Concept of All-hazard Approach and Its Policy Implications in Emergency Management (재난관리에 있어서 모든 위험 접근법(All-Hazard Approach)의 의의와 정책적 시사점)

  • Korean Government decided to establish the Ministry of National Emergency Management and has reformed the emergency management system due to Sewol ferry disaster. These efforts has been focused on the hardware rather than the software. All-hazard approach has been employed as the one of main principles in the emergency management in the United States. All-hazards approach concerns arrangements for managing the large range of possible effects of risks and emergencies. Once the priority of risks and emergencies is decided, agencies prepare for them. In addition, interagency collaboration is critical for the preparation of risks and emergencies such as cooperation with local governments instead of FEMA alone. It is necessary to consider employing all-hazard approach for the Ministry of National Emergency Management. Moreover, 'Korean All-hazard approach' should be developed in order to manage upcoming emergencies.

  • 도시화와 산업화, 그리고 인구 증가 등은 우리사회에 기후변화라는 재앙으로 다가오고 있다. 그리고 이러한 기후변화는 기업에 영향을 미치어 경영환경의 불확실성을 높이고 있다. 즉, 기후변화는 기업이 경영함에 있어 물 공급의 부족 등과 같은 물리적 리스크를 제공하는가 하면 요구 기술의 변화, 시장의 변화 등 전환 리스크(transition risk)로 작용하여 기존 제품 및 서비스의 생존을 어렵게 하는가 하면 기업의 자산 가치에 변화를 주고 있다. 이에 본 연구는 기후변화로 인한 시장환경 변화에 글로벌 기업들이 어떻게 대응하고 있는가를 검토·시사점을 제시하였다. 기후변화가 기업에 미치는 영향은 단순히 위기로만 다가오지 않는다. 기후변화는 기업에게 물부족 등의 물리적 위험과 사회적 규제, 새로운 기술 수요 등 리스크로써 영향을 미치는 한편 탄소 시장 형성 등의 기회로도 작용하고 있다. 이에 글로벌 기업들은 위기이자 기회인 환경의 변화에 대응하여 'ESG 성과 측정'을 도입, 대응하는 사례가 증가하고 있다. 사례로는 투자기관인 골드만삭스에서 기후변화 대응을 정부규제, 이해관계자, 경쟁환경 변화 등 3가지 관점에서 대응하는가 하면 독일계 화학회사인 BASF는 기업의 사회적 가치를 ESG 요소의 관점에서 평가하여 매년 발표하고 있다. 한편 국내 기업으로는 SK그룹이 대표적인데, 동사는 사회적 가치 평가 결과를 임직원 핵심성과지표(KPI)에 반영함으로써 경영현장에서도 사회적 가치를 고려하도록 시스템화하고 있다.

Risk Mitigation Methodology of the General Conditions of Contract (공사계약일반조건의 위험요인 감소방안)

  • Construction uncertainties are frequently exposed to the claims. In most cases, an interpretation of the claims is based on the construction contract. Therefore, the key points of contract negotiation are how to fairly distribute the contract risks to the client and contractor. For these, a FIDIC that is considered as an international standard contract form would be a good reference to decide reasonable contract risk distribution. In order to find out any unreasonable and unfair contract clauses at the general conditions of contract applying generally to public construction project in Korea, this study surveys, analyses and evaluates the general conditions of contract based on a FIDIC, and then proposes a risk mitigation methodology to response those clauses' risk factors reasonably.

Dual-Mode Framework for Space Object Collision Risk Assessment (우주 물체 충돌 위험 분석을 위한 이중 모드 프레임워크)

  • Recently, the number of space objects around the Earth has increased rapidly, necessitating systematic space risk management. This paper proposes a dual-mode framework for assessing the risk of collision between space objects. The proposed framework consists of microscopic and macroscopic modes. The former focuses on one-to-one collision events, and the latter assesses the overall collision risk inside a cell located in space. Two risk assessment case studies using the proposed two modes demonstrate the effectiveness of the proposed framework.

  • The controversy over the mad cow disease in Korea can be understood as a demonstration of complex and skeptical public sentiments toward the government that were all mixed with expectations, demands, hope and mistrust. The governments decision to resume the import of American beef turned such expectations into mistrust and public hope into nationwide resistance expressed in the form of candlelight vigils. This phenomenon can not be simply explained as a fear of risks. Concerns over mad cow disease were a trigger but they were riot sufficient cause to explain the nationwide controversy involving all the Koreans. It was mad cow disease that triggered a sharp confrontation between the government trying to stick to its decision to resume the import of American beef and the opponents who were not convinced by the government. In fact, this is not simply an issue of a disease. It is rather a complex issue of the acceptance of risks, the consistency of the government policy, trust in the government, and the public consensus on the government policy. In this context, this study analyzes the controversy over the mad cow disease from the perspectives of risk management, public policy-making, and public trust and social consensus-building.

Development of Natural Disaster Risk Assessment Technique (자연재난 위험도 평가 기법 개발)

  • 지난 30년간 한반도의 연평균 기온은 $1.2^{\circ}C$ 상승하여, 전세계 100년간 평균 기온 상승 $0.74^{\circ}C$에 비해 그 상승폭이 크게 증가하였다. IPCC 5차 평가보고서(2013년)의 RCP 시나리오에 따르면, 4차 평가보고서(2007년)의 SRES 시나리오에서 보다 우리나라의 기후변화 영향이 크게 증가될 것으로 예상하고 있으며, 2050년 연평균기온의 변화가 기존 $2.0^{\circ}C$에서 $3.2^{\circ}C$로, 강수량은 기존 11.5%에서 15.6%대로 증가할 것으로 전망하고 있다. 우리나라의 최근 10년간 발생한 자연재난을 살펴보면 호우, 태풍에 의한 피해가 가장 크게 나타났고, 대설, 강풍에 의한 피해가 뒤를 이었으며, 기후변화의 영향으로 재난 재해의 형태는 점차 대형화 다양화 되어가고 있다. 이러한 기후변화에 대비하여 효율적인 재난 대응 및 대책수립을 위해 재난 위험도 평가의 필요성이 증대되고 있으며 국내의 다양한 부처에서 연구를 수행하고 있다. 그러나 재난 위험도 평가체계 및 방법론이 각 연구별로 다원화되어 있고, 실무적용 또한 미흡한 실정이다. 따라서 본 연구에서는 UNISDR 등 국제기구에서 제시하는 위험도 평가방법론을 기반으로 우리나라에 적용 가능한 위험도 평가 방법론을 정립하고, 홍수, 태풍, 대설, 가뭄 등에 대한 재난 위험도 평가 기법을 개발하였다. 또한 실제 피해 통계와 평가 결과에 대한 비교 및 적정성 분석을 통해 우리나라 실정에 맞는 최적의 위험도 평가 체계 및 방법론을 구축하고자 하였다. 본 연구를 통해 위해성, 노출성, 취약성 및 저감능력 지표로 구성된 재난 위험도 평가 기법을 개발하였고, 재난 유형별 지역별 10단계, 5등급의 위험도 평가 결과를 도출하였다. 본 연구에서는 홍수, 태풍, 대설, 가뭄 등 6개 자연재난 유형에 대한 위험도 평가 지표를 개발하였으며, 향후, 국가 및 지역 재난안전관리계획에 자연재난 위험도 평가 결과 활용을 위해 후속 연구를 추진 중에 있다.

Improvement on Accident Statistic Analysis and Response of Hazardous Chemical Transport Vehicle (유해화학물질 운송차량 사고 통계분석 및 사고대응 개선방안)

  • In the trend of increasing awareness of chemical accidents, hazardous chemical transport vehicle accidents are occurring every year. In this study, we analyzed improvement of accident prevention and countermeasures through statistical analysis of hazardous chemical transport vehicle accidents. A total of 383 chemical accidents between January 2014 and December 2017 were analyzed. During this period, number of transportation accidents was 83 cases, accounting for 21.67% of total chemical accidents. In the current system, despite the direct handling of hazardous chemical, it is out of regulation of damage prediction unlike the workplace. In order to effectively respond to actual accident, information on damage prediction is required and should be shared with related ministry. And it should be developed to real-time monitoring of hazardous chemical transport vehicle through integrated control tower.

  • Organizations always face the risk of litigation; thus, they should actively prepare for it. In particular, public enterprises must respond to lawsuits carefully to avoid any management risk and possible damage of publicity. Given this, this study aims to identify the relationship between efficient litigation response and record management, determine problems related to record management while utilizing records as evidence, and propose measures to improve record management that uses records as legal evidence. For records to be deemed as legal evidence, RMS is essential to ensure authenticity. Moreover, the ability to secure potential evidence and awareness of the importance of records management needs to be validated. The Commission also stressed the importance of cooperation between archivists and the legal team to efficiently respond to lawsuits.

  • Recently, due to the development of attack techniques that can circumvent existing information protection systems, continuous threats in a form unrecognized by the user have threatened information assets. Therefore, it is necessary to support the prompt responses to anticipated attempts of APT attacks, bypass access attacks, and encryption packet attacks, which the existing systems have difficulty defending against through a single response, and to continuously monitor information protection systems with a defense strategy based on Indicators of Attack (IOA). In this paper, I suggest a centralized intelligent information protection system to support the intelligent response to a violation by discerning important assets through prevention control in a performance impact assessment about information properties in order to block the attack routes of APT; establishing information control policies through weakness/risk analyses in order to remove the risks in advance; establishing detection control by restricting interior/exterior bypass networks to server access and monitoring encrypted communications; and lastly, performing related corrective control through backup/restoration.

Mobile Robot-based Leak Detection and Tracking System for Advanced Response and Training to Hazardous Materials Incidents (화학물질 저장시설의 사고대응 및 훈련을 위한 로봇기반 누출감지 및 추적시스템)

  • In recent years, dangerous materials and gas leak accidents have been frequently occurred. The hazardous materials storage facility accidents are not rapidly controlled when a leak is detected, unlike other chemical plants can be controled. Externally, the human has to approach and respond to the source of leaking directly. As a result, the human and material damage are likely to larger result in the process. The current approach has been passive response after ringing the alarm. In this study, the suggested tracking system of the leak resource is designed system to track the resource actively by utilizing the mobile sensor robot platform, which can be made easily through recent rapid development technology, is verified through prototype system. Thus, a suggested system should pave the way for minimizing the spread and damage of the accident based on the exact site situation of the initial leak and quick and early measures.
