Design of an Educational Administrative Artifacts Management System from the Perspective of Records and Cultural Heritages: A Case Study on J College of Education (기록과 문화유산 관점에서 본 교육 행정박물 관리시스템 설계: J 교육대학 사례를 중심으로)

  • Many Korean schools are in danger of closure because of a decreasing school-age population, and cases of consolidation of educational institutions in the local community are on the rise. A number of educational records, particularly educational administrative artifacts (hereafter "Edu Artifacts"), are accordingly in danger of disappearing. Despite their historical, cultural, and educational value, systematic management is far from satisfactory. This study thus examines the characteristics of Edu Artifacts from the archival and cultural heritage perspectives and compares standard records management system, special type records management system, and historical manuscripts management system, which are currently used in public institutions, to see what is required to manage them effectively. By analyzing the Edu Artifacts possession status and management system of J University of Education, This study intends to verify the research outcome's effectiveness by presenting the essential functions of the management system of Edu Artifacts and the corresponding menu structure.

2004년 제1차 공공기관 우수DB 시상

  • 한국데이터베이스진흥센터가 주관하는 2004년 제1차 공공기관 우수 데이터베이스(DB) 시상식이 지난달 20일 한국관광공사빌딩 지하 강당에서 개최됐다. 지난해 통계∙기상∙기업∙법률∙특허 등 5개 분야 DB 10종을 우수DB로 선정한 한국데이터베이스진흥센터는 올해 공공기관 DB를 대상으로 우수DB 6종을 선정했다. 이번에 선정된 공공기관 우수DB 6종은 재정경제부, 문화관광부, 산업자원부, 건설교통부와 산하 공 공기관에서 운영하고 있는 데이터베이스 가운데 건설교통, 경제산업, 문화예술 등 3개 분야에서 품질이 우수한 각 2종씩의 DB가 선정됐다. 건설∙교통 분야에서는 한국도로공사의‘로드플러스’와 건설교통부의‘건설교통종합정보센터’가 선정됐고, 경제∙산업 분야에서는 조달청의‘나라장터’와 한국은행의‘경제통계시스템’, 문화∙예술 분야에서는 한국관광공사의‘Visit Korea’와 문화재청의‘국가문화유산종합정보서비스’가 선정됐다. 한국데이터베이스진흥센터는 올 11월경 정보통신, 교육학술, 과학기술분야를 대상으로 제2차 우수 DB를 선정할 계획이며, 자세한 내용은 데이터베이스품질평가센터(www.dbq.or.kr)에서 소개하고 있다.

  • As the amount of digital collections has been increasing, a new approach is needed to improve access to records. Interactive visualization allows users to more easily browse and navigate across large collections. Cultural heritage institutions in the United States, United Kingdom, and Australia introduced interactive visualization techniques to diversify ways by which to access archival records. This study aims to propose a method for applying interactive visualization to archival collections. It began with an analysis of interactive visualization cases in overseas cultural heritage institutions. Based on the analysis, a visualization of the collections held by the National Archives of Korea using various interactive visualization techniques was suggested.

A Study of the Application of 'Digital Heritage ODA' - Focusing on the Myanmar cultural heritage management system - (디지털 문화유산 ODA 적용에 관한 시론적 연구 -미얀마 문화유산 관리시스템을 중심으로-)

  • Official development assistance refers to assistance provided by governments and other public institutions in donor countries, aimed at promoting economic development and social welfare in developing countries. The purpose of this research is to examine the construction process of the "Myanmar Cultural Heritage Management System" that is underway as part of the ODA project to strengthen cultural and artistic capabilities and analyze the achievements and challenges of the Digital Cultural Heritage ODA. The digital cultural heritage management system is intended to achieve the permanent preservation and sustainable utilization of tangible and intangible cultural heritage materials. Cultural heritage can be stored in digital archives, newly approached using computer analysis technology, and information can be used in multiple dimensions. First, the Digital Cultural Heritage ODA was able to permanently preserve cultural heritage content that urgently needed digitalization by overcoming and documenting the "risk" associated with cultural heritage under threat of being extinguished, damaged, degraded, or distorted in Myanmar. Second, information on Myanmar's cultural heritage can be systematically managed and used in many ways through linkages between materials. Third, cultural maps can be implemented that are based on accurate geographical location information as to where cultural heritage is located or inherited. Various items of cultural heritage were collectively and intensively visualized to maximize utility and convenience for academic, policy, and practical purposes. Fourth, we were able to overcome the one-sided limitations of cultural ODA in relations between donor and recipient countries. Fifth, the capacity building program run by officials in charge of the beneficiary country, which could be the most important form of sustainable development in the cultural ODA, was operated together. Sixth, there is an implication that it is an ODA that can be relatively smooth and non-face-to-face in nature, without requiring the movement of manpower between countries during the current global pandemic. However, the following tasks remain to be solved through active discussion and deliberation in the future. First, the content of the data uploaded to the system should be verified. Second, to preserve digital cultural heritage, it must be protected from various threats. For example, it is necessary to train local experts to prepare for errors caused by computer viruses, stored data, or operating systems. Third, due to the nature of the rapidly changing environment of computer technology, measures should also be discussed to address the problems that tend to follow when new versions and programs are developed after the end of the ODA project, or when developers have not continued to manage their programs. Fourth, since the classification system criteria and decisions regarding whether the data will be disclosed or not are set according to Myanmar's political judgment, it is necessary to let the beneficiary country understand the ultimate purpose of the cultural ODA project.

A Study on the Classification System of Cadastral Cultural Heritage : Focusing on LX museum collection (지적 문화유산 분류체계 연구 - LX국토정보박물관 소장품을 중심으로 -)

  • The fundamental basis for revitalizing cultural resources and developing content is national heritage(cultural property). In national heritage, cultural heritage is a tangible cultural heritage that represents the uniqueness of history and tradition, identity, and changes in life. In the case of museums, the collections (a museum-owned cultural heritage) represent the unique characteristics of the institution. In South Korea, it is recommended that museum collections be registered and used in the Cultural Heritage Standard Management System so that cultural heritage can be managed and utilized in connection with academics, industry, and administration. However, due to a lack of awareness of modern and contemporary heritage, the thematic classification chronology of the system was set mainly before the Joseon Dynasty, and a cultural heritage classification system suitable for national land information has not been established. Therefore, this study aims to propose a classification system for cadastral cultural heritage, based on the modern era when cadastral terminology was first used, using the cultural heritage owned by the LX Museum. Cadastral cultural heritage is characterized by the fact that although it is a field of specialized technology, the surveying or the production of it is not done by specific individuals only, and that while the production is professional, there are many educational aspects in its use. Therefore, unlike other specialized museum collections that are classified based on the functional aspects of their production methods, intended use, and creators, the classification method for cadastral cultural artifacts should be based on the characteristics of the cadastral tools and the outputs. This classification follows a three-tier stages with reference to the items in the Cultural Heritage Standard Management System. This classification aims at the effective use of knowledge by categorizing concepts and systematizing the subjects of data into a series of orders. A safe conservation and management environment for cadastral cultural heritage can be established, and academic and socio-cultural interpretation of the collection is possible by this classfication. Moreover, It is also expected to serve the basis for the national land information as well as searching for the national land information research, planning a exhibition, and the field of education in museum.

Preserving Our Digital Heritage: A UNESCO Perspective (디지털 유산의 보존: UNESCO의 관점에서)

  • A large part of the vast amounts of information produced in the world is born digital, and comes in a wide variety of formats: text, database, audio, film, image. During the meeting of the Organization's Executive Board in May 2001, Member States agreed on the need for rapid action to safeguard digital heritage. The interest of UNESCO in this situation comes as no surprise. UNESCO exists in part to encourage and enable the preservation and enjoyment of the cultural, scientific and information heritage of the world's peoples. The growth of digital heritage and its vulnerability could hardly go unnoticed. Our societies have witnessed the end of the paradigm of the written archive, a paradigm that had developed over hundreds of years. Throughout the twentieth century new media have wisely and modestly joined this prestigious tradition. This paradigm has already been transformed, and the devices in place are unable to deal with the brutal advance of information technologies, and the quantitative inflation which they cause. This goes beyond those institutions specializing in the management of memory: a whole new regime of information will have to be constructed, and quickly, completely transforming old memory and archiving systems. If this shift does not take place, our societies will suffer irremediable damage in their collective social memory.

Collaboration between Libraries and Archives for the Preservation and Use of Documentary Heritage (기록유산의 보존과 활용을 위한 도서관과 기록관의 협력)

  • Collaboration between libraries and archives would be an effective and efficient strategy for them to accomplish their mission to make useful information accessible for current users and to preserve valuable documentary heritage for future users. This paper indicated differences in their organizational culture and some technical problems as obstacles to collaboration. Nine cases of collaboration and cooperation between libraries and archives in some foreign countries were introduced. This paper analysed strength and weakness for Korean libraries and archives when they explore ways to go into partnership. Based on the analysis. it suggested to develop the communication channels between libraries and archives; to further the education of competent professionals; to establish necessary standards. to get legal and financial support from the central and local authorities.

  • 전시 중심의 단기적 활용을 벗어나 일종의 문화유산으로 시각예술 아카이브를 관리하려는 움직임이 국가단위 또는 주요 기관간 컨소시엄의 형태로 활발히 진행 중인 해외 문화선진국의 사례와는 달리 국내 시각예술계는 아카이브 기반 전시나 프로젝트의 인기를 넘어서지 못하는 단편적 접근방식으로 아직 국가차원의 종합적인 비전이나 장기적인 전략을 창출해내지 못하고 있는 것이 우리의 현실이다. 국내 디지털 인프라의 선진성에 의지한 공공기관 주도 디지털 아카이브 사업에 대한 낙관적 전망도 몇몇 기관의 디지털 아카이브 구축 및 운영 경험을 통해 그 불투명성 및 위험성이 노출된 바 있다. 새 정부 출범 이후 국가정책을 지배하고 있는 창조경제 화두를 관통하는 핵심 키워드 중의 하나로서 시각예술 콘텐츠 자산의 근간인 국내 시각예술 아카이브의 경쟁력은 전면적으로 검토될 필요가 있다.

SOC Project Plans and Cultural Resource Management in the North Korean Region : Suggestions for Systematic Investigation and Management of North Korean Cultural Heritage (북한지역 SOC사업 구상과 문화유산 - 북한 문화유산의 효율적인 조사·관리를 위한 제언 -)

  • Despite continuous volatility in ideological leanings, South Korean governments, conservative or progressive, have published a series of plans for aiding the economic development of North Korea. The Moon administration's plan is the paragon of such efforts. In addition, recent detente between the North Korean regime and the US government evokes much hope in its success. There is, hidden behind the veil of hope, apprehension about the crisis of management of cultural heritage in the North Korean region. It is believed that development policies may overwhelm efforts at conservation of cultural heritage, in particular that the hurrying of development projects would provoke insufficient and inappropriate investigation of archaeological sites., If these problems arise, responsibility for their resolution would be carried by South Korean archaeologists and governmental institutes. This paper reviews what the South Korean government has suggested for North Korea's economic recovery and examines what capability the South Korean archaeology sector has for investigating North Korean cultural heritage. It then discusses the scale of investigation needed, and what should beused as precedent in planning substantial excavations when development projects are performed in the North Korean region. Constructing a digital map system for cultural heritage of North Korea is suggested as one of the most urgent tasks precedent to substantial excavations. It is of great importance because we do not currently have any substantial information about the locations and current condition of cultural heritage sites and artifacts in the North Korean region. The mapping of Bronze Age sites in North Korea, conducted as a sort of pilot test, revealed that archaeological sites are densely distributed in several regions, especially Hwanghae-do and Pyoyang Directly-Administrated City, and that there is high potential of discovering new sites.

A Study on the Status and Performance of Cultural Heritage in the Demilitarized Zone on the Korean Peninsula (한반도 비무장지대 문화유산의 실태조사 현황과 성과 고찰)

  • A fact-finding survey of the Demilitarized Zone can be said to be a very meaningful academic survey linked to previous index surveys of protected military areas and municipal and excavation surveys of ruins and military sites on Mount Dora. Not a few ruins were first discovered in this survey, and the locations, structures, and restoration artifacts of the previously investigated ruins were confirmed differently, raising the need for a detailed investigation. In particular, it is noteworthy that various relics from the Paleolithic Age to the Joseon Dynasty were recovered from relics dispersion sites such as Josan-ri and Cheorwon Gangseo-ri in Paju, and Hoengsan-ri Temple Site is also a Buddhist relic in the Demilitarized Zone. However, in the case of some graveyards and relics sites in the Paju region, it was an opportunity to understand the reality that they are not safe from cultivation and development, and the ruins of Cheorwon Capital Castle, Seongsanseong Fortress, Jorangjin Bastion, and Gangseo-ri Bastion were damaged during the construction of military facilities, and an urgent investigation is needed. Also, farmland and hilly areas around the ruins of Jangdan, Gunnae-myeon, and Gangsan-ri have not been properly investigated for buried cultural assets due to small-scale development. Therefore, it is an important time for the relevant authorities and agencies to cooperate more closely to establish special management and medium- to long-term investigation measures for the cultural heritage in the Demilitarized Zone based on the results of this fact-finding investigation.
