A Case Study on the Improvement Plan for Cost Prediction of Educational BTL Project based on Running Cost Analysis (교육시설 BTL사업의 유지관리비용 비교분석을 통한 비용추정 개선방안에 관한 사례연구)

  • The purpose of this study is to examine the problem of BTL(Build Transfer Lease) projects through comparative analysis on running costs, focusing on primary school, junior and senior high school education facilities, and then to provide useful information on the estimation of running costs by suggesting valid cost criteria. For this, eight schools from A and B consulting firms were sampled from capital region and other areas. Sampled schools were classified into four categories according to school grade, and running cost data are collected and analyzed from relative view points. The results of this study are as follows: 1) running costs which are analyzed by categories show some difference among sub-items, 2) major problems related to running cost prediction of BTL projects are revealed and improvement schemes are suggested for two groups (Owner and Project applicants).

  • 도시공원의 합리적인 유지관리를 위해서는 계획 및 설계단계에서 관리체계 및 비용의 주의깊은 분석이 요구된다. 공원의 유지관리문제를 계획 및 설계단계에서 고려하여 처리할 수 있는 방법론이 개발되어짐으로써 보다 합리적인 계획 및 설계가 이루어 짐과 동시에 이상적인 유지관리가 행해 질 것으로 예상된다. 본 연구에서는 Columbus시의 도시공원을 Sampling 하여 유지관리비용(maintenance cost)을 분석하고 계획 및 설계단계에서 유지관리비용을 줄일 수 있는 한 시도로써 Simulation Model을 개발해 보았다. 앞으로 컴퓨터 정보교환체계(Interactive computer information system)를 적절히 활용한다면 도시공원계획 및 유지 관리에 보다 큰 발전이 예상된다. 이와같은 연구를 보다 발전시키기 위해 1)상세한 유지관리비용의 분석, 2) 관리비용을 절감시킬수 있는 설계기준(Criteria)의 설정, 3)계획·설계·관리를 연결시킬 수 있는 컴퓨터 정보교환체계(Interactive computer Information system)의 개발등이 더욱 연구되야 할 것으로 생각된다.

Road O&M Cost Prediction Model with the Integration of the Impacts of Climate Change using Binomial Tree Model (기후변화 영향을 고려한 도로시설 유지관리 비용변동성 예측 이항분석모델)

  • Due to the increasing trend of operation and maintenance cost (O&M cost) of infrastructure, the accurate estimation of O&M cost is crucial part to the government. Recent literatures pointed out that gradual climate changes such as average temperature changes, average precipitation changes, and etc. have significant impact on infrastructure O&M cost. This research is intended to develop a long-term O&M cost prediction model of road facilities by considering the impacts of average temperature changes. For this end, the climate change scenarios of Intergovernmental Panel on Climate Change (IPCC)'s $5^{th}$ report are adopted to structure the impact of average temperature changes by using binomial lattice model. The proposed framework is expected to regional government in supporting decisions for road O&M cost.

Development of Bridge Maintenance Method based on Life-Cycle Performance and Cost (생애주기 성능 및 비용에 기초한 교량 유지관리기법 개발)

  • In this paper, a new method for the bridge maintenance is proposed to overcome the limit of the existing methods and to implement the preventive bridge maintenance system. The proposed method can establish the lifetime optimum maintenance strategy of the deteriorating bridges considering the life-cycle performance as well as the life-cycle cost. The lifetime performance of the deteriorating bridges is evaluated by the safety index based on the structural reliability and the condition index detailing the condition state. The life-cycle cost is estimated by considering not only the direct maintenance cost but also the user and failure cost. The genetic algorithm is applied to generate a set of maintenance scenarios which is the multi-objective combinatorial optimization problem related to the life-cycle cost and performance. The study examined the proposed method by establishing a maintenance strategy for the existing bridge and its advantages. The result shows that the proposed method can be effectively applied to deciding the bridge maintenance strategy.

  • 공공시설 자산관리는 새로운 시설물 유지보수 개념으로 유지관리체계를 넘어 자산의 가치를 높이는 관리체계이다. 이 연구의 목적은 도로 및 교량 같은 공공시설에 자산관리체계를 지원하는 정보시스템을 구축하는데 필수적인 자산의 가치와 가치비용을 평가하는 방법을 개발하는 것이다. 따라서 자산가치를 자산평가 척도인 LoS(Level of Service)를 바탕으로 금전적인 값어치로 공학적 관점에서 계산하는 이론적 방법을 연구하였다. 가치개념을 정립하기 위해 성능은 LoS를 적용하였고, 비용은 유지관리를 위한 직접 투입비용을 적용하였다. 연구목적상 기존 연구결과인 자산비용과 가치비용의 개념을 적용하였으며 합리적인 시설물의 가치비용을 추정하기 위해 추가적으로 자산의 규모, 시설물의 현재 상태, 투입예산의 효과, 시설물의 중요도를 고려하도록 제안하였다. 제안한 자산비용을 바탕으로 하는 가치비용이 최대가 되는 유지관리대안을 선정한다면 최적의 시나리오가 될 것이다.

Development of maintenance cost estimation method considering bridge performance changes (교량 성능변화를 고려한 유지관리비용 추계분석 방법 개발)

  • To prepare for the explosive increase in maintenance costs of bridges according to the aging of infrastructure, future maintenance costs of bridges should be predicted. For this purpose, the management status of bridges was investigated and modeled as the upper limit of the performance level and the target management level according to the life cycle. This paper proposes methodologies and procedures for estimating the bridge maintenance costs using two models and existing cost and performance prediction models that consist of unit repair cost model according to the safety score, performance degradation model of bridges, unit reconstruction cost, and average reconstruction time. To verify the applicability, future maintenance costs can be forecasted for specific management agency considering the number of bridges, degree of aging, and current management status. As a result, it is possible to obtain the maintenance cost and safety level of an individual bridge level for each year. In addition, by summing them up to the agency level, the average safety score, ratio of the safety level, inspection costs, repair costs, and reconstruction costs can be obtained. In a further study, the changes in maintenance costs can be analyzed according to the changes in the target management levels using the developed method. The optimal management level can be suggested by reviewing the results.

Practical Model to Estimate Road User Cost for Bridge Maintenance Strategy (교량 유지관리 전략 수립을 위한 실용적 도로이용자비용 추정 모델)

  • The road user cost in indirect costs as well as direct costs such as the inspection/ diagnosis cost and the repair/reinforcement cost should be considered as one of the important items in the life-cycle cost-effective design and maintenance of the bridges. To estimate the road user cost, this paper formulates the road user cost as a sum of the user delay cost and the vehicle operating cost considering the detour effect. A numerical traffic simulation and a regression analysis are performed to develop a regression model due to a time delay. The proposed regression model is applied to the generation of the maintenance strategy based on the life-cycle cost and performance, and its effectiveness and applicability is investigated. The road user cost has a great influence on establishing the maintenance strategy, and the proposed regression model could be successfully utilized to estimate the road user cost of a bridge.

Bridge Life Cycle Cost Analysis of Preventive Maintenance (예방적 유지관리를 통한 교량의 생애주기비용 절감 효과 분석)

  • The paper aims at evaluating effects of preventive maintenance on life cycle cost(LCC) reduction of bridges. The preventive maintenance activities capable to delay bridge deteriorations can reduce overall maintenance costs and extend service life of a bridge by regularly providing maintenance activities and avoiding larger maintenance(repairs or rehabilitations) costs. Couple of prediction models were proposed in order to calculate LCC of a typical bridge: a health score model and repair rehabilitation cost model. In addition, the maintenance activities such as wash and painting were also suggested in order to consider effects of preventive maintenance in the analysis based on literature reviews. According to analysis results, new maintenance strategy(reactive maintenance + preventive maintenance) can save \0.5 billion per bridge for future life-cycle costs over 100 year analysis or \184 billion for entire HBMS(Highway Bridge Management System) inventory over 20 years. Small investments for preventive maintenance in improved bridge management can have a very significant return when considering the large bridge inventory.

  • Maintainability of highways is an important problem that is considered in the planning steps of a highway development process. A number of asset management systems have been developed to precisely predict maintenance and pavement expenditures for better decision making, But these systems are not helpful in reducing maintenance costs. Optimization of some highway design characteristics in the planning phases may reduce maintenance costs over the life cycle of highway. The formulations for initial and maintenance costs have been developed based on which design variables can be chosen to minimize these costs, focusing on the sideslope in cut and fill sections. Maintenance cost has been represented as a function of sideslope, width of highway cross section, and annual average daily traffic. A real geographic database of between Chung joo and Sang joo city in Choong buk was used and it is presented to investigate the sensitivities of maintenance cost and soil characteristics in selecting alignments. In this study, we present that maintenance cost and soil characteristics are important considerations in alignment optimization.

  • In this paper, we present the cost measurement metrics for the operation management and service improvement besides the general maintenance. The cost measurement metrics of the operation management and service improvement are based on the metrics that are classified and summarized precedent studies and complemented by empirical measuring indicators, and we propose the maintenance cost estimation model based on this metrics. The maintenance costs can be calculated detailedly, because the proposed metrics can be used selectively, depending on the scope of the information system maintenance. The effectiveness of the proposed maintenance cost measurement metrics and cost estimation model is verified by comparison between existing studies and our research.
