본고에서는, 업무용 주방에서 소비되는 에너지 실태에 대하여 논하고, 업무용 주방의 환기.공조설비에 관한 연구가 왕성한 유럽과 일본에 있어서의 기준을 비교하여 각각의 특징이나 차이점 등에 대해서 소개한다. 더욱이 유럽에서 채택되고 있는 쾌적성이나 에너지절약을 배려한 환기.공조시스템의 적용예와 유럽에 있어서의 최근의 연구동향을 소개한다. 또한 작업구역의 환기효율이나 공조효율을 개선하기 위한 환기.공조시스템에 대해서 검토한 사례를 보고한다.

헝가리는 15년간의 정치, 경제적 체제 변환 후에 2004년 5월 1일 유럽연합(EU)의 정식 회원국이 되었다. 유럽연합 가입은 유럽연합의 법률과 공동 농업 정책(Common Agricultural Policy, CAP)의 도입을 포함한 길고 복잡한 과정의 산물이면서, 농업 문제의 새로운 국면을 초래하였다. 농업분야에서 핵심이 되는 논제는 공동 농업 정책의 규칙을 도입하는 동안 효율성과 경쟁성을 유지하는 것이었다. 헝가리 농업 및 농촌개발부의 주요 문헌자료에 기초하여 유럽연합 가입 시기의 헝가리 농업의 전반적인 실태와 문제에 대하여 고찰하였다. 아울러, 유럽연합 회원국과의 관계에서 농업의 문제와 앞으로의 과제를 전망하고자 하였다. 헝가리가 유럽연합 회원국이 되기 위한 준비로 주목할 만한 것은 2003년 정부가 새로운 규정을 법률(governmental regulation # 81/2003)로서 정하고 농업 및 지역개발청(Agricultural and Regional Development Office)을 설치하여 공동농업정책과의 원활한 통합을 추진하고 있다는 점이다. 특히 농업 및 지역개발청은 헝가리에서의 유럽연합 공동농업정책의 운용을 총괄하고 있다는 점이다.

External costs emerge as a consequence of negative external effects. The EU commission and national government in Europe made themselves the internalization of external costs and began to make various measures. The traffic sector plays an important role. At the same time, it affects as financial loads to logistics service providers and carriers in Europe. This study examines current development in european logistic market conditions. It describes the reaction of different market players and stakeholders in the logistic value chain in EU, Switzerland and Germany. A portfolio of different strategic answers to the changing market environment is being developed. Therefore, different options for the internalization of external costs are proposed. This study finally derives propositions for future research.

In previous paper[1], the authors had compared the current status of European and US rotorcraft development status. In this paper, more detailed procedures have been studied how the European rotorcraft technologies are developed preparing for 21 st century to be more competitive to US. For the systematic procedure to develop next generation aviation technologies including rotorcraft, the pan-European organization, ACARE, was established, and proposed major research agenda for next generation aviation technologies and businesses. Based on the proposed research agenda, all the R&D programs supported by EU are reorganized to be more efficient and competitive. The procedures for the rotorcraft technologies are, first, cabin noise/vibration reduction program (FRIENDCOPTER), second, core technologies to increase of rotor efficiencies and reduce rotor noise (GRC), and then finally to develop fast/long-range next generation rotorcraft (Fast Rotorcraft). As mentioned in previously, all the R&D procedure has to satisfy basic research agenda especially the environmental impact. With theses procedure, the European rotorcraft business had successful achievements not only in current and future market share, but also preparing for next generation rotorcraft platform such as compound and tilt-rotor rotorcraft satisfying market needs.

Countries around the world are propelling policies and strategies to strengthen the competitiveness of their own ports as they recognize the roles and importance of the ports in the international trade and logistics. The main objective of this study is to compare efficiencies of major container ports and analyze the factors that affect the efficiencies in the three regions of East Asia, Europe, and North America, which cover most of world container shipping. We employ DEA models in analyzing the efficiencies of 45 container ports using 5 input and 2 output variables. We also carry out regression analyses to estimate the impacts of each factor on the throughput (TEU), overall technical efficiency (OTE), pure technical efficiency (PTE), and scale efficiency (SE). The analysis results show that East Asian ports, despite being smaller in average size, make greater output and achieve higher technical and scale efficiencies than European or North American ports.

미국, 일본, 유럽 등의 자동차 메이커가 연비효율이 뛰어난 소형차 부문에서 본격적으로 대결하려는 시대가 가까와 오고 있다. 미 GM사의 소형차 전략의 첨병이라고 할 수 있는 X카가 금년 초에 이미 미국에서 발매되어 좋은 반응을 보이고 있다. 미국차는 대형, 일본ㆍ유럽차는 소형이란 말은 이제 옛말이 되어 가고 있다. 이와 같은 사실은 세계 자동차산업구조에 큰 변혁이 일어나고 있다는 것을 뜻한다. 자동차산업을 10대전략산업의 하나로 육성하고 있는 우리 나라 산업계에서도 미국의 새로운 전략과 일ㆍ유럽의 대응, 그리고 새로운 국제분업 관계의 전개에 기민하게 대응할 자세를 확립해야 할 것이다. 다음은 이와 같은 현황하에서 최근 세계 자동차업계의 움직임을 간추려 본 것이다. <편집자주>

현재 세계 각국마다 국가차원에서 전략적으로 추진하고 있는 정보통신기반 구축에 있어서 표준화는 무엇보다도 중요한 절대적 요소로서 인식하고 있다. 선진국과 마찬가지로 유럽도 유럽연합을 중심으로 유럽지역의 산업체 경쟁력을 제고하고 신규 고용창출을 증대하기 위해 새로운 정보기반구조(EII:European Information Infrastructure)를 구축하고 있으며, 유럽전기통신표준협회의 전략검토위원회가 EII와 관련된 표준화를 위해 우선적으로 검토해야 할 사항들을 연구.분석하여 필요한 권고사항들을 제시함으로써 표준화 기반을 마련해 나가고 있다. 본 고에서는 국내의 초고속정보통신 표준화를 효율적으로 추진하는데 도움을 주고자 제22차 ETSI 기술총회에 제출한 EII 관련 전략검토위원회의 최종보고서 가운데 권고사항들의 요약부분만을 조사분석하였다. 그리고 이 권고사항들은 EII의 특성, 개념 모델, 표준화 영역, 표준화 관리, EII 서비스, 상호운용성, 법 및 규제사항 등 7개 분야에 31개로 구성되어 있다.

정보화 시대에 한국어의 활발한 보급을 위해서는 다양한 모국어 사용자들의 학습 요구를 충족 시키는 한국어 코스웨어의 개발 및 통신망을 이용한 제공이 필요하다. 하지만, 외국어로서 한국어를 학습하고자 하는 학습자들을 위한 한국어 코스웨어는 영어와 일본어에 국한되어 있어서 유럽어를 모국어로 하는 학습자들의 한국어 학습 효율을 저하시키므로, 그들의 모국어로 된 한국어 코스웨어의 개발이 요구된다. 이러한 개발 단계에서 제일 처음 부딪히는 문제로 한글 윈도우(Windows)나 통신망(net-work) 환경에서 영어의 알파벳을 제외한 유럽어(European Languages) 특수문자의 입 출력이 불가능하다는 것이다. 따라서 비전산 전문가들이 손쉽게 코스웨어를 만들 수 있도록 개발된 기존의 저작 도구(authoring tool)로는 유럽어와 한글을 동시에 사용하는 한국어 학습 내용을 기술할 수 없다. 본 논문에서는 한국어 학습을 위한 원격 교육의 필요성 및 문제점을 알아보고 이를 바탕으로 설계한 유럽어 지원 한국어 코스웨어 개발 도구(developing tool)인 반디(BANDI)의 시스템 구성, 사용자 인터페이스 및 비전산 전문가인 학습 내용 개발자를 위한 스크립트 언어를 소개하였다.

히트 펌프란, 공기, 지중, 지하수 등에서 얼마 안되는 동력으로 효율 있게 열에너지를 끌어올려 장소나 어떤 대상물을 덥게 하거나 차게 하는 에너지절약 기술이다. 일본 등에서는 최근, 이 에너지절약 기술이 $CO_2$ 배출을 억제하는 지구온난화 대책으로서 주목을 받고 있으며, 유럽에서도 일본에 비해 규모는 크지 않으나 히트 펌프 시장이 급속히 확대되고 있다.
