A Study on Mapping Forest Fire Risk Using Combustion Characteristic of Forest Fuels : Focusing on Samcheok in Gangwon-do (산불연료의 연소특성을 활용한 산불위험지도 작성에 관한 연구 : 강원도 삼척 시를 중심으로)

  • In order to predict about forest fire behavior we constructed a database for combustion characteristic of forest fuels in Samcheok, Gangwon-do and prepared fire risk map and fire risk rating using GIS method in this study. For the mapping autoignition temperature, ignition time, flame duration time, total heat release and total smoke release are selected as the standardized parameters and the overall risk rating was made up of the ignition risk parameters(autoignition temperature, ignition time) and the spread risk parameters(flame duration time, total heat release, total smoke release). Forest fire risk was classified into 5 grades and lower grade of fire risk rating mean to correspond to more dangerous forest fire. As a result, the overall risk rating of Samcheok was classified into three grades from 1 to 3 and Nogok-myeon and Miro-myeon were turned out the most dangerous areas for forest fire. Because of the colony of pine and oak trees and the higher fire loads, the flame propagation will be carried out quickly in these areas.

Review of Hazard Mapping Information Collected for Local Disaster Prevention by Residents in a Historical Local Town (역사적인 지역 주민들의 지역 재해 예방을 위해 수집 된 위험지도 정보의 검토)

  • We are developing a hazard map creation support system for historical local towns. Our system aims at collecting the unique information received from residents and raising resident's consciousness to disasters by recording hazardous locations where residents feel danger in case of disasters. In this paper, we examine the hazard information of the area collected by the residents themselves in using the system. While exchanging opinions, the residents review the validity and completeness of the information gathered by walking around the area. We also consider how to integrate and share it throughout the region. We found that it was possible to gather regional hazard information from the viewpoint of residents in addition to high coverage for each district. Also, by sharing information at the review meeting, the residents were able to newly know the hazard information of other districts that they did not know before. This shows the usefulness of residents to share the dangerous information while examining each cause across the different districts.

  • When micro data are released to users, record by record data are disclosed and the disclosure risk of respondent's information is inevitable. Statistical disclosure control techniques are statistical tools to reduce the risk of disclosure as well as to increase data utility in case of data release. In this paper, we reviewed the concept of disclosure and disclosure risk as well as statistical disclosure control techniques and then investigated selection strategies of a statistical disclosure control technique related with data utility. The risk-utility frontier map method was illustrated as an example. Finally, we listed some check points at each step when microdata are released.

Analysis of the Effect of the Revised Ground Amplification Factor on the Macro Liquefaction Assessment Method (개정된 지반증폭계수의 Macro적 액상화 평가에 미치는 영향 분석)

  • The liquefaction phenomenon that occurred during the Pohang earthquake (ML=5.4) brought new awareness to the people about the risk of liquefaction caused by the earthquake. Liquefaction hazard maps with 2 km grid made in 2014 used more than 100,000 borehole data for the whole country, and regions without soil investigation data were produced using interpolation. In the mapping of macro liquefaction hazard for the whole country, the site amplification effect and the ground water level 0 m were considered. Recently, the Ministry of Public Administration and Security (2018) published a new site classification method and amplification coefficient of the common standard for seismic design. Therefore, it is necessary to rewrite the liquefaction hazard map reflecting the revised amplification coefficient. In this study, the results of site classification according to the average shear wave velocity in soils before and after revision were compared in the whole country. Also, liquefaction assessment results were compared in Gangseo-gu, Busan. At this time, two ground accelerations corresponding to the 500 and 1,000 years of return period and two ground water table, 5 m for the average condition and 0 m the extreme condition were applied. In the drawing of liquefaction hazard map, a 500 m grid was applied to secure a resolution higher than the previous 2 km grid. As a result, the ground conditions that were classified as SC and SD grounds based on the existing site classification standard were reclassified as S2, S3, and S4 through the revised site classification standard. Also, the result of the Liquefaction assessments with a return period of 500 years and 1,000 years resulted in a relatively overestimation of the LPI applied with the ground amplification factor before revision. And the results of this study have a great influence on the liquefaction assessment, which is the basis of the creation of the regional liquefaction hazard map using the amplification factor.

해양안전 정보의 효율적 제공방안

  • 해마다 증가하고 있는 피서철 해수욕장 안전사고 및 비선박 사고의 감소를 위해 본고에서는 연안해역정밀조사 자료를 활용한 해양안전지도의 제작 및 체감형서비스를 구축하여 서비스하는 방안을 마련하였다. 해양안전에 관련한 각종 자료를 수집, 현장조사, GPS측량, 전문가 및 현지주민의 인터뷰 등을 통해 취득하였다. 서비스에 이용될 기본 배경지도로는 5m급 육상 지형기복도와 국립해양조사원의 수심자료를 사용한 해저지형기복도를 융합하여 제작, 이용하였다. 각종 해양안전관련 정보들은 해양영토(구역), 어촌양식, 항로, 각종사고이력, 시설, 위험요소 등 해양안전과 관련한 총 26종의 다양한 분류체계를 구성하여 구축하였다. 이렇게 수집, 구축된 기본 해양공간정보들을 바탕으로 사용자에게 정보의 전달성을 고려하여 국민이 간접적으로 체감할 수 있는 형태의 사이트(해수욕장 등)별 도면 형태의 해양안전지도를 제작하고, 개방형 대국민 해양공간정보 웹서비스인 '개방해(海)', 해양전문 공공기관용 웹서비스인 '공유해(海)' 대국민 해야안전정보 앱서비스 안전해(海)'와 시스템들을 구축하여 서비스 방안을 구축하였다. 각 서비스에는 해양안전사고 예방을 위한 각종 안전 및 위험정보 콘텐츠들을 수록하였고, 목적에 따라 이용가능한 분석 기능들을 제공하였으며, 위험구역에 노출될 경우 사용자간 위험을 알려주는 알림 기능 등을 제공함으로써 위험에 노출되고 조치하는데 도움을 줄 수 있도록 하였다. 그 결과, 현재 각종 기관에서 해양공간정보의 이용을 확대하고자 연계신청 증가와 더불어, 대국민 서비스 이용자수가 증가하는 실적을 기록하였으며, 향후 보다 광범위한 영역에서 안전사고, 안전대응, 안전관리 등의 분야에서 대책 도구로 활용이 가능할 것으로 기대된다.

Analysis of Potential Flood Damage and Damage Priority Using Flood Hazard Map in Nakdong River Basin (낙동강권역 홍수위험지도를 이용한 홍수피해잠재성 및 피해 우선순위 분석)

  • 우리나라는 현재 개발되어 적용되고 있는 홍수피해잠재능(Potential Flood Damage, PFD) 산정방법은 잠재성요소(인구, 자산, 사회기반시설, 도시화율)와 위험성요소(홍수피해액, 확률강우량, 외수방어능력, 댐 및 저수지, 내수방어능력)로 산정 후 지역평가를 통해 그룹(A,B,C,D)별로 평가하고 있다. 하지만, 홍수피해잠재능(PFD) 산정인자가 많아 자료조사 및 구축에 많은 시간이 소요 되며, 인자별 다양한 공간적 범위로 인해 실무 적용에 어려움이 있다. 또한, 소구역 단위 평가로 인해 하천의 침투 특성을 반영하지 못하여 하천 주변의 중요도 평가가 미흡한 실정이다. 이를 위해 본 연구에서는 중요도 분석 인자 단순화를 통해 자료 조사 및 구축 시간 단축과 더블어 위험성요소를 내포하는 홍수위험지도 사용을 통해 작업을 간소화하고, 하천 주변까지 고려하여 중요도 평가하는데 목적이 있다. 본 연구에서는 낙동강권역을 대상으로 홍수위험지도 및 중요도 분석 인자(인구, 자산(공시지가), 시회기반시설(도로,철도), 도시화율(시가화지역)) 공간정보를 구축하였고, 점수할당법에 의한 인자별 중요도 분석 및 상관성 분석을 통해 피해우선순위를 분석하였다. 분석결과, 인구·자산(공시지가) 인자가 높은 구역이 대체로 사회기반시설 연장 및 도시화 면적이 높게 나타났으며, 하천의 치수단위 구역별 중요도 분석시 인구·자산(공시지가) 두가지의 인자로도 치수안전도 결정에 활용이 가능할 것으로 판단된다.

Methodology of Identifying Crime Vulnerable Road and Intersection Using Digital Map Version 2.0 (수치지도 2.0을 이용한 범죄 취약도로 및 교차점 식별기법)

  • As interest in social safety has recently increased at the national level, the various activities which can effectively prevent crimes are being carried out. Because the existing maps related to crimes provide the information about the present condition of crimes by administrative district for users, women and pedestrians who go by night could not actually grasp safe roads in advance. Therefore, this study developed the methodology that can easily extract dangerous areas due to crimes by the digital map 2.0. In the digital map 2.0, location and attribute information of center-lines of roads and building layers were used to find dangerous areas of crimes in these layers. Pavement materials and road width which are already built by the attribute information were used in the center-lines of roads. Crossing angles that roads and roads cross each other were additionally extracted and utilized. The attribute information about building types were input in the building layers of the digital map 2.0. The areas that are more the threshold values set by totaling up all the risk scores when considering pavement materials, road width, crossing angles of road, and building types in the center-lines of roads and road crossings were extracted as the dangerous areas that crimes can occur. Verification of the developed methodology was done by experiment. In the spatial apsect, the dangerous areas of crimes could be found by using the digital 2.0, roads, and building layers only through the experiment. In the administrative aspect to prevent crimes, additional installation of safety facilities such as street lights and security lights in the identified areas which are vulnerable for crimes is thought to be increasing safety of dangerous areas.
