Analysis of the Crash Reduction Effects of the Red Light Camera Systems and Determination of the User Benefits (신호위반 단속시스템 설치에 따른 교통사고 감소 효과와 편익산정 기법 연구)

  • The RLC systems is one of the intelligent transportation systems that has gained a nation-wide support for last decades and being installed to discourage motorists from running the red lights at signalized intersections. It is taken for granted that the RLC will provide motorists with increased safety, so that their installments are always justifiable. However, in order to acquire more efficiency and wider supports from the general public in future RLC installments, an improved methodology for analyzing the effects of the RLC systems is required. In order to satisfy this requirement, this research performed the following tasks. First, the number of signal violations after the RLC systems were investigated in order to check its resulting effects. Second, the number of crashes after the RLC systems were collected and compared with the number of signal violations. Third, a statistical analysis was carried out to develop the relationships between the signal violations and the crashes based on negative binomial distribution. The analysis revealed that the number of crashes has a close relationship with the RLC placement, traffic volume, vehicle speed, the number of phases, and the number of lanes for major approaches. Finally, based on the results found in this analysis, this research presents a methodology for analyzing the safety effects of placing the RLC that should be of service when investigating the economic consequences of the RLC systems.

Red Light Violations Analysis Using Statistical Methods - in case of Chungbuk 4-Legged Signalized Intersections - (통계적기법을 이용한 신호위반 분석(충청북도 4지 신호교차로를 중심으로))

  • This case study investigated red light violations at CBD, suburban and rural signalized intersections in chungbuk. The goal of this study is to understanding the collection between red light violations and various driver, vehicles and environmental factors. This study uses descriptive statistics analysis and logistics analysis with SPSS 12.0 software. The major results of this study are as follows. First, red light violations occurred at rural and CBD more than suburban area. Second, About 81.1% of the violators were traveling at or below the posted speed limit. Moreover, 77.3% of the violations occurred within 2 seconds after the on set of red light. Finally, the logistic regression model, which is statistically significant(chisquare=0.000, McFadde=0.265)was developed, and includes the local type(CBD/suburban/rural), violators' gender, season, vehicle type, time of day, vehicle speed as the independent variables. In this study did not find significant relationship between red light violators' age and their driving behavior approaching signalized intersections.

  • Day after day the information of vehicle under the complex traffic environments is greatly required not only for traffic flow but also for vehicle disclosure of traffic violation, Vehicle information can be obtained from a recognition of vehicle license plate, This paper proposes a new vehicle plate recognition mechanism that uses moving style vehicle-loaded camera, The method is a real-time processing system using multi-step image processing and recognition process that recognizes general vehicles and special purpose vehicles, The experimental results of real environmental image and recognition using the proposed method are shown.

  • 사고 현장에서 사고 차량을 옮기거나 주차위반 차량을 견인사업소로 이동시키기 위해 주로 이용되고 있는 리프트식 견인차는 피견인차의 구동방식에 따라 차량의 전부 또는 후부을 들어 올려 구동 바퀴로 이동할 수 있도록 하는 특수차량이다. 본 논문에서는 견인중인 견인차와 이송중인 전륜 피견인차 및 일반 주행 중인 차량 사이에서 일어날 수 있는 3중 추돌사고를 일반적인 3중 추돌사고와 비교하여 견인 중에 발생하는 추돌사고가 얼마나 위험한지를 직접 확인한다. 각 차량은 CATIA를 이용하여 모델링하고 이를 상용 유한요소해석 프로그램인 ANSYS를 통하여 피견인차의 후부를 주행 차량이 들이 받는 추돌을 시뮬레이션한다. 또한 견인차가 피견인차를 들어 올려 발생되는 피견인차의 각도에 따른 추돌의 영향을 해석한다.

A Study on Development of Systems to Enforce the interfering Cars on the Ramp (끼어들기 단속시스템 개발 연구)

  • We frequently confront with cars interfering into our lane on the ramp. We suffered from serious traffic congestion due to the interfering cars. But the police enforcement has not done actively because it's hard to enforce. In this study, we have evaluated the systems to enforce cutting-in cars through the field test. Generally, the image processing method depends on the weather. To overcome this limitation we proposed a new algorithm combined with section detection method. In the filed test we concluded the results as follows. Whereas the violation detection rate of the general image processing was 58.2%, a new algorithm proposed by this study was 74.5%. And, an error rate enforcing vehicles that do not violate was 0.0%. Also, we can use the existing facilities, such as street light because of compact and lightweight systems which are integrated camera with controller. Therefore, we concluded that it is possible to enforce the interfering Cars using vehicle enforcement systems.

The Minimize of Dilemma Zone at the Intersections Controlled by Automatic Traffic Enforcement (다기능 단속교차로에서 딜레마 죤 최소화 방안에 관한 연구)

  • 본 연구는 신호교차로에서의 딜레마 죤 범위를 산정하고 신호위반 단속의 허용 범위를 분석하는데 있다. 각 교차로 접근로별 조사 자료를 토대로 딜레마 죤의 범위를 산정하였고, 이를 토대로 신호위반 단속에 있어 딜레마 죤의 영향을 최소화 할 수 있는 방안을 제시하고자 하였다. 기존의 딜레마 죤에 관한 연구에서는 인지-반응 시간과 황색신호시간을 초기값으로 적용하였으나 본 연구에서는 해당 교차로의 조사치를 적용하였다. 조사 방법으로 속도조사는 스피드 건을 이용하여 각각의 대상 교차로별 접근로에서 접근 속도 및 통과 속도를 조사하였으며, 운전자의 인지-반응 시간 및 황색신호시간에 교차로를 통과하는 차량조사는 비디오 촬영을 통하여 조사하였다. 이러한 조사된 자료를 토대로 신호위반 단속기준에 맞추어 딜레마 죤에 관하여 분석하였다. 본 연구에서 딜레마 죤은 최소정지거리($d_0$)가 최대통과거리($d_c$)보다 클 때 존재하는 것으로 보았으며, 그 차이만큼의 딜레마 죤이 발생하는 것으로 정의하였다. 이에 신호위반 단속을 함에 있어딜레마 죤의 영향을 최소화 할 수 있는 방안 등을 제시하였다. 그러나 각각의 방안을 개별적으로 적용시킬 경우 문제점이 발생하였다. 이러한 문제점을 해결하기 위해서 자기감응식 루프검지기의 위치를 재조정함에 있어 하나의 루프 검지기를 정지선 이후에 존재함과 동시에 황색신호시간을 재조정하거나, 자기감응식 루프검지기의 작동시간을 재조정하는 방안을 제시하고자 하였다. 본 연구에서는 3개의 교차로를 비교대상으로 선정하여 각각의 교통환경에 따른 접근로별 딜레마죤의 범위를 최소화하기 위한 대안을 제시하였다.

Factors Affecting Injury Severity in Pedestrian-Vehicle Crash by Novice Driver (초보 운전자에 의한 보행자-차량 교통사고의 심각도 영향 요인 분석)

  • Since a variety of factors are associated with crash occurrence, the analysis of causes of crash is a hard task for traffic researchers and engineers. Among contributing factors leading to crash, the characteristics of driver is of keen interest. This study attempted to identify factors affecting the severity of pedestrian in the collision between pedestrian and vehicle. In particular, our analyses were focused on the novice driver. A binary logistic regression technique was adopted for the analyses. The results showed that driver's age, crash location, and the frequency of violations were dominant factors for the severity. Findings are expected to be useful information for deffective policy- and education-based countermeasures.

  • The increasing interest in the use of automated photographic equipment in Korea enables to detect speed violation and enforce traffic laws. Since 1996, Korean National Police Agency has been promoting a project for installation of Automated Speed Enforcement (ASE) system aiming at reduction of accidents. Recently, point to point speed cameras operate to measure a driver's average speed across length of road and/or the spot speed at individual camera sites along the road length. In this study, we were analyzed to driver's operating characteristics in point to point speed cameras. The point to point speed camera system has link-long influence on drivers and their speeds despite enforcement being visible only at the start and end of enforced road length. Then, mean and 85th percentile speeds were below speed limit along enforced road length by the two camers. Also, Female drivers were driving at low speed than male drivers along the road length.

Right-Turn Vehicle Supplementary Signal Improvement at Intersections (교차로 우회전 차량 보조등 개선)

  • This study aims to suggest a reasonable signal operation method for right-turn traffic management. It was found that the right-turn vehicle supplementary signal is currently operated without clear regulations or criteria. It was also analyzed that right-turn supplementary signals are used without consistency, there is a risk of traffic accidents due to the discordance between supplementary signals and traffic signals of forward vehicles, there is a lack of basis for prohibition of a right turn when right-turn vehicle's supplementary signal is red and the flashing red signal is used in a different sense from the law. In order to see the effect of the installed right-turn vehicle supplementary signals on traffic signal violation, a field investigation was conducted. As the result, there was a high proportion of signal violation on the approach lane with right-turn supplementary signals and this means that right-turn supplementary signals hardly influenced the reduction in proportion of signal violation during a right turn. Additionally, a survey was carried out to see if there were differences in driver's interpretation of traffic signals depending on the installation of right-turn supplementary signals. As the result of the survey, there were no differences in interpretation of traffic signals depending on the installation of right-turn supplementary signals or the types of right-turn supplementary signals. A right turn when the signal was red did not lead to serious traffic accidents, so it is thought that there should be a careful consideration of a total ban on a right turn when the signal is red, in order to prevent driver's confusion due to the change of the signal system. Unless there is a disturbance to cars and pedestrians after a temporary stop when the signal is red, there is a need to specify that vehicles must stop temporarily in the Road Traffic Act to facilitate a right turn. What this study finally suggested is to use tri-colored arrow signals for right-turn car supplementary signals to convey a signal to a driver clearly.

Safety Impacts of Red Light Enforcement on Signalized Intersections (교차로 신호위반 단속카메라 설치가 차량사고에 미치는 영향)

  • The frequency and severity of traffic accidents related to signalized intersections in urban areas have been more serious than those in both arterial segments and crosswalks. Especially, traffic accidents involved with injuries and fatalities have caused by traffic signal violations within intersections. Therefore, many countries including Korea have installed the red light enforcement camera (RLE) to reduce traffic accidents associated with the traffic signal violation. Meanwhile, many methodologies have been studied in terms of safety impacts estimation of red light enforcement, which, however, cannot be easy to conduct. In this study, safety impacts was estimated for intersections of Chicago downtown area using SPF models and EB approach. As a result, for all crash types and target traffic accident types such as "angle", "rear end", "sideswipe in the same and other directions", "turn", and "head on", fatal crashes were reduced by 26% and 38%. However, RLE may increase property-demage-only-crashes by 3.23% and 1.16%, respectively.
