery management system, and the maintenance and repair of the battery is performed through the replacement of the battery. we design and implement a battery module and a control algorithm using pre-cell for easy battery management. In addition, a controller is designed to transmit the data necessary for the electric propulsion ship power system control to the power control system. When a battery to which the corresponding spare-cell is applied is used, the stability of the ship and the battery system is increased, and it can have an advantage in terms of maintenance and repair.

Experiment on Track-keeping Performance using Free Running Model Ship (모형 선박을 이용한 선박 침로유지 실험 연구)

  • This research presents an analysis of algorithm for ship track-keeping along a given trajectory. The maneuver of a free running model ship guiding through a simple path are presented. In order to solve the above problem, a desired trajectory is usually determined by GPS points in a pre-fixed place then these points are set in a pre-programmed navigation so that the ship would be automatically tracked. Proportional-Derivative(PD) control which is useful for fast response controllers was used in this program as a course keeping system. A high accuracy GPS receiver was installed on the model ship that could provide positions frequently, the system will compare and give out the remaining distance and heading to the target way-point. The results of ship auto track-keeping experiment will be explained in order to illustrate the adjustment in controlling parameters. These results can be utilized as a preliminary step to carry out the experiment of ship collision avoidance system and automatic berthing in the future.

  • The SOLAS ship should carry at least 83 different types of equipment based on the SFI group codes and each of which consists of several to dozens of components. During ship operation, it is necessary to ensure the normal operation of such equipment, and remote maintenance is highly demanded for immediate repair in the event of a equipment fault. This study proposes to find suitable classification system and to derive database structure for remote maintenance of navigation and communication equipment. As a result of this study, the classification system of equipment should be layered into equipment type, model, and component, and main table in the database consists of FMEA, service history, case data through Q&A, Preventive Maintenance. A database was constructed for 140 navigation and communication equipment models and 750 components. In order to evaluate the practical effects, service engineer evaluated the usefulness using the cloud app.

  • In this study ship collision risk analysis is performed to determine the design vessel for collision impact analysis of the maritime bridge. Method II which is a probability based analysis procedure is used to select the design vessel for collision impact from the risk analysis results. The analysis procedure, an iterative process in which a computed annual frequency of collapse(AF) is compared to the acceptance criterion, includes allocation method of acceptance criterion of annual frequency of bridge component collapse. The AF allocation by weights seems to be more reasonable than the pylon concentration allocation method because this AF allocation takes the design parameter characteristics quantitatively into consideration although the pylon concentration allocation method brings more economical results when the overestimated design collision strength of piers compared to the strength of pylon is moderately modified. From the assessment of ship collision risk for each bridge pier exposed to ship collision, a representative design vessel for all bridge components is selected. The design vessel size varies much from each other in the same bridge structure depending upon the vessel traffic characteristics.

Application Range of "Temporary Alteration" in the Article 10 of Ship Safety Act (항만건설작업선의 선박안전법 제10조제3항(임시변경) 적용범위에 관한 연구)

  • The Ship Safety Act prescribes matters necessary for the maintenance of seaworthiness and safe navigation of ships. In this regard, Article 10 of this Act requires shipowner to undergo occasional survey if he/she wants to temporarily change intends to modify the details entered in a ship survey certificate. Such measures are in accordance with the maintenance of the state of the ship after the ship inspection under Article 15 of this Act, and this Act includes "harbor construction work ship" under Article 39 Paragraph (1) of the Harbor Act. However, although the harbor construction work ship originally showed the same operating system as the barge, it was not applied to the Ship Safety Act and was registered and surveyed under the Construction Machinery Management Act. Then "Seokjeong No. 36" sinking accident in Ulsan on December 14, 2012, led to the amendment of the Harbor Act in 2016, and considering the fact that it was added to the Ship Safety Act and applied, there is a realistic limit to applying all the regulations stipulated in the Ship Safety Act to the harbor construction work ship. Accordingly, this study discusses the work characteristics through concept, registration, work area, survey regulations, application case of temporary alteration etc. of harbor construction work ships and controversial issues related to the scope of application of the Ship Safety Act of actual harbor construction work ships, and also the appropriate scope of "temporary alteration" among temporary inspections prescribed in Article 10 of the Ship Safety Act in consideration of the legislative purpose of incorporating harbor construction work ships into the survey subject to the Ship Safety Act in accordance with the revision of the Harbor Act.
