건설생산체계 개편의 일환으로 논의되던 시공참여자 제도가 2008년부터 폐지됨에 따라 전문건설업자는 시공참여자에게 재하도급을 주어 노무관리를 일임하던 구조에서 탈피하여 십장 및 그 소속 근로자를 직영 근로자로 고용해야 한다. 이는 전문건설업자의 유.무형 부담을 가중시켜 기업경영의 어려움을 초래할 가능성이 높다. 이와 같이 경영상의 어려움을 최소화하기 위해 전문건설업자가 채택할 수 있는 최선책은 팀제생산방식의 장점을 살리면서 작업능률을 최대한 발휘할 수 있는 건설 노무인력 임금체계를 모색하는 것이다. 이와 같은 건설 노무인력 임금체계로 제2안(팀장과 팀원 모두 고정급형 성과급제 적용)과 제3안(팀장과 팀원 모두 순수 성과급제 적용)이 가장 적합하다. 팀장과 팀원 모두에게 고정급형 성과급제 또는 순수 성과급제를 적용함으로써 팀장(십장)의 긍정적 기능을 유지하면서 건산법 및 노동 관계법상의 근로자 지위를 보장하여 건설 노무인력의 수급안정과 직업 안정성 확보에 기여할 수 있다. 또한 일정 수준 이상의 노동생산성을 확보하여 전문건설업자의 과중한 경영부담을 다소 해소할 수 있을 것으로 기대된다.

관리도를 사용하여 공정평균, 공정산포 등 여러 가지 공정모수를 관리할 수 있다. 그러나 공정모수의 미세 변동을 효과적으로 관리할 수 있는 기법체계는 아직 미완이다. 식스시그마 공정관리 등 정밀공정관리를 위해서는 미세 공정평균과 공정산포관리가 전제되어야한다. 특히 높은 수준의 공정능력을 유지하기위해서는 공정산포관리가 선결과제이다. 본 본문에서는 공정평균과 공정불량률, 공정산포의 미세변동을 효과적으로 관리할 수 있는 기술체계의 연구동향을 분석하고 미세공정산포관리를 위한 대안을 제시하고자 한다.

미국, 영국, 호주 등의 나라들은 최소의 비용으로 도로시설물의 기능을 유지 또는 개선하기 위한 방안으로 자산관리(asset management) 체계를 기반으로 한 정보시스템을 개발하고 있다. 한국은 아직까지 자산관리정보시스템에 대한 연구가 초보적인 수준에 머물러 있다. 본 연구에는 사용자관점의 서비스 수준(level of service)과 경제성 분석기법 간의 관계를 토대로 도로시설물을 유지관리하기 위한 자산관리정보시스템을 개발하기 위한 방안을 제시하였다.

In this paper, a more practical and realistic method is proposed to establish the lifetime optimum maintenance strategies of the deteriorating bridges considering the life-cycle performance as well as life-cycle cost. The genetic algorithm is applied to generate the set of maintenance scenarios that is the multi-objective combinatorial optimization problem related to lifetime performance and cost as separate objective functions, and the technique to select optimum tradeoff maintenance scenario is presented. Optimum maintenance scenarios could be generated not only at the individual member level but also at the system level of the bridge. Through the analytical results of applying the proposed methodology to the existing bridge, it is expected that the methodology will be effectively used to determine the optimum maintenance strategy for introducing a real preventive maintenance system and overcoming the limits of existing maintenance methods.

In this paper, a new method for the bridge maintenance is proposed to overcome the limit of the existing methods and to implement the preventive bridge maintenance system. The proposed method can establish the lifetime optimum maintenance strategy of the deteriorating bridges considering the life-cycle performance as well as the life-cycle cost. The lifetime performance of the deteriorating bridges is evaluated by the safety index based on the structural reliability and the condition index detailing the condition state. The life-cycle cost is estimated by considering not only the direct maintenance cost but also the user and failure cost. The genetic algorithm is applied to generate a set of maintenance scenarios which is the multi-objective combinatorial optimization problem related to the life-cycle cost and performance. The study examined the proposed method by establishing a maintenance strategy for the existing bridge and its advantages. The result shows that the proposed method can be effectively applied to deciding the bridge maintenance strategy.

우리나라 주소는 우편번호를 기준으로 한 주소체계, 법정동을 기준으로 한 주소체계, 행정동을 기준으로 한 주소체계, KT 에서 관리하는 KT 주소체계 등 주소관리가 통합되어 있지 않고, 각 기관, 기업별로 주소 관리를 별도로 하고 있다. 이에 따라 기관과 기업들간의 상이한 주소체계 관리문제로 인해 서로간의 주소체계의 의미가 일치하지 않는 문제가 발생하여 다양한 문제가 유발되고 있다. 본 논문에서는 이러한 문제점들을 해결하기 위해 주소 명칭에 대한 보다 자동화된 맵핑이 가능하도록 KT 주소, 우편번호주소, 행정동/법정동코드를 대상으로 온톨로지를 사용한 모델을 제안하였다. 제안된 모델은 주소정보간의 의미관계성을 유지하여 이기종 주소체계의 의미 불일치를 해결할 수 있으며, 보다 자동화된 데이터관리와 장기적인 비용절감이 가능하다.

ISO/IEC 27002 정보보호 통제 표준은 ISO/IEC 27001 정보보호관리체계 요구사항과 함께 정보보호관리체계 인증에 필수적인 국제 표준이다. 최근 WG 1에서는 정보보호관리체계 관련 표준들의 다양한 변화가 일어나고 있으며 이들은 ISO/IEC 27002에 기반한 관련 표준들에 연쇄적으로 영향을 미치게 되며 실질적으로 이러한 표준을 사용하는 전세계의 인증 생태계에 영향을 미칠 것으로 예상된다. 본 논문에서는 정보보호관리체계 관련 표준들을 개발 및 유지 관리하고 있는 ISO/IEC JTC 1/SC 27 WG 1의 활동을 소개하고 그 중 가장 중요한 ISO/IEC 27002 정보보호통제의 개정 현황을 살펴본다. 또한 이에 관련된 전반적인 표준 개정 동향과 이러한 개정이 미치는 영향과 대응 방안에 대하여 논한다.

금강권역은 국토공간상 중심이라 할 수 있는 수도권과 서남권의 중간에 위치하고 있으면서도 그 동안 국토개발에서 상대적으로 소외되어 왔다. 이것은 도리어 다른 지역에 비해 양호한 환경수질을 유지할 수 있었던 요인이기도 하였지만, 최근 서해안 개발이 활발해지고 균형 있는 국토개발의 요구와 지방자치제 실시에 따른 지역개발 및 도시화, 산업화가 가속화될 것이며 이에 따라, 환경오염이 증가 될 것으로 예상된다. 이러한 변화 속에서 금강환경관리청은 환경오염문제에 능동적으로 대처하고 쾌적한 환경질을 유지하기 위하여 종합적이고 체계적인 환경관리 계획을 수립.추진하고 있으며, 본고에서는 지역주민의 관심도와 예산의 분배면에서 중요도가 큰 금강권역의 수질관리 대하여 살펴보기로 한다.

A traditional garden in Korea has diverse cultural, historical values, such as the then phases of the times, life phase, culture and art, etc. because it was developed on the basis of the harmony between nature and artificial structures. However, in reality, it's urgent to do efficient, continuous maintenance of traditional gardens which are being damaged and lost due to the problems like an owner's aging, inheritance, and lack of management, etc., especially in case of private property which was designated as a cultural property among such traditional gardens under the Cultural Properties Protection Law. Accordingly, this study conducted this research in a bid to use these research results as basic evidentiary materials for suggesting directivity in introduction of park planning of traditional gardens in folk houses in the near future by implementing the case investigation of transformation into public parks from traditional private gardens in Japan, which is putting the newly introduced park planning to efficient use, together with its systematic management, and the survey on domestic traditional gardens in folk houses status, as well as the hearing-based survey on a traditional gardens in folk houses owner's level of willingness to accept the introduction of parking planning. As a result, this study could confirm that in case of traditional gardens in Japan, they are mobilizing the revenue from admission fees for traditional gardens maintenance by incorporating the main entity of possession, and Japan is promoting transformation of traditional gardens into parks on the basis of use and preservation through the connection with local governments and research institutes. In addition, as a result of surveying domestic traditional gardens in folk houses, it was found that most of the garden owners had hardships in its management, and they were positive about systematic maintenance of gardens through park planning.

As a system integration framework, the role of SOA(Service Oriented Architecture) is widening and increasing day by day. The SOA framework enables software applications or computing resources to integrate flexibly and to provide more various business models. But, it is strongly required of SOA service level management for applying SOA in real business world. In this respect, we need a study on method for managing SOA system for keeping higher quality of SOA. This paper provides a new management method for SOA service level by analyzing quality factors in Web services, as SOA implementation, and negotiation/contract according to SLA methodology.
