선거운동에 있어서 자유와 공정은 선거과정의 민주적 품질을 가늠하는 핵심적 가치이다. 선거과정에서 자유와 공정이 충분히 보장될 때, 유권자와 후보자 간의 역동적이며 설득적인 커뮤니케이션이 가능하다. 이 점에서 한국 선거운동의 민주적 품질은 아직 낮은 상태에 머무르고 있다. 한국의 선거법은 대단히 규제 중심적이며, 이는 과거 부정선거 및 타락선거의 경험에서 비롯된다. 하지만 선거환경은 빠르게 변화하여 왔다. 유권자의 선거문화 및 의식수준이 크게 개선되었으며, 인터넷의 확산은 더욱 능동적이고 참여적인 유권자를 탄생시키고 있다. 선거환경의 변화는 규제 중심적 선거규칙의 변경을 요구하고 있다. 하지만 선거운동의 민주적 품질은 법제도적 개선만으로 향상되는 것은 아니다. 선거경쟁의 장에서 공명정대한 관리자로서 선관위의 위상정립과 더불어, 유권자들의 건전한 선거문화의 형성을 위한 끊임없는 노력이 함께 병행될 때 비로소 선거운동을 둘러싼 민주적 품질의 실질적 향상이 성취될 수 있을 것이다.

The female leadership styles in the 21st century have been established as a major axis. Especially, the fashion of female politicians being exposed to the public during political activities has become a main element of a measure displaying visually female leadership styles in the 21st century and image making as well. Consequently, this study conducted qualitative research through the interview method to figure out regular voters' thoughts in depth about images being required for female political leaders and the fashion maximizing those images, and drew the detailed design elements. Suggesting the clothes design reflecting those elements for female political leaders by 3D virtual clothing works emerging as a new market creating profits related to fashion. The images which female political leaders have to have and were extracted through the interviews in this study, showed as feminine, strong leader, honest, and intelligent images, and also it was shown that female political leaders displaying proper images depending on the circumstances and using those images in politics rather than sticking to a fashion identity were favored by interviewees. The present study intends to contribute to being used as basic data of various research and fashion items of virtual reality and establishment of successful fashion strategy for female political leaders.

Although more priority is given to politicians from the aspect that they represent people and decide the future of country, the current situation is that politicians are not free from terrorism because of insufficient guard-concerned law, negative social recognition and increased crime and terrorism. The measure for politician terrorism shall be handled from the aspect of national security rather than public peace. For the purpose, basic legal foundation shall be prepared and specialized guard technique considering specialty of politician shall be established. Basic solution shall be established by reinforcing law against politician terrorism and establishing new law from the national viewpoint. The guard for politician has two faces that both of safety of guard target and voting intention of voter shall be met at the same time. Although special guard technique is required for guarding politician, current situation is that it is not researched professionally. In relation to the measure to develop the system of protection for politician, First, the study suggested legal foundation for politician guard. Although the 17th National Assembly proposed revised legal plan to protect politician from terrorism, it is suspended, expired and abolished now. The legal plan presented by members of the National Assembly was simply restricted to the scope of public guard. The study divided establishment of legal foundation into two things. The first one is the dispatch type of effective public guard and the second one is the transfer to private guard. Second, the study suggested environmental development method of politician guard. in the environment of politician guard, the study suggested improvement and development method by analyzing social recognition, politician's mind and voter's mind psychologically. After the beginning of human society, if human race is continued, political activity won't disappear. It is obvious that the safety of political leader is very important issue for human race because he plays the role to decide the future of human. In the future, more specialized, effective law shall be prepared and deeper study of scholar shall be performed.

선거는 한 국가의 발전에 큰 영향을 미치는 중요한 행사이다. 국민들의 선거에 대한 관심은 해가 갈수록 증가하고 있고, 선거철마다 많은 여론이 형성되고 있다. 유권자들은 자신이 원하는 후보를 선정하기 위해 많은 후보자 정보를 살펴보아야한다. 올바른 판단을 위해서는 수많은 정치인과 정당에 대한 사전 분석이 필요할 것이다. 이는 시사나 정치에 대한 지속적인 관심이 요구되기 때문에 쉬운 일이 아니다. 그래서 후보자에 관한 기사나 공인된 온라인 토론에서의 정보를 검색하고 점수화하여, 투표자들이 후보를 결정하는데 도움을 줄 수 있는 방법을 제안한다.

Thanks to the advantages of low cost and quick results, public opinion polls on election in Korea have been generally conducted by telephone survey, even though it has critical disadvantage of low response rate. In public opinion polls on election in Korea, the general method to handle nonresponses is adjusting the survey weight to estimate parameters. This study first drives mathematical expression of estimator and its bias with variance estimators with/without nonresponses in election polls in Korea. We also investigates the nonresponse rate of telephone survey on 2012 Korea presidential election. The average response rate was barely about 14.4%. In addition, we conducted a survey in April 2014 on the respondents's attitude toward telephone surveys. In the survey, the first reason for which respondents do not answer on public opinion polls on election was "feel bothered". And the aged 20s group, the most low response group, also gave the same answer. We here suggest that survey researchers motivate survey respondents, specially younger group, to participate surveys and find methods boosting response rate such as giving incentive.

We are required to adequately adjust the distributed contents to each device and users' demands on the network and to obtain authentication of ownership for our information to prevent the illegal usage of our digital information by non-owners. In this paper, we propose scalable digital watermarking of contents within a compression domain based on Orthogonal Forward Wavelet Transforms, and the proposed method focuses on robust watermark algorithms that are not visually recognizable to embedded ownership information. Therefore, it proposes a watermark insertion methods based on spread spectrum techniques and Provides a watermark key. As a result, it not only extracted the contained watermark from the intentionally altered images, but also secured the watermark information extraction from partial images and ensure the decrease of BER (Bit Error Rate) in the images containing watermarks even when more watermark inserted images are transmitted.

Electronic voting systems have been widely used in many countries around the world since the mid-1990s. In recent years, studies have applied blockchain to existing electronic voting systems in order to provide reliability, fairness, and transparency for voters. This approach is highly useful as a technology that promotes decentralized citizen participation. However, the existing electronic voting systems using blockchain have not sufficiently considered anonymity. Lack of anonymity acts as an important constraint in cases of small- and medium-sized voting, which is often required in decentralized citizen participation. In this study, we propose a model that provides anonymity to a voting system using blockchain by applying the concept of the master node in Dash cryptocurrency. First, we define the differences in the requirements of the transfer and voting systems in blockchain. We propose a parallel and autonomous model and algorithm to provide anonymity in the blockchain-that is, a decentralized development environment. In addition, a discussion of security and the environment for the proposed model is described.
