Discussion on Climate Finance: Issues and Perspectives (유엔기후변화협약 재정 분야 협상 쟁점 및 향후 전망)

  • As the means of implementation, the GCF and scaled-up climate finance compose major elements of a new climate agreement that will be implemented in 2020. The new agreement will be applicable to all parties, implying that developing countries as well as developed countries will be responsible for reducing GHG emissions. Achieving the goal of mobilizing 100 billion dollars will depend on the efforts put forth by developing countries in terms of meaningful mitigation actions and transparent implementation of the mitigation targets. This paper describes a major achievement on the negotiation related to climate finance since the Convention established and addresses the issues and perspectives for the Paris Agreement.

  • 교토의정서(Kyoto Protocol) 기후변화협약에 따른 온실가스 감축에 관한 의정서. 1997년 교토에서 열린 유엔기후변화협약 당사국 총회에서 채택. 선진국은 2008~2012년 사이에 온실가스 배출량을 1990년 배출량 대비 평균 5.2% 감축토록 규정. 한국은 의무감축 대상국이 아니며 미국은 교토의정서를 비준하지 않았음.

A Study on the IMO Regulations regarding GHG Emission from Ships and its Implementation (선박기인 온실가스 배출에 대한 IMO의 규제와 이행방향)

  • Traditionally, UNCLOS stipulates that States have the obligation and responsibility to protect and preserve the marine environment and exercise their rights in Principle of Non-Discrimination with respect to foreign ships visiting to port states. UNFCCC and Kyoto protocol established Common but Differentiated Responsibility as the basis which is established on the historic responsibility. The principle in which IMO is presently developing the regulations of Green House Gas emitted from ships is contradict with the principle of UNFCCC regime. In this paper, the development and the principle of UNFCCC and Kyoto protocol is surveyed and it provides the tendency of the IMO activities regarding GHG emission from ships. Also, through consideration of the problems and restrictions drawn from comparison between two principles, the conclusion suggests the fundamental theory and implementation means in order to carry out the purpose of IMO regulations in accordance with the principles of UNCLOS and IMO Convention.

Outlook for a New International Agreement on Climate Change Adaptation: How to Approach (기후변화 적응의 신기후체제 합의: 전망을 위한 접근방법)

  • The purpose of this study is to analyze the major issues discussed among Parties and provide a framework for predicting the agreements on those issues, prior to the final negotiation on a new legally-binding agreement on climate change adaptation in the United Nations Framework Convention on Climate Change (UNFCCC). The analyses of documents, adaptation actions, and work of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) under the UNFCCC informed that the adaptation issue has primarily been focused on the support of developed country Parties for the adaptation of developing country Parties following the principle of the Convention, Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC). Three-year work of the ADP acknowledged the major issues on adaptation in the new climate agreement, which would be categorized as long-term and global aspects, commitments/contributions/actions, monitoring and evaluation, institutional arrangements, and loss and damage. A final agreement on each issue could be predicted by setting a zone of possible agreement in-between the two extremes of developing and developed country Parties and considering three major elements affecting the Parties' positions, national priority, adaptation action, and social expectation, which are proposed in this study. The three major elements should be considered in a balanced manner by Parties to draw a durable agreement that will enhance global adaptation actions from a long-term perspective. That is, the agreement needs to reflect adaptation actions occurring outside the Convention as well as social expectations for adaptation. It is expected that the new agreement on climate change adaptation, from a long-term and global perspective, would be an opportunity to reduce vulnerability and build resilience to climate change by incorporating global expectations.

  • The Kyoto Mechanisms allows a supplementary means for compliance, CDM(Clean Development Mechanism) and JI(Joint Implementation) projects. The investment in CDM projects is increasing rapidly as the first implementation period began in 2008. This paper seeks to determine factors affecting the price of primary CER using UNFCCC CDM Project Development Document(PDD) data. This study employs the Cluster analysis and the GLS(Generalized Least Squares) method.

  • 최근 기후변화에 따른 생태계의 파괴, 해빙, 해수면 상승 등의 현상이 발생함에 따라 코펜하겐에서는 유엔기후변화협약 당사국 간의 온실가스 감축 논의를 위한 총회가 개최되는 등 전 세계적으로 기후변화에 대한 관심이 고조되고 있다. 국내에서는 기후변화가 지구환경시스템과 서로 밀접한 관계가 있음에 따라, 기후변화에 따른 환경의 변화를 함께 고려하는 연구가 진행되고 있다. 그러나 현재 기후-환경 통합 연구에 필요한 자료는 산재되어 있고, 필요한 자료의 확보에 많은 시간과 노력이 필요로 하기 때문에 원활한 연구 진행이 어려운 실정이다. 따라서 본 연구에서는 기후-환경 분야의 분석 지원을 위한 통합DB의 구축방안에 대해 연구하였다. 통합DB의 구축 시 발생하는 문제점에 대해 분석하고, GIS의 적용에 필요한 위치체계의 정의, 데이터 포맷에 따른 관리 방안과 통합 DB 구축을 위한 데이터 표준화 방법을 이용하여 GIS기반 기후 환경 통합DB 구축 방안에 대해 제시하였다. 본 논문을 통해 구축되는 통합DB는 기후-환경 데이터의 원활한 공유를 통해 기후 환경 상호작용의 분석 기반을 마련하고, GIS기반의 공간분석에 지원이 가능하리라 기대된다. 나아가 기후-환경 변화에 대한 분석, 모의를 통해 기후-환경 변화에 따른 대응 전략 수립이 가능할 것으로 사료된다.
