Comparative Study Between U-City Plan and Related Plans (유비쿼터스도시계획과 관련계획의 비교연구)

  • The U-City comprehensive plan has been settled on November in 2009 by U-City law which was enacted in 2008. On this, the U-City plan's framework which local governments established has been set. However, those who work for U-City in local governments and private sector would be fallen into confusion because they have not fully understood yet the concept of planning system in the U-City plan. In this condition of the early stage, some problems that are overlapping investments and lack of coordination between plans may occur. On this background, it is needed to understand the U-City plan's status and role by figuring out the relationship between U-City plan and other related plans. The goal of this paper is to suggest implications that are differences and similarities for coordination among the plans through a comparison with detailed instructions and laws related to U-City planning.

  • U-City is the key element of the future knowledge-based society where every citizen will be benefited from the most advanced information technology. The following research reengineers the old process to define the rational and efficient process of the U-City construction project(BPR: Business Process Reengineering). In order to achieve the goal, identify and diagnose problem points, outline the improved plan, and readjust the managing system and process to propose better process. And Lastly, redefine the best efficient process by simple modeling using the UML(Unified Modeling Language). The goal of the systematic proposal is to make contributions to a base of the green growth to be the development of the Sustainable U-City.

Definition and Division in Intelligent Service Facility for Integrating Management (지능화시설의 통합운영관리를 위한 정의 및 구분에 관한 연구)

  • Smart City is urban development for complex problem solving that provides convenience and safety for citizens, and it is a blueprint for future cities. In 2008, the Korean government defined the construction, management, and government support of U-Cities in the legislation, Act on the Construction, Etc. of Ubiquitous Cities (Ubiquitous City Act), which included definitions of terms used in the act. In addition, the Minister of Land, Infrastructure and Transport has established a "ubiquitous city master plan" considering this legislation. The concept of U-Cities is complex, due to the mix of informatization and urban planning. Because of this complexity, the foundation of relevant regulations is inadequate, which is impeding the establishment and implementation of practical plans. Smart City intelligent service facilities are not easy to define and classify, because technology is rapidly changing and includes various devices for gathering and expressing information. The purpose of this study is to complement the legal definition of the intelligent service facility, which is necessary for integrated management and operation. The related laws and regulations on U-City were analyzed using text-mining techniques to identify insufficient legal definitions of intelligent service facilities. Using data gathered from interviews with officials responsible for constructing U-Cities, this study identified problems generated by implementing intelligent service facilities at the field level. This strategy should contribute to improved efficiency management, the foundation for building integrated utilization between departments. Efficiencies include providing a clear concept for establishing five-year renewable plans for U-Cities.

  • 본 연구에서는 u-Eco City 건설을 위한 u-City 기술 연구의 첫걸음으로서 기반시설 관점에서 u-City기술을 분류하고자 한다. 이는 u-City를 구현할 때 기반시설에 u-City기술을 접목함으로써 u-City서비스를 실현할 수 있기 때문에 의미가 있다. 즉, "유비쿼터스 도시건설 등에 관한 법률"에서 언급하고 있는 u-기반시설의 개념을 도입하여 기술을 분류함으로써 서비스-기술-기반시설의 연계성을 명확하게 파악할 수 있다. 본 연구에서 제시하고자하는 u-City 기술의 분류는 u-City기술의 범위를 정하고, 추후 기술개발의 전략적 목표 설정 및 기술전략 수립의 기초자료로써 활용될 수 있으리라 기대된다.

U-City Service Space Realization Strategies in Digital Convergence Era (디지털융합시대의 U-City서비스 공간화 방안)

  • It is possible to evaluate hi-tech spatial services such as U-City services as part of the visible results from more than 10 years of public efforts and budgets on Korea National Digitalization. The U-City services are mainly based on ICT(Information and Communication Technology), but in the aspect of giving intelligence to the existing physical space, in principle, they are to be inter-connected with both spatial information and spatial plan. But, still there are few shared concepts for linking U-City services with spatial information and spatial plan. Therefore, under the proposition of the realization of Ubiquitous National Territory in the Digital Convergence Era, the purpose of the current study is to facilitate the balanced development among U-City services, national spatial data and spatial plan by proposing a new concept of Digital Convergence Space. Then, for its realization, regarding laws and policy arrangements are suggested.

  • A Ubiquitous City (U-city, Smart City) is one that ties information communications technologies (ICT) into many facets of city construction, thereby implicitly intending to function as a smart city that aims to be efficiently managed as well as provide an enhanced standard of living for its residents. Laws related to the construction of such ubiquitous cities point to integrated city management centers, intelligent facilities, and U-City infrastructure, among others, as central components of U-Cities, but do not provide a standard for these structures. Consequently, building of U-Cities by local governments are based on arbitrary judgments constrained the myriad of practical limitations that they face. Such ambiguity brings to light the need to find ways to improve the quality of these efforts. The first and second stages of this research examine the status of the components of a U-City -ubiquitous planning, technology, infrastructure, and services - and undertakes a comprehensive review thereof, with evaluation criteria formulated on the characteristics of stability, connectivity, goal-orientation, and development potential. In the research's third stage, a realistic and detailed evaluation index by which U-Cities can be renewed, demonstrated, and applied (???) is introduced in a step-by-step fashion, which will allow for local governments to properly assess the standard of their U-City in relation to the realities of the locality. Through the research result, it is expected that the index will become a part of the continued development and advancement of the "smart" character of an autonomous U-City at the local scale, and contribute to the overall revitalization of the U-City.
