EU and NAFTA which are huge regional economic blocs came out the world economy at the end of the twentieth century. It is the first that Europe has been trying to establish regional economic integration which is a revolutionary change to world economy. So that regional economic integration of Europe(European Union) has been improving to make a complete economic political integration. This paper analyzes trade creation effect for joining European Union(EU) of Central Eastern European countries with random effect estimation and fixed effect estimation. 12 Central Eastern European countries have become membership states of EU since 2004 is able to get 27.4% of trade increase effect on average between old and new membership countries one another as well as between new membership countries one another respectively. It is very important for some countries have a plan to affiliate to EU in the future to realize such a big effect if they are in.

유럽지역공업소유권연수에 대한 참가신청공문을 한국발명특허협회로부터 받아본 순간 흥분과 기대로 필자의 마음은 설레이기 시작하였다. 유럽지역은 특허제도의 발상지이면서 장기간에 걸쳐 정착화하고, 지금은 특허업무가 다변화하고 국제화하는 실정에 맞추어 많은 제도적 장치가 여거 기구에 의하여 마련되어 있는 곳이기에 특허업무에 몸담고 있는 필자로서는 일종의 메카와 같은 곳이었다. 따라서 개인의 자격으로는 쉽게 방문하기 어려운 프랑스 특허청 및 특허협회, 그리고 독일 특허청, 유럽특허청 또한 세계지적소유권기구(WIPO)와 이태리 특허청등이 연수의 대상으로 포함되어 있어 이번 연수에 참가하였던 모든 단원의 기대도 컸을 것이라고 충분히 짐작할 수 있었다.연수에 대한 준비의 모든 세부사항은 한국발명특허협회에서 치밀하게 마련이 되어, 1985년 11월 15일 결단식을 시작으로 유럽지역공업소유권제도 시찰은 무리없이 진행되기 시작하였다. 남계영 특허법률사무소 소장을 단장으로 연수단 10명이 김포공항을 출발할때 한국발명특허협회의 많은 임직원의 장도를 빌어주는 환송은 무척 고마웠다. 출발하는 1985년 11월 16일은 하늘까지 환송의 표시로 비를 뿌려주었던가. 아뭏든 많은 것을 배우고 경험하고 돌아와야 겠다는 다짐은 유럽상륙의 서막부터 더욱 굳어지기만 했다.

국제기구와 우리 정부는 그 동안 아시아 지역과 유럽지역의 경제협력과 발전을 도모하기 위한 철도망 구축 연구와 검토를 지속해 왔다. 극동지역의 철도교통망 구성에 있어서는 한반도와 시베리아 횡단철도(TSR)와의 연결이 중요한 교통 축으로 대두되고 있다. 동북 아시아 지역에서 유럽지역으로의 철도교통루트는 중국횡단철도(TCR), 만주횡단철도(TMR), 몽골횡단철도(TMGR)를 통하여 연결이 가능하며, 이중 한반도와 직접 연결되는 철도는 TCR과 TSR이다. 수송거리와 시간의 단축, 비용의 절감이라는 경제적 이유와 유라시아 물류망 확보라는 측면에서 이들 지역 관계국가들은 깊은 관심을 가지고 있다. The end of cold war and the trend of the detente brought about many changes in the military security policy and in the munitions industry of the West-Europe : reduction of the defence budget, diminution of the military power force and armaments, decrease of the exportation and the domestic demand of ordnance, and augmentation of discharged laborers. This mutation caused the munitions industry and the war industrials regions to a crisis. The munition industrials enterprises which was confronted a crisis searched for diverse strategies like an reconversion to the civil products, an internal diversification and an external growth. And the European Union, the national government, and local or regional self-government implemented policies for diversification of regional economic with an reconversion in order to minimize the effect of the regional economic and society from the crisis of the munition industry.

The european union used the regional policy for a compensation for a economic loss of the underdeveloped member countries and for a conciliation of the new member countries with a geographical enlargement. As a result, the objet of regional policy and the support eligible regions of structural funds increased. According to the central and eastern europe countries entry into the european union, the european union modified the regional policy: the integration of the dispersed objects of regional policy into the 3 objects, the reduction of the support eligible region of structural funds and the promotion of the interregional cohesion policy. The development disparities of the between the member countries converged. But the inter-local development disparities of a intra-member country dispersed. This tendency means that the regional policy of the european union contributed for the reduction of development disparities between the member countries but produced no effect on the diminution of the inter-local disparities of a intra-member country because of the regional differentiation of locational conditions.

With the flow of globalization, world aviation markets are showing growing trends toward liberalization, deregulation, and privatization. At the same time, also apparent is a strong trend toward regionalism on aviation markets to realize open skies at the regional level. This research examines the recent trend of regionalism in the world aviation market from a political economic perspective, taking a single European aviation market as an example. The results show that the creation of a single European aviation market is the EU's strategic response against the US to enhance the European aviation industry's competitiveness. More specifically, the results show that the European countries are creating a single European aviation market in order to stand against the US' so-called 'divide and nile policy' and 'encirclement strategy' and to make their airliners to have competitive advantages over the US airliners on the lucrative North-Atlantic air routes. Recently, the single European aviation market is expanding by including the Mediterranean and Balkan states to pursue Pan European aviation cooperation and to develop European Common Aviation Area so that it can continuously enhance its negotiating leverage against external markets. The results imply that it is urgent for the Northeast Asian countries to create their own regional aviation bloc to develop their aviation industry and to increase their negotiating power against external countries.

유럽지역에서는 1980년대부터 지역적인 전압/무효전력 불균형에 의한 문제를 해결하기 위해 계층적 전압제어 시스템에 대한 연구가 진행되어 왔으며 근래에는 실 계통에 적용하여 운영 중에 있다. 우리나라에서도 유럽지역에서와 같이 지역적인 전압/무효전력 불균형에 의한 전압 불안정 문제가 발생하고 있다. 이에 전력연구원에서는 그 해결책을 유럽의 경우와 같이 계층적 전압제어의 적용을 통하여 해결하고자 계층적 전압제어 시스템에 대한 연구를 진행 중에 있으며 본 논문에서는 중간 결과물인 속응형 전압제어시스템의 개발과 모의 결과에 대하여 소개하고자 한다.

With the formation of European Union, the frontier function which was existed among the member nations was vanished. The European Union, each national government, and local or regional self-government search actively for the transfrontier development strategies in order to make the underdeveloped transfrontiers an united internal region of European Union with an augmentation of mutual activities inter-transfrontier and a cooperative development of transfrontier. On the transfrontier among France-Belgium-Luxemburg which was the iron industry center of Europe, the cooperative development strategies(P.E.D.) of the inter-government and inter-local are executing for the restructuring of the stable regional economic on the basis of the INITRREG program of the European Union. In recent years, the locals self-govemments transfrontier are executing not only restructuring of regional economic but formation of urban community with the unification of the urban and regional planning, administration, and society.
