This paper analyzed the contents of librarians' proclamations, recommendations and official letters stated on the library issues. Library issues included contracting out, outsourcing and name changes of public library, The background information on these issues was also analyzed and the research papers were studied to find out solutions of the issues.

현재 심각한 재해에 대한 임박성은 일부 관계자 이외는 감지하지 못하고 있는 것이 현실이다. 재해와 같은 위기에 관한 지식이나 이에 대처하기 위한 기술은 어린 시절부터 습득해 두어야 할 기초적 지식 및 능력이라고 생각한다. 그럼에도 불구하고 대지진 발생이 임박하고 있음을 타인의 일처럼 생각하고 있다는 점은 재해와 같은 위기를 자신의 일처럼 생각하고 어떻게 대처해야 할 것인가에 대해 스스로 생각할 수 있는 기회가 충분하지 않다는 것에서 유래한다. 즉 체계적 실천적인 방재 위기관리교육이 충분하게 실시되지 않고 있다는 점을 지적할 수 있을 것이다. 특히 지역주민의 생명 신체 재산을 보호해야 하는 지방자치단체의 소방담당직원의 실천적 대응능력은 말할 것도 없고 수장(首長)의 리스크 관리능력에 대해 의구심을 가지고 있다. 또한 지역 자체의 방재력 강화라는 관점에서는 자주방재조직 등의 지역방재리더나 지역주민 개개인의 방재능력을 향상시켜야 할 필요성이 강조되고 있다. 최근에 건설된 신관저를 계기로 변화된 방재 위기관리 시스템에 관한 정책적 동향을 살펴본다. 아울러 방재 위기관리에 대한 인재양성을 위한 교육의 일환으로 구축된 e-Learning System인 e-College의 구성 및 관련 내용을 살펴봄으로써 정책적 시사점을 도출하고자 한다. 지방자치단체의 방재 위기관리에 있어서 수장 등 간부직원의 의식과 자세가 지역의 방재력을 크게 좌우하는 것으로 볼 수 있다. 방재담당직원 소방직단원에 대한 교육과제를 들 수 있겠다. 고도로 도시화된 사회가 재해에 대한 취약성이 높아지고 있다. 지역의 방재리더, 재해자원봉사, 주민에 대한 교육과제로 도도부현, 시정촌, 대학에서 방재 위기관리 교육이 실시되고 있지만, 1999년 총리부(總理府)에서 여론조사를 보면 자주방재활동에 참가한 경험이 없는 사람이 전체 70%를 차지하고 있다. 기업에 대한 교육과제로 재해발생시에 사원이나 고객의 안전 확보, 사업의 피해경감 조기복구에 의한 경제에 대한 영향을 경감하기 위한 준비를 충실히 해야 한다.

지난 봄. 이라크의 사담 후세인 대통령이 UN의 대량파괴무기 유무확인을 위한 대통령궁 사찰을 거부한 사건을 계기로 일촉즉발의 위기 직전까지 갔으나 아난 UN사무총장의 바그다드 방문으로 사찰의 합의를 보게되어 다행히 제2의 걸프만 전쟁은 회피되었다. 이 위기에 대처하기 위하여 중동방면에 집결했던 미국 해.공군의 신무기가운데 어떤 것이 있었는지 그 대강을 외지의 전하는 바를 통해 살펴 보기로 한다.

지난 1997년 IMF에 이어, 미국의 서브프라임사태로 인해 우리나라는 다시 한 번 국가적으로 경제위기를 맞이하게 되었다. IMF 때와 지금의 경제위기는 여러 방면으로 항만운영에 영향을 미쳤다. 많은 선행연구에서는 항만의 일반적인 마케팅전략에 대한 연구가 많은 반면, 경제위기시 이에 대한 대응전략에 관한 연구는 미비하였다. 이에 본 연구에서는 지난 경제위기가 항만에 미쳤던 영향과 우리나라 항만의 대응방법을 분석하고, 외국항만들의 경제위기 대처 방법들을 조사하여 우리나라 항만에 적용해봄으로써 미래의 경제위기에 우리나라 항만이 어떻게 대비해야 할 것인가에 대한 방안을 제시하고자 한다.

The framework and application model for risk mitigation service based on network provides monitoring function of the risk event data to be inputted and analyses it for mitigation process. Furthermore, it performs the analysis of the manmade calamities such as accident, building destruction, natural calamities caused by climate change, and animal harms caused by bird flu and foot-and-mouth disease occurring in livestock and wild animals, and provides the mitigation service of it. The application model for risk mitigation is combined with network and carries out the real time acquisition and monitoring of risk events, and provides mitigation service for the risks caused by calamities and reduces economic losses.

EAP, which is operated on the frame of Risk Alarm 4-stage of National Risk Management Guideline, is a critical method in order to promptly respond to disasters. Korea Flood Control Office issues major and moderate flood alarm at each river station by respectively 50% and 70% of design flood discharge in terms of watermark or sea level, however, the criteria deciding major and moderate floods are vague for field managers to control the disaster situations. On the other hand, Japan and USA use river water level as a main criterion in order to classify the stage of flood disaster, which is higher design flood level than Korea. Thus, the authors analyzed domestic and oversea EAP guidelines and suggested improved criteria showing easy display method and raising the criteria of flood level for reflecting more effective action plans through testing a simulation training on the test-bed.

Mid-life is a period of transition and crisis in human development. A multidimensional approach is needed to understand the meaning of the mid-life crisis. In order to understand the crisis of middle age, it is required to understand the psychological aspects of individuals, behavioral and social aspects. Jung referred to the middle age as the period of individuation. In other words, it is a process of stabilizing and integrating several individuals with fragmented personalities. The discovery of the meaning in life in middle age relates to the meaning of existence and to become a true community member through understanding of others and oneself. The sense of crisis in middle age has a deep correlation with the meaning in life, and the sense of crisis in middle age can be lowered through the meaning of life. However, in the process of discovering the meaning in life, adaptation to family and social crises and coping with stress will be important factors.

This study was based on the 'Escape Theory' model suggested by Baumeister(1990). Based on this analysis framework, this study attempted to examine that complicated direct and indirect effect of school risk factors(risk of academic scores, risk of relation with teacher and risk of peer relation) on suicide ideation in adolescence, through negative self-esteem, depression and withdrawal coping. To this end, this study used the data from the '2008 Gyeongsangbuk-Do youth crisis survey' conducted by the Youth service center in province of Gyeongsangbuk-Do. The target number of this study was 2,335 students in the age group of middle school and high school. The result of the Analysis indicate that risk of relation with teacher among school risk factors was only one which affected directly and indirectly on suicide ideation. The other side, risk of academic scores and risk of peer relation had indirect effects, via negative self-esteem, depression and withdrawal coping. In conclusion, this study confirmed that school risk factors had effects on suicide ideation directly or indirectly, they were complicatedly connected, through negative self-esteem, depression and withdrawal coping. Therefore, Prevention program for adolescence' suicide ideation or suicide risk require integrated strategies and tactics.
