Risk Assessment and Application in Chemical Plants Using Fault Tree Analysis (FTA를 이용한 화학공장의 위험성 평가 및 응용)

  • This study is to estimate the possibility of accident in chemical plants from the analysis of system component which affects the occurrence of top event. Among the various risk assessment techniques, the Fault Tree Analysis which approaches deductively on the route of accident development was used in this study. By gate-by-gate method and minimal cut set, the qualitative and quantitative risk assessment for hazards in plants was performed. The probability of occurrence and frequency of top event was calculated from failure or reliability data of system components at stage of the quantitative risk assessment. In conclusion, the probability of accident was estimated according to logic pattern based on the Fault Tree Analysis. And the failure path which mostly influences on the occurrence of top event was found from Importance Analysis.

  • Gas energy facilities which are located in urban areas have been shown as terrifying objects to the people who live nearby, because of increasing recent disastrous accidents. So, it is essential to develop a integrated safety management system including quantitative risk assessment in order to predict and to reduce the effect of gas accidents. In this study, the framework of synthesized QRA(Quantitative Risk Assessment) considering the recent situation and condition was established in order to provide proper models for analysing gas accidents. The deviation of LPG storage facilities was described and then supposed incident scenarios were provided. Procedures which could assess the risk of facilities according to incident scenarios were showed and the practical application of individual risk was suggested in order to represent the quantified risk. And, a user-friendly computer program was developed to implement these methods at the same time.

  • In order to overcome the difficulties of quantitative risk analysis such as complexity of model, we propose a systematic methodology for risk quantification of railway system which consists of 6 steps: The identification of risk factors, the determination of major scenarios for each risk factor by using event tree, the development of supplementary fault trees for evaluating branch probabilities, the evaluation of event probabilities, the quantification of risk, and the analysis in consideration of accident situation. In this study, in order to address the feasibility of the propose methodology, this framework is applied to the prototype risk model of nation-wide railway level crossings. And the quantification result based on the data of 2005 in Korea will also be presented.

  • 본 논문에서는 파일 포맷에 대한 위험요소 평가를 기반으로 해당 포맷에 대한 장기보존 방안을 제시하는 절차 및 시스템 구축에 필요한 아키텍처를 정의하였다. 파일포맷이 사양화된 경우 이를 재현할 수 있는 장기보존전략으로 마이그레이션과 에뮬레이션 방안이 제시되고 있는데 개별 포맷에 대한 위험도 평가를 통해 가장 적합한 보존전략을 선정하여 전자기록의 재현성을 부여하는 연구를 진행하였다.

  • In terms of the maritime accident prevention, risk analysis at targeted warterways is important for planning safety waterways. This paper analyzes the maritime accidents probability in the Mokpo waterways, South Korea, based on the IWRAP(IALA Waterway Risk Assessment) of the quantitative accident probability tool. Vessel collision probability cate is calculated by vessels meeting direction, using IWRAP. This paper contribute to advance improvement of vessel traffic service by VTS sector providing vessel fairway risk data.

  • The ISO 26262 standard requires a preliminary hazard analysis and risk assesment early in the development for automotive system. This is a first step for the development of an automotive system to determine the necessary safety measures to be implemented for a certain function. In this paper, we propose an ontology-based hazard analysis and risk assessment method for automotive functional safety. We use ontology to model the hazard and SWRL(Semantic Web Language) to describe risk analysis. The applicability of the proposed method is evaluated by the case study of an ESCL(electronic steering column lock) system. The result show that ontology deduction is useful for improving consistency and accuracy of hazard analysis and risk assessment.

  • The risk assessment under the Occupational Safety and Health Act was implemented in 2013, but since it is not mandatory, companies are operating it as a formality. Although legal obligations have been strengthened, such as the recent comprehensive revision of the Occupational Safety and Health Act and the enforcement of the Act on Punishment for Serious Accidents, the death rate has remained stagnant. Even if a risk assessment plan is properly established in order for employers to prevent industrial accidents through necessary measures, it is necessary to involve relevant workers so that they can understand and implement the contents of the risk assessment. In this regard, this study proposed applying efficient worker participation measures through on-site surveys to activate the participation of vulnerable workers in risk assessments. Security Risk Evaluation Scheme for Effective Threat Management (효과적인 위협관리를 위한 보안 위험도 평가기법)

  • It is most important that identifying security threats(or vulnerabilities) of critical IT assets and checking the propriety of related security countermeasures in advance for enhancing security level. In this paper, we present a new security risk evaluation scheme based on critical assets and threats for this. The presented scheme provides the coverage and propriety of the countermeasures(e.g., intrusion detection rules and vulnerability scan rules, etc.), and the quantitative risk level of identified assets and threats. So, it is expected that the presented scheme will be utilized in threat management process efficiently compared to previous works.

  • Safe plants are maintained by the systematic identification of potential hazards. Various hazard evaluation methods have been developed in pursuit of safe plants. Recently, much efforts has been made for the automation of hazard evaluation system by introducing expert system to get rid of weak points of the conventional hazard evaluation methods. HAZOP study is recognized as one of the most systematic and logical hazard evaluation methods. However, it has several disadvantages; experts should participate simultaneously, the detailed study is time-consuming, and the quality of the results largely depends on the quality of the experts. Therefore, the automation of HAZOP Study is highly beneficial for reducing the required time and obtaining the consistent evaluation results. In this study, a framework for the automation of HAZOP study is suggested. Based on the suggested framework, HAxSYM, an expert system to automate HAZOP study, has been developed. The case study validates the performance of the developed system, and the results are compared with the results from the conventional HAZOP study.
