Prediction of Urban Inundation using SIND Model : Application of Nakdong River Basin (SIND Model을 적용한 도시침수 예측 : 낙동강 유역 적용)

  • 최근 도심지 침수예방을 위해 구조적 비구조적인 대책 등이 수행되어 왔으나, 도심지의 국지성 호우의 발생빈도가 증가함에 따라 단시간의 도심지 침수예측의 중요성이 다시 대두되고 있다. 이에 도심지 침수 예측을 위해서는 수치모의 프로그램을 사용한 연구가 진행되어 왔으나, 국지성 호우에 의한 침수를 막을 만킁의 실시간 위험예측은 아직까지 힘든 실정이다. 한편 해양재난의 침수를 예방하기 위해서 국립재난안전연구원(2017)에서는 과학적 보간법을 적용한 침수예측 모형인 SIND(Scientific Interpolation for Natural Disaster) Model을 개발한 바 있다. 따라서 본 연구에서는 SIND Model을 도심지 침수예측에 적용하여 집중호우와 같은 단기간의 침수를 예방하고자 한다. SIND Model은 기 구축된 침수예상도를 활용하여 모든 시나리오에 대한 침수 위험도 등급을 실시간으로 평가하는 모형이다. 국토부에서 제공하는 국가홍수위험지도와 내수침수지도를 활용하였고, SIND Model은 Comsol Multyphisic를 활용하여 침수예측지도를 생성하였다. 기존에 해양재난 예측을 위해 사용하였던 Risk Grade 방정식에 시간 항(time term)과 도심지의 최초 침수 발생위치에 생성 항(source term)을 추가하여 도심지 침수특성을 반영하였다. 결과를 평가하기 위하여 CRITIC(CRiteria Importance Through Intercriteria Correlation) 방법을 활용한 형상유사도를 산출하였다. 그 결과, 기 구축된 홍수위험지도와 형상유사도는 전체 구역 중 80%의 구역이 0.8 이상의 값을 나타내었다. 20%의 구역에서는 복잡한 도심지의 건물, 구조물 등의 침수특성을 반영하지 못하여 형상유사도가 낮게 평가된 것으로 판단되며, 향후 위험도 예측을 위해 배수시스템 등의 영향인자를 고려한다면 위험도 등급 예측의 정확도를 높일 수 있을 것이라 기대된다.

  • In this study, risk assessment was conducted in case of leakage of storage facilities (tube trailer) using the HyKoRAM program developed through international joint research. The high-pressure gas facilities in the hydrogen filling station are divided into four main categories: storage facilities (tube trailers), processing facilities (compressors), compressed gas facilities, and filling facilities (dispensers). Among them, the design specifications of the tube trailer, which is a storage facility, and the surrounding environmental conditions were reflected to construct an accident scenario with previously occurring accidents and potential accidents. Through this, we identify the risks of storage facilities at hydrogen refueling stations and suggest measures to improve the safety of hydrogen charging stations.

A Study on Risk Assessment for Fire Onboard a Naval Vessel (해군함정 화재 위험도 평가에 관한 연구)

  • With the huge navy projects such KDX-III, LPX, bigger and more complicated vessel constructions are being underway in navy. In this paper, considering these trends, we performed a risk analysis on the navy vessel for the fatality of soldiers on board and presented the risk level with FN curve. Assuming a fire occurs in one of the soldier bedrooms, we established event tree to visualize the possible development scenarios and calculated the fatality for each scenario. The critical condition to survive inside the bedroom was obtained through CFAST program.

  • This study was conducted with the purpose of preparing an alternative to improving the safety of civil pressure regulators installed instead of gas governors to supply city gas to apartment houses. First, problems were derived and solutions were presented by investigating the safety standards and installation status of domestic pressure regulators. In addition, using the DNV Phast-Safeti program, a quantitative risk assessment solution, risks such as gas leakage contained in pressure regulators installed in apartment houses and surrounding gas facilities were evaluated in terms of individual risks and societal risks, and measures were derived to reduce the risks in the installation and management of the pressure regulators.

  • This study is to develope the quantitative risk assessment program for consequence analysis of fire and explosion (PML-Chem), which is applicable to the chemical plants. The advantages of PML-Chem is easy to use and acquire results. Especially, PML-Chem was embedded real weather condition database for major chemical plants in ${\bigcirc}{\bigcirc}$ complex in country. Also, reliability of PML-Chem was verified through comparing PML-Chem with PHAST-Professional which is already commercial.

  • This study presented the basic data for determining reasonable construction method and evaluating the structural safety of suspension bridges. The analytical program was developed to conduct initial shape and natural frequency analysis, construction stage analysis and reliability analysis considering construction sequences. This program was based on analysis models of suspension bridges and reliability theories used in the previous study. A construction method was established considering various construction variables such as construction order and construction direction of girder and synchronized construction of main and side span etc. The dynamic construction analysis by a construction scheme was conducted with the developed program. Benefits of the characteristic analysis by the construction scheme was presented estimating structural response of critical members respectively. Structural reliability analysis by construction stage was conducted considering aleatory uncertainties. The safety of suspension bridges by established construction method was quantitatively estimated using reliability index and failure probability. Analytical results were re-estimated considering epistemic uncertainties, and critical percentile distributions of risk at the construction stage were presented using the frequency histogram.

  • Hydrogen infrastructure is expanding. High-capacity hydrogen refueling stations offer advantages because they can refuel a variety of light and heavy-duty vehicles, and multi-port refueling technology is developing to reduce charging time for heavy-duty vehicles. In this study, we suggest directions to lower the risk by analyzing the risk factors for each process involved in the installation of a high-capacity multi-port hydrogen refueling station in Changwon city. We conducted both qualitative and quantitative risk assessments of the equipment to evaluate the station. A hazard and operability study was performed for qualitative risk assessment, and PHAST/SAFETI were used for quantitative risk assessment. Quantitative risk assessment was used to calculate the consequence analysis of the facility to ensure secure design prior to station development and to predict individual and societal risks in various scenarios. As a result, the station's risk level was determined to be as low as reasonably practicable.

A Study on the Thermal Flux Estimation of Fireball (Fireball로 인한 Thermal flux 예측에 관한 연구)

  • In order to evaluate the risk assessment of Fireball, a program, FIRESTOR, was developed. With this program, thermal fluxes due to the fireball of propane and n-butane were predicted to analyze the damage of Puchen gas explosion accident and thermal fluxes compared with the BLEVE ESTIMATOR, and commercial program SAFER Dupont Co. Thermal fluxes with variation of distance from the explosion source by BLEVE ESTIMATOR, SAFER and FIRESTOR was made a comparative analysis each other for the constant pressure of propane and n-butane. The values calculated by FIRESTOR were between those by BLEVE ESTIMATOR and SAFER. Consequently FIRESTOR is proved to be an good program to analyze the damage of Fireball.

  • ln this study, a computerized prototype program was developed with frequency analysis system as a main system and data base as sub-items to utilize data. Through use of gate-by-gate analysis and minimal cut set using boolean algebra, the frequency analysis program peformed the qualitative approach for the accident development path and a quantitative risk analysis. In conclusion, it is thought that the resulting installation will be effective for lessening the probability of accidents through use of this lower cost software.

Effects of Otago Exercise Program on Physical Function and Risk of Falling in the Falls Experienced Elderly (오타고 운동프로그램이 낙상 경험 노인의 신체기능 및 낙상 위험도에 미치는 영향)

  • The purpose of this study was to investigate the effects of the Otago exercise program on physical function and risk of falling in elderly who have experienced falls. Thirty-six elderly people who had experienced falls more than once were randomly classified into an experimental group and control group. Each group exercised 30 minutes three times per week for a total of 8 weeks. Measurements were made using Tetrax to assess risk of falls. In addition, to measure physical function, static balance was measured using Biorescue, dynamic balance was measured using TUG, walking ability was measured using 10 MWT, and lower extremity strength was measured using FTSST. A paired t-test was conducted to verify the difference between before and after exercise in each group, and an independent t-test was performed for comparison between the groups. Regarding the experimental and control groups, static balance ability and dynamic balance ability increased significantly after exercise, and risk of falls decreased (p<.05). Lower extremity strength and gait ability increased significantly after exercise only in the experimental group (p<.05). Based on these results, the Otago exercise program is effective in improving physical function and reducing risk of falls in elderly people who have experienced falls.
