  • The development of Societal and Scientific technologies have increased risk of dysfunction caused by new technologies such as nuclear power, information technology. Also, urbanization and population density is increasing risk to high-rise building fires, traffic accidents, crime and etc. Implementation of wireless communication network on the societal security is very necessary for prevention, preparation and response against these risks. It always consists maintenance, management and the network must be maintained in an emergency. In this paper, we studied the societal security wireless communication network for prevention, preparation and response against complex disasters, and analyzed requirements(essential function, add-ons) for implementation network in the societal security wireless network.

  • NIR(New Inspection Regime, hereinafter NIR) relating to the PSC(Port State Contorl, hereinafter PSC) has implemented in Asia-Pacific region under Tokyo-MOU from last January 2014. The most noticable difference between NIR and existing TF(Target Factor, hereinafter TF) is to evaluate company performance and to conduct PSC with flexible inspection interval on the basis of Ship Risk Profile; High Risk Ship, Standard Risk Ship and Low Risk Ship. Particularly deficiencies related to ISM Code, more than 5 deficiencies and detention record have a serious effect on the evaluation of Ship Risk Profile. Therefore ship and company are requested to ensure proper implementation of Safety Management System for the changed PSC tendency. Also RO(Recognized Organization, hereinafter RO) and Administration respectively should take suitable actions different to previous measures, such as implementation of cooperation and support system between vessel and company, changing subject and object for avoiding Mannerism in SMS audit, strengthening supervision on RO by Administration and establishment of private-public Partnership network.

  • 최근 4대강 살리기 사업에 의한 하천 준설과 보의 건설은 낙동강에서의 평수기와 홍수기의 수위차를 상당히 감소시켰으며 이로 인한 친수 목적으로 활용할 수 있는 공원, 캠핑장, 하상도로, 주차장 등 고수부지 공간이 다양하게 조성되면서 대국민적인 여가활동을 창출하고 있다. 이러한 하천구역 내에 조성된 친수공간은 하천 홍수로 인한 피해 위험도 또한 함께 증가함에 따라 정확한 홍수정보의 제공과 신속한 홍수예보의 발령은 증가된 홍수위험도에 대처하기 위한 필수적인 요소가 된다. 현재 홍수예보는 홍수예보지점인 수위관측소를 기준으로 발령하고 있어 실제 홍수에 취약한 구간에 대한 홍수정보를 제공하기에 어려운 것이 현실이다. 모든 홍수취약지점에서 수위관측을 통해 위험상황을 실시간으로 모니터링 하는 것이 홍수 피해에 대비하고 대응하기 위한 가장 확실한 방법이나, 예산과 인력의 문제 등으로 인해 현실적인 한계점이 존재할 수 밖에 없다. 따라서 기존의 정보를 이용하여 홍수에 신속하게 대응하기 위해, 각 친수공간이 홍수예보지점 또는 수위관측소 지점과 어떠한 연관성을 갖는지 조사할 필요가 있다. 본 연구에서는 낙동강 유역의 취약구간에 대한 현장조사를 통해 조사구간에 대한 DB를 구축함으로써 홍수 발생시 하천변 취약구간에 효과적으로 홍수정보를 제공할 수 있는 기초자료를 확보하고자 하였다. 또한 확보된 홍수취약지구의 기초정보를 이용하여 각 친수지구가 가지는 홍수위험도를 분석하였다. 이를 위해 수위관측소 기반의 홍수취약구간 선정 기준을 정립하고, 기준에 의해 선정된 18개 수위관측소와 관련한 취약구간에 대해 현장조사를 실시하였으며, 이를 바탕으로 홍수취약구간 관리대장을 작성하였다. 연구 결과를 통해 주요 친수시설의 고도 및 좌표를 기반으로 하는 홍수위험도를 제시하였고, 이를 수위와 연계하여 홍수 발생 가능성을 제시할 수 있는 객관적인 근거를 확보할 수 있었다. 향후 이 자료는 낙동강 홍수예보에 있어 취약구간에 대한 각 수위별 지점현황과 각 지점의 홍수위험도 분석을 위한 기초자료로 활용될 수 있을 것으로 판단된다.

  • The purpose of this study was to analyze the risk and vulnerability of marine accidents based on statistical data on marine accidents at Ulsan Port, which has the largest amount of liquid cargo in Korea. It was found to be quite vulnerable to the risk of marine accidents, environmental damage, and vulnerability to environmental pollution accidents. Based on analysis results, marine accident scenarios and accident response strategies were prepared. Additionally, as a response strategy to prepare for large-scale marine pollution accidents at Ulsan Port, it is necessary to establish control equipment and infrastructure, as well as establish a control center to integrate marine accident safety functions. In particular, in the case of liquid cargo specialized ports such as Ulsan Port, considering the size of the cargo volume and the frequency of marine pollution accidents, it is urgent to build professional safety management institutions, which should make the port safer.

  • 우리나라는 홍수기(6~9월)에 집중되는 기상패턴과 하천 중하류부에 발달된 도시의 개발특성으로 인하여 가장 중요한 자연재해 중 하나로 홍수 및 도시침수가 거론되고 있다. 과거 집중호우로 침수 피해가 발생한 사례를 살펴보면, 피해가 발생하는 지역은 지방하천 및 소하천을 중심으로 형성된 도시지역이다. 중앙 지방 정부는 수차례 침수 피해를 겪으며 사후관리가 아닌 재난예방 및 사전관리 등의 방안 마련을 강조하고 있다. 하지만 기후변화에 의한 기상의 불확실성으로 치수 중심의 물관리 및 중 소하천의 하천 특성으로 여전히 홍수 발생에 대비할 수 있는 골든타임 확보 등에 어려움을 겪고 있다. 이러한 어려움을 극복하기 위해 사전 예방적 차원에서의 홍수대응 방안으로 중 소하천을 담당하는 지자체 중심의 홍수피해 저감 방안이 필요하다. 본 연구에서는 A 지자체를 대상으로 모니터링 대상 경계를 설정하여 우량 알람 기준을 예비알람, 주요 관측지점에 대해 강우에 따른 수위 상승 정도를 홍수대응 기준인 직접알람과 연계함으로써 예방적 재난대응 체계를 구축하였다. 모니터링 대상 지역은 해당 지자체를 포함하면서 유역 개념을 적용하여 만경강유역 전체로 설정하였다. 만경강 유역 내 유관기관(지자체, 환경부, K-water, 기상청 등)이 관할하는 우량국(41개소) 및 수위국(28개소), 저수용량이 30만톤 이상이 되는 농어촌공사 저수지(7개소)를 고려하여 홍수분석 모형(COSFIM)을 구축하였다. 해당 모형은 2018년 8월 호우사상에 대해 주요 수위관측 지점에서 $R^2$가 0.8 이상의 우수한 검증 결과를 보였다. 구축된 모형을 통해 예상강우량별 하천 내 수위지점별 최고수위, 최대유량, 도달시간 등 예상 조견표를 제시하여 호우 발생시 지자체 담당자가 참고할 수 있도록 제시하였다. 또한 수위지점별 홍수대응 기준은 평시, 관심, 주의, 경계, 심각 단계로 구분하여 담당자가 수위별 위험 정도를 인지할 수 있도록 지점별 도달되는 수위의 위험 정보를 알람기준으로 제시하였다. 홍수분석 모형은 상류에 위치한 주요시설물의 운영현황을 연계하고 있어 실제 강우 발생 시 기상예보를 고려하여 하천 내 수위관측 지점별 수위 상승 정도를 예상함으로써 사전에 홍수에 대비할 수 있는 단계별 시간 확보에 활용 가능하다. 향후 홍수대응기준은 하천 환경 변화를 반영하여 지속적인 보완이 필요하며 유관기관과의 수문자료 공유체계 확대로 예방적 차원의 홍수 대응 체계가 구축되어야 할 것이다.

A Study on the Improvement of Response System through the Case of Heavy Rain Disaster Response (폭우재난 대응 사례를 통한 대응체계 개선방안 연구)

  • Purpose: The Ministry of Employment and Labor has been working hard to ensure the safety of workers due to heavy rain during natural disasters as the responsible ministry in charge of preventing industrial accidents and health problems for workers. Accordingly, the Ministry of Employment and Labor intends to analyze actual cases of responding to heavy rain disasters and suggest ways to improve the response system. Method: An emergency response system implemented to respond to heavy rain disasters with an internal expert group composed of those in charge of disaster work at headquarters, local government offices, and Korea Occupational Safety and Health Agency, and an external expert group composed of professors, consulting representatives, and disaster managers from other ministries. Contents on self-inspection by industry, workplace inspection, use of serious siren, safety management and restoration work guidance were reviewed. Result: First of all, it is necessary to check the regular contact system from time to time, and it is also necessary to prepare and distribute detailed self-checklists for each industry. In addition, it is necessary to check the implementation of self-inspection when inspecting workplaces, and it seems necessary to have measures to increase the readability of information notified through serious disaster sirens. In addition, since safety work is done in the form of a contract, it seems necessary to prepare specific safety guidelines. Conclusion: In order to protect the lives of workers due to seasonal harm and risk factors, unlike the passive coping methods of the past, abnormal weather should not be regarded as an unexpected situation, and it should be actively and preemptively responding beyond the conventional framework.

  • Owing to changing work environment and increasing uncertainty, risk management in records management area is becoming more important to secure work legitimacy and to increase the value of information for future. While risk factors in traditional records management were mainly focused on the preservation function, those in current records management were directly coupled with those of overall work processes which produce, distribute, and utilize records because information technologies make the relationship between works and records closer. This study proposes a set of risk management factors and strategies in records management based on the overall risk management framework of ISO 31000. Moreover, ARMA's works areas and NIST's systems areas were applied to form the risk management processes in records management, and ISO's records management standards were used to suggest the checklists for the processes in both areas, especially with ISO TR 26122 for work processes, and ISO 16175-3 for the context of records.

  • This study tried to understand the structural relationship between public crisis communication, emotional influence, and behavioral intention in a national crisis/risk situation. Based on the results of previous studies and empirical studies, the results of crisis/threat type, crisis/threat response, sentiment (crisis/risk responsibility, strategic risk/risk reflective response), and action intention For tourists who visit tourist destinations, as well as the relationship between crisis and risk communication at the tourist destination and one of the unique emotions of Koreans (crisis threat responsibility, strategic response, and reflective response to crisis threat) The relationship between the outcome variable, behavioral intention, was identified. A theoretical study was conducted on each research concept to achieve the proposed research purpose. Based on this, a questionnaire was drawn up and empirical research was conducted in parallel. Three hypotheses were established, and meaningful results were confirmed according to the results of the hypotheses. When a risky situation occurs, the government, business, and local community will actively respond and respond to it as an opportunity to offset the risk of crisis.

Epidemiological Characteristic and Risk Factor of COVID-19 Cluster Related to Educational Facilities in Gangwon-do, Korea (December 10, 2020-September 23, 2021) (강원도내 교육시설관련 코로나바이러스감염증19 집단발생의 역학적특성과 위험요인 (2020.12.10-2021.9.23))

  • Purpose: To identify the epidemiological characteristics and risk factors of coronavirus disease 19 (COVID-19) outbreaks depending on the type of educational facility by analyzing the COVID-19 cluster associated with educational facilities. Methods: This study is based on epidemiological investigation of COVID-19 cluster in Gangwon-do, Korea from December 10, 2020 to September 23, 2021 reported to the Korea Disease Control and Prevention Agency's Integrated Disease and Health Management System. Four hundred seven patients in 19 facilities, classified as cluster related to educational facilities, were the study population. The result of preliminary epidemiology survey report, in-depth epidemiological survey by phone and the result of risk assessment derived from the field epidemiology investigation were retrospectively analyzed to evaluate infectivity and the characteristics of the risk factors. Results: There were total of 407 confirmed patients related to 19 educational facilities, with 204 students under the age of 19 (50.1%). One hundred fifty-five preceding spreaders were from families (38.1%) and 125 were the teachers (30.7%). The place exposed to confirmed patients was the highest with 139 people (34.2%) at home. Conclusions: It was confirmed that the cause of the occurrence of clusters related to educational facilities was higher due to family transmission than the risk of facilities in schools. Nevertheless, continuous efforts should be made to control infection in educational facilities, and that teachers' implementation of principles for prevention of COVID-19 personal hygiene in their daily lives should be strengthened.

  • How can a regulatory policy to address potential hazards be made legitimate in the face of scientific uncertainty? The precautionary principle has been gradually regarded as the most persuasive answer to this intricate question in Europe since the 1970s and generally recognized as a guiding principle in international environmental law. This principle, however, has often been subject to diverse concerns and criticisms due to its vague definition. This article tries to elaborate the precautionary principle while reviewing both the validity and unreasonableness of these criticisms over this principle. Then, this article explores the policy relevance of this principle by applying this elaborated definition to the concrete case of risk governance such as the risk assesment of food safety. In the end, this paper emphasizes the fact that the precautionary principle can be applied in the field of risk governance, refuting the argument that the precautionary principle is only a moral attitude or a political position.
