What is the Starting Point of Discussions for the Open Access of Korean Journals? (국내 학술지 웹DB 구독료 현황과 오픈액세스에 대한 사서의 인식)

  • What is the starting point of discussions for the open access of Korean journals? This study analyzed whether the serials crisis in Western societies are in academic libraries in Korea. The rising of prices of Korean electronic journals in academic libraries and recognition of librarians for it were surveyed. This study found that the subscription fees for web DBs of Korean journals have been increased from 1.3 times to 34 times during the last 10 years. But librarians in the universities did not think that the subscription fees are very high. And the 35% of respondents thought that the subscription fees for the web DBs in academic libraries will be increased to bring to a crisis to libraries. This study suggested that the leading groups of discussions for open access in Korea wilt be interested in the aspects of public goods and social justice, another values of open access.

Strategies for Expanding Foreign Electronic Scholarly Information Resources (해외전자학술자료 확충 전략에 관한 연구)

  • The purpose of this article is to present comparative analysis of electronic information purchase in Korean university libraries relative to university libraries overseas. An overall comparison is made between libraries in Korea and in the U.S. in terms of their budget for electronic information. In addition, we compared the lists of web databases in service among three top-tier Korean universities and nine foreign universities(6 in the U.S., 1 in Canada, 1 in Australia, and 1 in China). The findings show that Korean universities tend to subscribe heavily to electronic journals packages than competing libraries overseas. However, in terms of providing subject-based reference databases, our libraries are far behind even mediocre institutions in these countries. We propose a number of recommendations to strengthen national licensing of electronic scholarly materials as a way to enhance access to electronic information through university libraries.

A Study on Identification of Library Resources for Evaluating Efficiency of Academic Libraries (대학도서관의 효율성 평가 자원요소 규명에 관한 연구)

  • With the advent of the digital era, even thought the configuration and the importance of library resources have changed, still only traditional library resources of the past have been used to measure the effectiveness of university libraries. To overcome these limits, this study purposed to redefine the library resources factors for the evaluation of the library effectiveness as appropriate standards in digital library era. The survey method was used, the result follows. Budget, librarians, space, books, periodicals, e-journals, non-book materials, Web DB, e-book, computers are selected as input resources elements, while loan books, users, website visits, web DB uses are selected as output resoures elements. It could be noticeable that the elements related to the electronic resources was reidentified quiet a lot.

A Study on Collaborative Digital Information Service for Gyeonggi-Do Public Libraries (경기도 공공도서관 협력형 전자정보 서비스에 관한 연구)

  • Although it is about a decade since public libraries started to provide digital information services, lack of expertise for efficient service operation and restrictions related to copyrights have led to failure to obtain remarkable performances in uses. This study intends to analyze operation cases of domestic and overseas collaborative digital information services, as well as the current status of digital information services of libraries in Gyeonggido, thereby developing a collaborative digital information service model among public libraries on the level of local governments. This research then analyzed collaborative digital information service Web sites and surveys. Based on the analysis result, this study presented support of integrated search of possessed electronic information, Web database (DB), DB on original texts of regional records, online reference services, and mobile platforms as functional factors to embody a successful service model. As a system management road map, an eclectic model combining the merits of centralized and decentralized models was found to be more effective than a centralized or decentralized model in consideration of the characteristics of participating organizations.

Problems in and Solutions for Developing Digital Information Resource: the Case of Korean National University Libraries (대학도서관 전자자료 업무의 현안과 해법: 국립대학도서관을 사례로 하여)

  • The purpose of this research lies in exploring both problems in and solutions for developing digital information resource such as e-journal and Web databases, with the case of Korean national university libraries. In details, identified at the first hand is current situations and major changes of digital information resource that Korean university libraries have developed for the recent 10 years(2003~2012). Also investigated is the salient features in the process of selecting and acquiring digital information resource, with emphasis on the work behavioral aspects. In addition this study analyzes the negative impacts which the present digital-centered resource development policy might have on the image of university libraries and the status of academic librarianship in Korea. The final suggestions include both strategies at the national level and practical methods at the library level which might be helpful to escape from the dilemma related to developing digital information resource.

A Knowledge-Based Intelligent Information Agent for Animal Domain (동물 영역 지식 기반의 지능형 정보 에이전트)

  • Information providers on WWW have been rapidly increasing, and they provide a vast amount of information in various fields, Because of this reason, it becomes hard for users to get the information they want. Although there are several search engines that help users with the keyword matching methods, it is not easy to find suitable keywords. In order to solve these problems with a specific domain, we propose an intelligent information agent(HHA-la : HongIk Information Agent) that converts user's q queries to forms including related domain words in order to represent user's intention as much as it can and provides the necessary information of the domain to users. HHA-la h has an ontological knowledge base of animal domain, supplies necessary information for queries from users and other agents, and provides relevant web page information. One of system components is a WebDB which indexes web pages relevant to the animal domain. The system also supplies new operators by which users can represent their thought more clearly, and has a learning mechanism using accumulated results and user feedback to behave more intelligently, We implement the system and show the effectiveness of the information agent by presenting experiment results in this paper.

Development and Testing of an E-Journal Evaluation Model for University Libraries (대학도서관 전자저널 평가모형 개발에 관한 연구: P대학교 기계공학 분야를 중심으로)

  • This study is aiming to develop an evaluation model considering electronic journal's properties and terms of subscription. As the first step to develop an evaluation model, this study analyzed features of electronic journals and various terms of subscription through reviewing literature. Second, it developed the evaluation model for electronic journals by using proper evaluation indicators which were extracted from previous studies on the evaluation journals and considering the terms of ScienceDirect subscription. Third, this evaluation model was applied to the 99 journals in the field of mechanical engineering in ScienceDirect. As a result of the evaluation, it was found out that there were variations in the value of journals between in 2000 and 2007. Some implications regarding e-journal subscription were also added.
