Since 2000, ubiquitous cities are spread over Korea by government's supporting project for ubiquitous city construction. But recently problems such as low perception of ubiquitous city are issued. There is just a few studies about a creation of citizen centric ubiquitous city service even though there have been several studies and policies to overcome such problems. There is not enough research on applying ubiquitous city service effectively at the stage of ubiquitous city plan. To solve this problems, this study ultimately aims to suggest essential ubiquitous city service applied at that stage to guarantee minimum quality of ubiquitous city. The expert survey method was employed to select essential ubiquitous city service. To achieve this goal, First, a survey performed by 163 local government officers to know current status of the ubiquitous city construction project. Second, another survey was performed for about 30 days by 38 experts worked at local public official and ubiquitous city organization to select essential ubiquitous city service. Finally we suggested 14 essential ubiquitous city service from the several viewpoints, which were universality, industry growth, social welfare, effective city management. And we analyzed the differences between ubiquitous city services written 14 ubiquitous city plan and essential ubiquitous city services.

With the rapid development of information and telecommunication technologies, the adoption of ubiquitous technologies is increasing for the realization of new effective u-City services. u-City is defined as a next-generation informatization city that can innovate a city's various functions, such as improving the welfare of the citizenry, ensuring safety based on systematic urban management, improving the quality of lives, and increasing convenience in city life, by merging cuttingedge information and telecommunication infrastructures and ubiquitous information services with urban space. There is therefore a need to recognize that a successful u-City implementation strategy involves developing the previous UIS into a ubiquitous technology-based UIS and integrating UIS's various urban informations with effective u-City services. In this paper, for UIS-based u-City implementation, the intelligent integration model of urban spatial information based on interoperability is proposed.

This paper intended to observe the present state of the U-City development in local governments and to present the basic view-point to carry out it in the context of total urban area. Also, this paper has a meaning to present a fundamental perspective for making plan to go on the U-City development. For this reason, it was investigated on the concept of 'Ubiquitous', the related technologies to realize the U-City, the related policies for 'Ubiquitous' in the central government, and the circumstances of the U-City development in the local government. Finally, on developing the U-City in local government, this paper presented its developing direction in the context of the whole urban structure and in the relation with the developed urban areas.

Last February, $\ulcorner$The Act on Ubiquitous City Construction and etc.$\lrcorner$ was approved by the National Assembly. The law stipulates the regulations on the planning, construction and management of the Ubiquitous City. As its national-level law system is about to take its effects, future new city developments are expected to have its legal basis to be built to meet ubiquitous city requirements. Also, it is anticipated that such needs would require much more planning techniques and strategies. In reaction to those upcoming needs, this study is to search for new planning approaches to realize the u-City in reality. It is also to supply with the framework to execute the u-City projects in more structuralize and systemize manner. Therefore, with the purpose of the establishment of comprehensive planning system, the theoretical bases were sought in relation to planning u-City, pre-existing u-City development cases and regarding regulations were analyzed, and then basic concepts, features, and constituent factors were set up.

For the development and management of u-City(ubiquitous city), Ubiquitous City Construction Law was enacted(March 3, 2008) to form the legal basis of u-City plan, construction and managements afterwards. The ultimate goal of the u-City construction is the advancement of national territory utilization and management using Korea's high level of IT and spatial information infrastructure. Based on the definition of the u-City Construction Law, the u-City refers to a city where u-City services are provided through the u-City infrastructure applying u-City technology. But, based on the current level of relationship model among u-City service, technology and infrastructure, it is not enough to guide the local municipalities to plan and provide the successful u-City services in its vicinity. So as one of the core issues for the legal arrangements of successful u-City services, the purpose of the study is to suggest the basic directions and execution strategies for the relationship establishment among u-City service, technology and infrastructure.

1990년대 후반 IT의 발달로 정보통신 도시에 대한 개념이 정립되었다. 2000년대 초반, 유비쿼터스 기술이 도입됨에 따라 정보통신 도시는 U-City로의 개념 대체가 이루어졌다. 당시 U-City는 첨단 정보통신 인프라와 유비쿼터스 정보서비스를 도시 공간에 융합하여 도시 제반 기능을 혁신시킬 수 있는 차세대 정보화 도시로 정의되었다. 그로부터 U-City 란 개념이 도입 된지 $6{\sim}7$ 년여의 시간이 경과하였는데 그 시간 동안 초기의 U-City가 어떠한 패러다임을 갖고 변화하였고 그 변화의 원인을 살펴보고자 한다. 현재까지의 도시 트렌드를 분석하고 향후 미래도시 트렌드를 제안하고자 한다. 눈에 보여지고 있는 U-City를 구성하는 것은 U-City 서비스라고 해도 과언이 아니다. U-City에서 제공하는 U-City 서비스에 대해 분석하고 향후 출현할 수 있는 서비스에 대해 제언하고자 한다.

본 연구에서는 유비쿼터스 도시의 통합운영센터가 가지고 있는 문제점들을 해결할 수 있고, 기존도시와의 IT서비스의 차별성을 위하여 스마트그리드를 운용하는 방안을 제안하였다. 이를 위하여 한국전력의 대리자, 해상풍력에너지 전력생산 및 판매, 그리고 정전대비 보완사항을 제시하였다. 이 연구로 유비쿼터스 도시에 대한 운영비 조달과 수익창출 및 정전에 의한 재난관리 예방이 기대되고, 유비쿼터스도시의 참조모델이 될 것으로 판단이 된다.

This paper presents the main business models in ubiquitous city (u-City), the future city strategically integrated with the ubiquitous computing technology. Based on the concept of u-City, the chief services related to the u-City that has been actively developed are analysed, and then the best main four business models (u-Tour, u-ITS, u-SCM and B2B) for SongTan city are presented. The four business models are selected from making an analysis for the present situation of the tour industries, industrial complex, traditional market in SongTan. With the business models, the strategies to realize the active business transactions, high revenues, high value-adding industries, self-sufficient business through the construction of u-City are also presented. Finally, the promoting plans for local autonomy party, citizen party and consortium of industries/universities/researches to give an comfortable u-Life to citizen in SongTan are described.

유비쿼터스 사회가 도래함에 따라 유비쿼터스 기술을 도시에 적용한 u-City가 개발되고 있다. u-City는 다양한 정보화 기기들이 존재하며 정보화 기기 사이를 연결하는 다양한 네트워크 기술이 상존한다. u-City의 핵심 요소인 u-City 통합운영센터는 u-City 내의 모든 서비스를 처리하도록 설계되었으며, 도시를 통제 관리하는 중요한 업무를 수행한다. 이 중에서 보안관리 업무는 시스템에서 수집, 가공, 산출하는 데이터 및 정보의 보안유지를 위해 중요한 부분이다. 따라서 본 논문에서는 u-City 통합운영센터의 보안유지를 위한 기술적, 물리적, 관리적인 측면에서 보안관리 대책을 제시하였다.

u-City(유비쿼터스 도시)는 첨단 정보통신 인프라와 유비쿼터스 정보서비스를 도시공간에 융합하여 도시생활의 편의 증대와 삶의 질 향상, 체계적 도시관리에 의한 안전보장과 시민복지 향상, 신산업 창출 등 도시의 제반기능을 혁신시킬 수 있는 차세대 정보화 도시를 의미한다. 이를 통해 도시거주민에게는 쾌적한 도시생활을 제공하고, 도시관리자에게는 효율적인 도시 운영을 통한 편리성을 제공할 것이다. 따라서, 국토의 균형있는 발전이 이루어지고 도시 거주민의 복지는 향상되어질 것이다. 또한 국가의 성장동력원으로 크게 기여할 것으로 기대되어 진다. 본 연구에서는 국내 u-City 산업 활성화를 위해 u-City 사업전개 방향, 사업자별 시장동향, 국내외 u-City 추진 현황과 추진정책방향 등을 살펴보고자 한다. 그리고, 이를 통한 통신사업자 관점에서 시사점을 도출하도록 한다. 또한, 향후 직면할 문제점들을 사전에 예방하고 대비하는 데 도움이 되고자 몇 가지 제언을 하고자 한다.
